Governance Explanations

Form 990, Part VI, Section A, Line 2

Board member brian lants is the brother-in-law of the president of ppf, bradford l. Phillips.

Form 990, Part VI, Section B, Line 11B

The 2019 990 is reviewed first by the co & fo and then sent to all board members and legal counsel for review. Board members and outside legal counsel submitted any questions and/or comments to the co & fo. All board members have had sufficient time to review it before the 990 is filed with the irs.

Form 990, Part VI, Section B, Line 12C

Hagazi kebede, co & fo, ensures that the organization and its employees are in compliance with the conflict of interest policy. During board meetings, issues of conflict of interest are voted on by non-affected members of the board and affected members are excluded from any board decisions impacting their compensation or the related conflict of interest.

Form 990, Part VI, Section B, Line 15A

The compensation of the ceo is assessed by the ppf compensation committee, utilizing a comparability compensation study conducted by an independent third party. The 2019 recommendation was reviewed, and approved, by the governing board. The ceo determines the compensation for all other employees. Year end bonuses may be awarded each year and determined by the employee's supervisor, which is the board of directors in the case of the ceo.

Form 990, Part VI, Section C, Line 19

The audited financial statements, whistleblower policy, donor privacy policy, conflict of interest policy, and form 990 are posted on ppf's website: www.persecutionproject.org.

IRS990/ProgSrvcAccomActy2Grp/Desc0TRANSPORTATION AND LOGISTICS (T&L):WORKING IN THE WAR-TORN NUBA MOUNTAINS REQUIRES THE USE OF A VARIETY OF LOGISTICAL TOOLS TO SAFELY AND EFFECTIVELY DELIVER SUPPLIES FOR OUR VARIOUS PROGRAM ACTIVITIES. DURING THE RAINY SEASON, "ROADS" IN THE NUBA MOUNTAINS BECOME IMPASSABLE BY EVEN THE HEAVIEST OF TRUCKS, SO QUAD BIKES AND MOTORBIKES ARE OFTEN EMPLOYED TO DELIVER MEDICINES AND OTHER EMERGENCY RELIEF SUPPLIES TO REMOTE CLINICS AND VILLAGES.IN AREAS WHERE INSECURITY EXISTS, THE SAFEST AVAILABLE MODE OF TRANSPORTATION IS FLIGHTS. THE USE OF CARGO PLANES MINIMIZES THE RISK OF INJURY TO OUR DRIVERS AND WORKERS BY AVOIDING ROADS THAT ARE PATROLLED BY BANDITS OR SOLDIERS. IN 2019, PPF CONDUCTED 23 EMERGENCY RELIEF FLIGHTS FACILITATING THE DELIVERY OF NEARLY 150 METRIC TONS OF RELIEF TO THE NUBA MOUNTAINS. THE FLIGHTS BROUGHT IN MEDICINES AND MEDICAL SUPPLIES, BOREHOLE SPARE PARTS, HOSPITAL BUILDING MATERIALS, HYGIENE KITS, FUEL, RELIEF PACKS, MOTORBIKES FOR PASTORS, BP-5 EMERGENCY FOOD, TARPS, BLANKETS, BIBLES, AUDIO BIBLES AND BIBLE RADIOS.TWO UNIMOG TRANSPORT TRUCKS CONTINUE TO BE USED TO FACILITATE DISTRIBUTONS OF VITAL RELIEF SUPPLIES THROUGHOUT THE YEAR, EVEN DURING THE RAINY SEASON. WITH ACCESS TO THE NUBA REGION YEAR-ROUND,PPF NOW HAS THE ABILITY TO BETTER COORDINATE OUTREACH ACTIVITIES IN A TIMELY FASHION AND WHEN THE NUBA PEOPLE NEED IT MOST.

IRS990/ProgSrvcAccomActy3Grp/Desc0MEDICAL SERVICES:CURRENTLY THE SPLM-N SECRETARIAT OF HEALTH ADMINISTRATES MEDICAL PROGRAMS IN APPROXIMATELY 75% OF THE STATE OF SOUTHERN KORDOFAN. IN 2019, 194 PRIMARY HEALTH CARE FACILITIES RECEIVED MEDICINES SUPPLIED BY PPF. IN ADDITION, PPF SUPPLIES AND ASSISTS 3 MAJOR HOSPITALS IN THE NUBA MOUNTAINS: MOTHER OF MERCY HOSPITAL (MOM) IN GIDEL (LED BY DR. TOM CATENA), TUJORE HOSPITAL IN DELLAMI COUNTY (FORMERLY OPERATED BY SAVE THE CHILDREN), AND THE GEGABA HOSPITAL LED BY DR. AHMED ZAKHARIA.MEDICINES & SUPPLIES:AFTER WAR RETURNED TO THE NUBA IN 2011, ONE OF THE MOST CRITICAL SURVIVAL NEEDS IDENTIFIED BY PPF WAS THE NEED FOR MEDICINE. WE DELIVERED OUR FIRST MAJOR CONSIGNMENT OF MEDICINE TO THE NUBA REGION IN 2012. WE HAVE CONTINUED PROVIDING THIS VITAL NECESSITY IN THE YEARS SINCE. IN 2019, PPF PROVIDED THE NUBA MEDICAL CONSORTIUM (OVERSEEN BY THE LOCAL SECRETARIAT OF HEALTH) WITH ITS LARGEST CONTRIBUTION-10.8 METRIC TONS OF MEDICAL SUPPLIES, IN ADDITION TO 25 METRIC TONS OF MEDICINE REPRESENTING 80 PERCENT OF THE TOTAL MEDICINES DELIVERED TO SOUTHERN KORDOFAN.THIS MEDICAL CONSIGNMENT INCLUDED MEDICINES FOR RESPIRATORY ILLNESSES, ANTI-MALARIALS, ANTIBIOTICS, ANTI-FUNGALS, ANALGESICS, SYRINGES, MULTIVITAMINS, BANDAGES, AND OTHER MEDICAL SUPPLIES.HOSPITAL ADMINISTRATION:PPF DIRECTLY SPONSORS THE ADMINISTRATION OF TWO HOSPITALS: TUJORE HOSPITAL IN DELLAMI COUNTY AND GEGABA HOSPITAL. PPF PROVIDES MEDICINES, FUEL, AND FUNDS FOR STAFF SALARIES, CONSTRUCTION, ETC. TUJORE AND GEGABA EACH TREAT AN AVERAGE OF 1,000 PATIENTS PER MONTH-EVEN MORE DURING THE ANNUAL RAINY SEASON. LACK OF SUFFICIENT MEDICAL SERVICES IN NEIGHBORING SOUTH SUDAN HAS PROMPTED HUNDREDS OF SOUTH SUDANESE TO TRAVEL NORTH EACH MONTH TO GEGABA TO RECEIVE TREATMENT AT THE HOSPITAL. IN ADDITION, PPF PROVIDES MEDICINES AND SPECIALIZED EQUIPMENT TO DR. TOM CATENA AT MOM, BUT MOM IS SUPPORTED PRIMARILY BY THE DIOCESE OF EL OBEID.GEGABA HOSPITAL CONSTRUCTION & VOLUNTEER MEDICAL TEAMS:PPF HAS BEEN SPONSORING THE CONSTRUCTION OF A VOLUNTEER MEDICAL UNIT AT GEGABA HOSPITAL TOWARD THE GOAL OF FACILITATING SHORT AND LONG TERM MEDICAL AND COMMUNITY HEALTH WORKERS. CONSTRUCTION OF THE MATERNITY WARD AND VOLUNTEER ACCOMMODATIONS HAS HAD PRIORITY IN 2019. IN ADDITION TO BASIC CONSTRUCTION, PPF SPONSORED THE ANNUAL SUBSCRIPTION FOR VSAT (SATELLITE INTERNET) THAT WE HAD EARLIER INSTALLED TO FACILITATE COMMUNICATION.GEGEBA HOSPITAL SPIRITUAL DISCIPLESHIP:IN 2019, WORKING IN TANDEM WITH THE LOCAL CHURCH, PPF CONTINUED A DISCIPLESHIP PROGRAM TO PROVIDE SPIRITUAL SERVICES TO THE HOSPITAL STAFF AND PATIENTS. ONCE PER WEEK, A TEAM OF TWO PASTORS VISITS THE HOSPITAL TO PROVIDE SPIRITUAL COUNSELING AND EMOTIONAL SUPPORT TO DR. AHMED AND THE PATIENTS AND STAFF AT GEGABA HOSPITAL.DIGNITY KITS FOR WOMEN:PPF PROVIDED OVER 5,000 YOUNG WOMEN AND GIRLS WITH DIGNITY KITS (WOMEN'S HYGIENE KITS). THIS PROGRAM HAS A MEDICAL, EDUCATIONAL, ECONOMIC AND SPIRITUAL IMPACT AS IT IS IMPLEMENTED THROUGH CHURCH AND SCHOOLS AS A PLATFORM FOR WOMEN'S MINISTRY. THERE HAS BEEN AN OVERWHELMINGLY POSITIVE RESPONSE BY THE NUBA COMMUNITY TO THIS OUTREACH. PPF HAS IMPLEMENTED THIS SAME PROGRAM ON A SMALLER SCALE IN LOHUTUK. WHEREVER THESE KITS ARE DISTRIBUTED, THE WOMEN RECEIVING THEM ENCOURAGE US TO CONTINUE TO PROVIDE MORE TO WOMEN THROUGHOUT THE NUBA AREA. THE NEED FOR FEMALE HYGIENE KITS IS MUCH GREATER THAN WHAT PPF HAS THUS FAR SUPPLIED.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0ADVOCACY AND GENERAL:PPF IS A COMMUNITY DEDICATED TO EXPOSING INSTANCES OF CHRISTIAN PERSECUITON (EPHESIANS 5:11), ENGAGING FELLOW BELIEVERS TO INTERCEDE ON BEHALF OF THE PERSECUTED (ISAIAH 58:6-12), AND BRINGING ENCOURAGEMENT, CONSOLATION, AND HOPE TO OUR PERSECUTED BRETHREN (2 CORINTHIANS 1). DISCIPLESHIP & EVANGELISM:AT PPF, WE BELIEVE IN GOD THE FATHER ALMIGHTY, CREATOR OF HEAVEN AND EARTH; AND IN JESUS CHRIST, HIS ONLY SON, OUR LORD, WHO WAS CONCEIVED BY THE HOLY SPIRIT, BORN OF THE VIRGIN MARY, SUFFERED UNDER PONTIUS PILATE, WAS CRUCIFIED, DIED, AND WAS BURIED. HE DESCENDED INTO HELL; THE THIRD DAY HE ROSE FROM THE DEAD. HE ASCENDED INTO HEAVEN, AND IS SEATED AT THE RIGHT HAND OF GOD, THE FATHER ALMIGHTY; FROM THENCE HE SHALL COME TO JUDGE THE LIVING AND THE DEAD. WE BELIEVE IN THE HOLY SPIRIT, THE HOLY CATHOLIC CHURCH, THE COMMUNION OF SAINTS, THE FORGIVENESS OF SINS, THE RESURRECTION OF THE BODY, AND LIFE EVERLASTING.WE BELIEVE THAT MANKIND HAS BEEN SEPARATED FROM GOD BY SIN, AND OUR ONLY HOPE OF SALVATION COMES FROM THE ATONING SACRIFICE OF GOD'S SON, JESUS CHRIST, WHO SAID, "I AM THE WAY, THE TRUTH, AND THE LIFE. NO ONE COMES TO THE FATHER EXCEPT THROUGH ME." (JOHN 14:6) "FOR GOD DID NOT SEND HIS SON INTO THE WORLD TO CONDEMN THE WORLD, BUT THAT THE WORLD THROUGH HIM MIGHT BE SAVED." (JOHN 3:17) "FOR WHOEVER CALLS ON THE NAME OF THE LORD SHALL BE SAVED." (ROMANS 10:13)THE FOUNDATION OF ALL PPF MINISTRIES OF ACTIVE COMPASSION IS THE WORK OF THE GREAT COMMISSION. BY SERVING AS A RESOURCE AND FELLOWSHIPPING WITH OUR PERSECUTED FAMILY, THE GOSPEL IS ADVANCED. THE PRIMARY IMPACT OF DISCIPLESHIP AND EVANGELISM MINISTRY IN THE NUBA IS ACHIEVED BY PROVIDING SCRIPTURES, SCRIPTURE RESOURCES, CONFERENCES AND TRAINING EVENTS. PPF HAS IDENTIFIED SEVERAL AREAS WHERE HELP IS NEEDED AND EFFECTIVE AND HAVE WORKED TO MEET THAT NEED THROUGH: DISTRIBUTION OF BIBLES, AUDIO BIBLES, DIGITAL LIBRARIES AND PROJECTORS PROVIDE NECESSARY TOOLS TO SUPPORT DISCIPLESHIP AND EVANGELISTIC MINISTRY. PPF DISTRIBUTES PRINTED BIBLES IN SIX LANGUAGES, INCLUDING ARABIC, ENGLISH, OTURO, KRONGO, NIYERE (KWALIB) AND MORO. EIGHTEEN THOUSAND FOUR HUNDRED PRINTED BIBLES WERE DISTRIBUTED, AS WERE 6,550 AUDIO BIBLES, WHICH ARE IN ENGLISH AND SUDANESE ARABIC.PASTORAL CONFERENCES AND WORKSHPS PROVIDE AN OPPORTUNITY FOR PREACHING, TRAINING, FELLOWSHIP, PRAYER AND PLANNING OF OTHER MINISTRY. IN 2019, PPF SPONSORED THREE CONFERENCES IN THE NUBA MOUNTAINS INVOLVING PASTORS, EVANGELISTS AND WOMEN'S MINISTRIES FROM SIX COUNTIES. FOUR HUNDRED FORTY-FOUR PEOPLE ATTENDED A PPF-SPONSORED CONFERENCE IN 2019.ASSISTANCE FOR PASTORS AND EVANGELISTS--PPF DELIVERED 30 MOTORBIKES TO ASSIST THE MINISTRY OF PASTORS AND EVANGELISTS. PPF ALSO PROVIDED THE FAMILIES OF 41 CHRISTIAN WORKERS WITH A FAMILY DAIRY (2 DAIRY GOATS AND 1 DAIRY COW EACH).GOSPEL RADIOS--IN 2019, PPF DISTRIBUTED 2,700 BIBLE RADIOS TO NUBA FAMILIES. THESE RADIOS ARE FITTED WITH A MICRO SD SLOT, AND 2,700 MICRO SD CARDS PRE-LOADED WITH ARABIC AND ENGLISH BIBLES WERE HANDED OUT WITH THE RADIOS.EVANGELISM BACKPACKS--SEVEN EVANGELISM BACKPACKS WERE GIVEN TO NUBA PASTORS FOR REMOTE GOSPEL OUTREACH. EACH 17.5-POUND BACKPACK PROVIDED A PASTOR WITH A PROJECTOR, SPEAKERS, SOLAR PANELS AND EVANGELISTIC VIDEO CONTENT (LIKE THE JESUS FILM).JEBEL LOPIT TRAINING CENTER:BUILDING COMMUNITY AND SUPPORTING GREAT COMMISSION WORK AT THE JEBEL LOPIT TRAINING CENTER (JLTC) LOHUTUK, IMATONG STATE, RSS.SINCE 2004 IN THE MOUNTAINS OF LOPIT, PPF HAS SERVED ALONGSIDE THE AFICA INLAND CHURCH (AIC) TO BUILD A RELATIONSHIP WITH THE COMMUNITY AND SUPPORT GOSPEL-RELATED MINISTRY. OUR INVESTMENT IN LOHUTUK AND THE SURROUNDING AREAS HAS INCLUDED RELIEF AND MEDICAL INTERVENTIONS, SPONSORSHIP OF PASTOR TRAINING, AND A VARIETY OF DISCIPLESHIP PROJECTS.THE CONSTRUCTION OF THE JEBEL LOPIT TRAINING CENTER HAS STRENGTHENED PPF'S RELATIONSHIP TO THE LOCAL COMMUNITY AND BECOME A STRATEGIC PLATFORM FOR MINISTRY IN THE REGION.
