Governance Explanations

Form 990, Part VI, Section A, line 8B

There are no separate minutes for board committees. Committee report items are included in the minutes kept for the Board of Directors.

Form 990, Part VI, Section B, line 11

The 990 is reviewed by A-SPAN's Finance Committee and is presented to the Board for final approval prior to submission.

Form 990, Part VI, Section B, line 12C

Each Director and Officer is required to review a copy of the conflict of interest policy, which requires each person to disclose any relationships, positions or circumstances in which he or she believes could contribute to a conflict. Following full disclosure of a possible conflict of interest, the Board of Directors shall determine whether an actual conflict of interest exists and, if so, the Board shall vote to authorize or reject the transaction or take any other action deemed necessary to address the conflict and protect A-SPAN's best interests.

Form 990, Part VI, Section B, line 15

The compensation for the Executive Director is established based on a salary comparison with similar organizations, and approval by the Board.

Form 990, Part VI, Section C, line 19

A-SPAN's governing documents, conflict of interest policy, and financial statements are available to the public upon request.

Additional Explanations

Form 990, Part III, Line 4B- Homeless Services Center- Shelter Programs:

Case management, mental health, and substance abuse services and meals are available to shelter guests. Case managers link shelter guests to alternative year round emergency shelters as well as transitional and permanent housing programs. They assist guests with dental and medical referrals. A-SPAN's Employment Coordinator assists individuals seeking stable employment. Mental health and substance abuse therapists are available through our partnership with Arlington County's Treatment on Wheels program. A-SPAN is working to end homelessness in Arlington by providing shelter, basic hygiene and health needs and, most importantly, moving people into homes. The new Arlington Homeless Services Center is the first of its kind in the DC Metro area, and a powerful new resource. It is more than just a shelter. The new Center allows us to offer all of our services under one roof for the first time, including food, shelter, full-time nurse practitioner and medical respite program, counseling and job training. But, most importantly, the HSC will help us shorten the amount of time it takes to move someone from homeless to a home.

Form 990, Part III, Line 4C- Homeless Services Center- Day Program:

A-SPAN's Day Program is designed to assist clients in addressing their personal barriers to self-sufficiency with the support of staff and volunteers. At the Homeless Services Center Day Program, people can: Take a shower, do their laundry, use the phone or mailing address to connect with loved ones or to apply for a job or benefits, sit with a case manager, see the Employment Case Manager for assistance with a resume, job or life skills, or a job search, get new clean clothes, get a referral to mental health or substance abuse treatments, get a referral for medical, eye, or dental care, and seek assistance with eviction prevention or housing.

Form 990, Part XII, Line 2C:

A-SPAN's Finance Committee assumes responsibility for oversight of the audit of its financial statements and selection of an independent accountant. The process is consistent with the previous year.

Financial Statement Notes

Part X, Line 2:

Part XI, Line 4B - Other Adjustments:

Loss on fixed asset disposal -1,509.

Part XII, Line 2D - Other Adjustments:

IRS990/ProgSrvcAccomActy3Grp/Desc0Homeless Services Center- Day Program: The Day Program at the Homeless Services Center is the hub of operations at A-SPAN where clients have access to a wide range of wraparound services. A-SPAN is unique in that our services are low barrier, as clients are not required to produce identification, sign a service agreement or engage in case management to access them. Staff distribute items such as blankets and encourage people to visit Opportunity Place at the Homeless Services Center. See Schedule O for additional information

IRS990/ProgSrvcAccomActyOtherGrp/Desc0Homelessness Prevention and Rapid Re-housing Program (HPRP): The aim of the program is to prevent people who are facing homelessness from reaching the streets or to rapidly re-house those who are already homeless. By limiting the time someone spends on the street, it reduces their exposure to risk factors such as deteriorating health, and decreases their chance of becoming chronically homeless. Clients meet with the HPRP Case Manager at the Homeless Services Center. The Program's Housing Locator helps service providers throughout Arlington County locate housing and place their clients into it.
IRS990/ProgSrvcAccomActyOtherGrp/Desc1The Homeless Bagged Meal Program: The Homeless Bagged Meal Program distributes healthful meals that include a hot portion to homeless people living on the streets. Meals are prepared by volunteers and served 365 nights a year at two outdoor locations in the Ballston-Rosslyn corridor.
