IRS990/Desc0VSH's Supportive Services for Veteran Families (SSVF) program provides homelessness Prevention and Rapid Re-Housing assistance to veteran households in the Charlottesville, Central Virginia, and Balance of State regions in Virginia. In 2021, the program served 251 unique veteran households consisting of 389 persons continuing the trend of increased need due to the COVID-19 pandemic. In 2021 the VA provided an additional CARES grant and began the Shallow Subsidy program which provides longer-term rental assistance to households that it would benefit. In 2021, these changes assisted 245 households in exiting to permanent housing.

IRS990/ProgSrvcAccomActy2Grp/Desc0VSH scattered site programs provide rental assistance and housing stabilization supportive services for formerly chronically homeless individuals who reside with third-party landlords in our communities. Richmond Housing First is VSH's largest scattered-site PSH program and in 2021, served 125 households consisting of 157 people. 99% served did not return to homelessness and of the 12 exits, 4 were to permanent housing. Richmond Housing First is funded through three HUD Continuum of Care (CoC) competitive grants (RHF1, RHF2, and RHF3) and receives additional funding through a Richmond Non-Departmental grant, HUD HOPWA funding for households with a positive HIV/AIDS diagnosis, and Medicaid reimbursement through the VSH Intensive Community Treatment (ICT) team that provides specialized care for households with more needs to remain permanently housed.

It is funded through a single consolidated HUD Continuum of Care (CoC) grant and has been permanently expanded to serve 90 households though in 2021 it served 110 households consisting of 114 individuals. HomeLink was heavily impacted by the pandemic in 2021: of the 12 exits this year, 7 were due to death and 5 went into long-term care. The remaining households however did move on to other permanent housing destinations even with the affordable housing inventory in Richmond being heavily impacted.
