Mission and Program Overview

Mission

The purpose of the foundation is to provide students, who may not have the opportunity, the path to attend and complete college. The foundation provided postsecondary education planning to more than 13,000 high school juniors, seniors, and college students during 2016 and 12,000 in 2015. Of those students, 5,200 families disclosed their income and more than 79% were verified to be low-income. Based on federal free and reduced lunch statistics, other families were likely low-income as well, but did not officially disclose their information. The access college foundation will eliminate barriers to postsecondary education for underrepresented and low-income students who are less likely to attain higher education because of socio-economic factors and lack of information about the college admission and financial aid processes. FORM 990, PART VI, LINE 15A & 15B PROCESS TO ESTABLISH COMP OF TOP MGMT OFFICIAL, OFFICERS OR KEs

The chairman sends to the executive committee "assessment of the chief executive - short form" developed self-evaluation by the national center for nonprofit boards, as well as the following documents: (1) a document that addresses major strengths, significant personal and program achievements, and organizational goals for the coming year: (2) documents that compare the ceo's of organizations similar to access college foundation, and the ceo's of other south hampton roads exempt organizations, and a history of ceo compensation paid by the foundation since 2000. The executive committee discusses and evaluates personal and progam performance to determine appropriate salary and benefits. The chairman advises the ceo of its determination. The compensation established by the executive committee is included in the organization's annual budget. The chairman sends an update on the compensation determination to the full board. For the vice president positions (program, finance, and development), a document that compares similar positions with nonprofits across the region and nation is provided to the finance committee for discussion and then appropriate salaries are included in the annual budget for approval.

The foundation is an organization described in section 501(c)(3) of the internal revenue code and is exempt from federal and state income taxes. Exempt organizations are subject to tax on income from regularly conducted trade or business activities that are not substantially related to the organization's exempt purpose. Returns are generally subject to examinations for three years from the date filed. This period of limitations has expired for returns filed for tax years prior to 2021. Management continually evaluates tax positions reflected in the foundation's tax filings and does not believe that any material uncertain tax positions exist.

IRS990/Desc0HIGH SCHOOL PROGRAM AND COLLEGE SUCCESS PROGRAM: THE FOUNDATION PROVIDED POSTSECONDARY EDUCATION PLANNING TO MORE THAN 5,095 HIGH SCHOOL JUNIORS, SENIORS AND COLLEGE STUDENTS DURING 2024 AND 4,391 IN 2023. OF THOSE STUDENTS SERVED IN 2024, 3,718 FAMILIES (73%), WERE VERIFIED TO BE LOW-INCOME AND IN 2023, 3,199 (73%) WERE VERIFIED TO BE LOW-INCOME. POSTSECONDARY EDUCATION PLANNING PROGRAM: THESE PROGRAM INCLUDES SCHOOL-BASED AND VIRTUAL ADVISORY SERVICES FOR COLLEGE AND POSTSECONDARY TRAINING PREPARATION AND SUCCESS, COLLEGE APPLICATION/ TESTING FEE PAYMENTS, GUIDANCE THROUGH THE ADMISSIONS PROCESS, COLLEGE TOURS TO PROSPECTIVE CAMPUSES, AND THE LEVERAGING OF FINANCIAL AID, SCHOLARSHIPS, AND GRANTS NEEDED TO ATTEND COLLEGE OR OTHER POSTSECONDARY TRAINING. EACH HIGH SCHOOL JUNIOR AND SENIOR COMPLETES AN "ACCESS SERVICES APPLICATION" AT THE BEGINNING OF THE SCHOOL YEAR FOR OUR USE IN DETERMINING THEIR ELIGIBILITY FOR SERVICES TO RECEIVE FEE WAIVERS AND FEE PAYMENTS MADE BY ACCESS ON THEIR BEHALF. THIS APPLICATION ALSO DEFINES THEIR FAMILY'S LEVEL OF POVERTY, BASED ON FEDERAL GUIDELINES. WHEN FINANCIAL AID FORMS (FAFSAS) ARE FILED FOR THE SENIORS AND OUR COLLEGE STUDENTS, THE FAMILY SIZE AND INCOME INFORMATION ARE CAPTURED ON THE COMPLETED "FAFSA CONSULTATION FORM UPDATED IN OUR STUDENT DATABASE. THIS INFORMATION WAS USED TO VERIFY THAT 73% OF THE STUDENTS IN 2024 AND 73% OF THE STUDENTS IN 2023 BELONGED TO A FAMILY WHOSE ANNUAL HOUSEHOLD INCOME WAS NOT IN EXCESS OF 300% OF THE FEDERAL POVERTY GUIDELINES. MIDDLE SCHOOL PROGRAM: WITH OUR FOUNDATION'S PRIMARY TARGET BEING STUDENTS FROM LOW-INCOME FAMILIES WHO MAY NOT OTHERWISE HAVE ACCESS, WE BEGIN LAYING THE GROUNDWORK OF EARLY COLLEGE AWARENESS/READINESS ACTIVITIES TO MIDDLE SCHOOL STUDENTS IN THE 7TH AND 8TH GRADES AND THEN FOLLOW THEM INTO HIGH SCHOOL IN THE 9TH AND 10TH GRADES. MUCH OF THIS WORK IS DONE IN GROUP SETTINGS AND STUDENTS IN THESE GRADE LEVELS DO NOT DISCLOSE THEIR FAMILY'S FINANCIAL INFORMATION IN ORDER TO RECEIVE SERVICES. WE DO KNOW THAT THE SCHOOLS THESE STUDENTS ATTEND HAVE A MAJORITY POPULATION RECEIVING FREE OR REDUCED LUNCH. ADDITIONALLY, WHILE OUR MISSION IS TO SERVE LOW-INCOME STUDENTS, WE KNOW THAT IN THE PROCESS OF PROVIDING POSTSECONDARY EDUCATION PLANNING TO THESE LOW-INCOME STUDENTS, OTHER STUDENTS MAY RECEIVE INFORMATION OR BENEFIT FROM ACTIVITIES PROVIDED IN GROUP SETTINGS.
