Mission and Program Overview

Mission

The mission of valley program for aging services is to empower those 60 and older with the resources and opportunities they need to lead engaged lives. As the local area agency on aging, valley program for aging services, inc. Provides a broad range of in-home and community-based services to individuals age 60 and older, as well as to their caregivers and families. Programs including meals on wheels, personal care, transportation, information and referral, senior centers, recreation, education, and caregiver support help individuals remain living independently, with safety, dignity, and choice, as contributing members of their communitiies.

Valley Program for Aging Services (VPAS) is organized for the purpose of responding to the needs of older Virginians by providing education, developing programs, and offering services which support their independence. Services provided include Congregate Meals, Meals on Wheels, Virginia Insurance Counseling and Assistance Program, Personal Care, Care Coordination, Services to Caregivers, Senior Centers, Transportation, Legal Assistance, as well as various other programs.

IRS990/Desc0VPAS is the primary provider of Meals on Wheels and Senior Center nutrition programs, helping 1,283 individuals 60 years of age and older in the 5 cities and 5 counties of the Central Shenandoah Valley to remain living a healthy, independent life in their homes. Most of the 113,518 home-delivered meals, are a hot noon meal (some are packaged or frozen) delivered daily, Monday through Friday, by hundreds of volunteers and some paid staff to mostly older, frail individuals, who live alone in rural areas without transportation, and rely on this meal provided without charge. The 14,240 congregate meals were provided as an essential part of a comprehensive program of socialization/recreation, disease prevention/health promotion, and transportation services by our 7 multi-purpose Senior Centers located throughout the Valley.

Highly skilled and knowledgeable Case Managers provided information to 4,002 individuals: determining their needs and interests; providing information about organizations, including VPAS, which could help meet their needs; completing in-home assessments for VPAS home-delivered meals, personal care services and adult day care; and coordinating these services over time as needed. VPAS is also the only provider of federal/state sponsored, unbiased, professional insurance counseling for Medicare beneficiaries, provided without a charge, with its volunteer and staff counselors having 4,381 telephone and in-person contacts with beneficiaries, saving them several hundred thousand dollars per year in prescription drug costs.

VPAS Case Managers assessed individuals for this service by visiting them in their home; determined the need for, and the type and number of hours of service; selected a private provider to provide the service from among its approved providers; maintained contact with the individual, her/his family, and the provider to ensure that quality services are provided; and coordinated this service with other services provided by VPAS or others to ensure that the individual could remain living safely at home. The respite provided to family caregivers when the personal care aide visits often makes it possible for the caregiver to continue to support the family member.
