Membership in the fleet reserve association is restricted to personnel who have served or who are now serving in an enlisted status in the u.s. Navy, marine corps, or coast guard, including reserve components. There is also an honorary membership classification available to those persons who have rendered some distinguished service to the association and who have been elected to such by a 2/3 vote of the delegates attending the fra national convention.

Branches of the fleet reserve association may nominate or endorse for national office any member of the association who is eligible. The national president, the national vice president, and the national executive director are elected at the association's annual national convention, by branch delegates to the convention. Regional officers are elected by each region of the association.
