The chairs of the utc divisions and committees are appointed by the chair of the utc board of directors and become members of the board of directors.

During the annual conference utc has a membership meeting in which officer candidates recommended by the nominating committee are voted into office by core members. However, members can nominate other candidates from the floor to be voted on for vacant officer positions.

The form 990 is reviewed by the controller, vice president of operations and the chief executive officer. Then it is reviewed by the executive committee on behalf of the board of directors and then filed to reporting authority. The form 990 is posted to the board portal for access by all board members prior to the form being filed with the reporting authority.

Utc collects a signed conflict of interest forms from new board members and senior utc staff. Twice annually utc general counsel requests updates only for changes to the conflict of interest forms on file.
