CARGO LIABILITIY ================ The Council continues to consult with the U.S. Government and interested parties on the international convention entitled "U.N. Convention on Contracts for the International Carriage of Goods Wholly or Partly by Sea," commonly known as the "Rotterdam Rules," with the objectives of the U.S. ratification of that convention. Public Relations ================ The Council undertakes various initiatives to better explain the international liner shipping industry to the public and interested government officials. This may take place through Congressional testimony, filings with regulatory agencies, and public speeches. Another way the Council does this is through its website, which can be found at www.worldshipping.org, and which provides further details on the work of the Council.

PART X, LINE 2 - FIN 48 FOOTNOTE:

Management has evaluated the tax positions taken by the Council and concluded that as of July 31, 2015, there are no uncertain positions taken or expected to be taken that would require disclosure of a liability in the financial statements. The Council is subject to routine audits by taxing jurisdictions; however, there are currently no audits in progress for any tax periods.

IRS990/Desc0Maritime Safety and Security Issues =================================== WSC addressed various maritime security policies and concerns for the international liner shipping industry, and provided analysis and advice to the U.S. government on various security policy issues and programs. The following are some of the specific issues in which the Council is involved: A. Maritime Cargo Container Weight and Lashing Equipment -------------------------------------------------------- Incorrectly declared weights of containerized cargo shipments continue to present safety issues for container stowage and ship operations. WSC worked at the International Maritime Organization (IMO) and with IMO member governments to develop and have adopted an international requirement that all such containers' weights be verified before being loaded on a vessel. The new global weight verification regulations under the Safety of Life at Sea Convention becomes effective July 1, 2016. WSC has spent significant effort educating affected parties in order to facilitate a smooth transition to the new regime and thereby minimize disruption to ocean-borne international trade. The Council also participated in efforts by the International Maritime Organization and the International Standards Organization (ISO) to update construction and performance standards of shipping container fittings and lashings used to secure containers onto vessels. B. Customs and Border Protection (CBP) Automation Initiatives ------------------------------------------------------------- WSC worked with U.S. CBP in addressing technical and programming issues associated with automating the electronic filing of export manifests. WSC has also worked with the U.S. Census Bureau to assist in planning for parallel implementation of new regulations from both Customs and Census on changes to export documentation processes. WSC continues to identify situations in which paper forms can be replaced with electronic filing systems and to pilot and implement those transitions from paper to electronic systems. C. European Commission Container Security Regulation and Union Customs Code Implementation --------------------------------------------------------------- WSC worked with the European Commission on the revision of the European Union's advance cargo information filing, including detailed technical discussions regarding the form, content, and filing methods for entry and exit summary declarations, as well as the possible development of a uniform European electronic manifest. WSC has educated EU officials on the trade implications of a wide range of EU proposals for implementation of the Union Customs Code.

Vessel Air Emissions ----------------------- The Council worked on the following government initiatives dealing with vessel air emissions: 1) Participation in European Commission work groups preparing implementing regulations for European Union legislation to address carbon emissions from ships; 2) Various proposals at the IMO to address carbon emissions from ships. B. Ballast Water Regulation --------------------------- The Council worked with the EPA and the U.S. Coast Guard to address coordination and implementation of separate ballast water treatment requirements under the separate statutory authority of the two agencies. The Council also worked with the State of California on its efforts to implement ballast water regulations, and with the IMO as it plans to implement a new international convention on ballast water treatment. C. California Vessel Biofouling Regulations ------------------------------------------- The Council provided technical information and formal comments to the California State Lands Commission as the Commission prepared draft regulations to regulate hull fouling on vessels operating in California state waters.
