Mission

Our mission is to provide a coordinated voice for the liner shipping industry in its work with policymakers and other industry groups with an interest in international transportation.

Major Activities

Activity 2
U.S. MARITIME SECURITY ISSUES ----------------------------- The World Shipping Council, working with its Security Advisory Committee is comprised of representatives of member companies, and addressed various maritime security policies and concerns for the international liner shipping industry, and provided analysis and advice to the U.S. government on various security policy issues and programs. The following are some of the specific issues in which the Council is involved: A. Piracy The Council has been working within the International Maritime Organization structure to address the issue of piracy in the Gulf of Aden and Indian Ocean. WSC participated in the revision of "best management practices", which is a joint government-industry effort to reduce the risks in the region B. Ship and Port Security Regulation 1. Overweight Containers Incorrectly declared weights of containerized shipments continue to present safety issues for container stowage and ship operations. WSC has undertaken an effort at the International Maritime Organization and with IMO member governments in support of developing an international requirement that all such containers be weighed before vessel loading. 2. International Labor Organization (ILO) A "Global Dialogue Forum on Safety in the Supply Chain in Relation to Packing of Containers", organized by the ILO, agreed to recommend to the IMO, ILO and UNECE that the existing "IMO/ILO/UNECE Guidelines for packing of cargo transport units (CTUs)" be revised to become a "Code of Practice", applicable to the whole supply chain and to all modes of transport. The ILO's Governing Body has approved this recommendation, and so has the IMO's Maritime Safety Committee (MSC). WSC is participating in the working group meetings to develop the draft "Code of Practice". 3. Container Security Devices (CSDs) WSC worked with the World Customs Organization (WCO) regarding draft requirements for container security devices (CSDs) without involvement of the trade community. The work product of this WCO working group had numerous shortcomings, which WSC noted in several round of comments to the WCO's Private Sector Consultative Group, the WCO's SAFE Working Group and to the aforementioned WCO working group. As a result of WSC's efforts, the WCO has suspended further work on these matters. WSC also worked with the U.S. Department of Homeland Security (DHS)'s Science and Technology (S&T) Directorate in cooperation with U.S. Customs and Border Protection (CBP) on a "Cargo Security Supply Chain Industry Day" event in Washington, DC. This event provided an opportunity for various segments of industry and the U.S. government to discuss pilot projects involving various types of security devices, device characteristics, and usage of such devices. 4. Customs and Border Protection (CBP) Automation Initiatives CBP has developed a plan for migrating the filing of manifests from the Automated Manifest System (AMS) to the ACE ocean/rail manifest (M1). With industry input, CBP announced a pilot program to begin transition to ACE. CBP has also undertaken, with WSC support, an initiative for the Automation of Crew Data Filing to eliminate paper filings. Also with WSC support and input, CBP has begun the effort to automate the filing of vessels' export manifests. WSC has provided liaison advice and service between the government and the industry on these three efforts.

European Commission and International Container Security Regulations -------------------------------------------------------- A. European Commission: The Council engaged in continuous dialogue with the European Commission on issues pertaining to the European Community's 24 Hour Rule initiative and the related Authorized Economic Operator (AEO) program, including detailed technical discussions regarding the form, content, and filing methods for entry and exit summary declarations. In 2007 the European Union enacted the Modernized Customs Code (MCC). While it has entered in to force, the MCC does not become effective until the Commission promulgates implementing provisions (MCCIPs), likely to occur by mid-2013. In order to bring the MCC into effect, the Commission is revising the existing Customs Code implementing provisions in order to promulgate new MCCIPs. This is a huge undertaking, because of the sheer volume of the existing implementing provisions (approximately 800 pages of legal provisions and annexes). The development of the draft MCCIPs began with the Commission's circulation of 400 pages of preliminary draft MCCIPs, plus an additional 200 pages of preliminary draft annexes. WSC staff has expended significant time reviewing these preliminary draft provisions and annexes, and in identifying provisions of potential concern to ocean carriers. B. World Customs Organization (WCO): The Council has worked with the World Customs Organization (WCO) on a number of supply chain security issues, including review of the data elements in the international SAFE Framework that should be provided to Customs authorities.
