Mission and Program Overview

Mission

Our mission is to provide a coordinated voice for the liner shipping industry in its work with policymakers and other industry groups with an interest in international transportation.

Major Activities

Activity 2
MARITIME SAFETY AND SECURITY ISSUES ----------------------------------- The Council addressed various maritime security policies and concerns for the international liner shipping industry, and provided analysis and advice to the U.S. government on various security policy issues and programs. The following are some of the specific issues in which the Council is involved: A. Maritime Security and Safety Regulation Incorrectly declared weights of containerized cargo shipments continue to present safety issues for container stowage and ship operations. The Council has undertaken an effort at the International Maritime Organization (IMO) and with IMO member governments in support of developing an international requirement that all such containers' weights be verified before vessel loading. The Council also participated in a joint effort by the IMO, the International Labor Organization, and the UNECE to revise the "IMO/ILO/UNECE Guidelines for packing of cargo transport units (CTUs)" to become a "Code of Practice", applicable to the whole supply chain and to all modes of transport. B. Container Tracking Devices (CTDs) The Council worked with the International Standardization Organization (ISO) on the issue of whether and how to develop international technical standards for container tracking devices (CTDs). C. Customs and Border Protection (CBP) Automation Initiatives The Council has worked with CBP in developing plans for automating the electronic filing of export manifests, and also worked with CBP in transitioning the manifest filing systems from CBP's Automated Manifest System (AMS) to the ACE ocean/rail manifest (M1). D. European Commission Container Security Regulation The Council worked with the European Commission on issues pertaining to revision of the European Union's advance cargo information filing requirements and the related Authorized Economic Operator (AEO) program, including detailed technical discussions regarding the form, content, and filing methods for entry and exit summary declarations, as well as the possible development of a uniform European electronic manifest.

Vessel Air Emissions The Council worked on the following government initiatives dealing with vessel air emissions: 1) The U.S. - Canadian 200 mile emission control area adjacent to North American shores to reduce sulfur, NOx ("nitrogen oxide") and particulate matter emissions. 2)Proposals within the European Union to address carbon emissions from ships. 3)Various proposals at the IMO to address carbon emissions from ships. B. Ballast Water Regulation The Council worked to provide input to EPA for its consideration in promulgating a new vessel general permit, to the U.S. Coast Guard as it addresses the issue through its separate statutory authority. The Council also worked with the States of New York and California on their efforts to address of ballast water regulations, as well as to the IMO which plans to address the issue through a new international convention. C. Whale Protection The Council provided comments to the National Oceanic and Atmospheric Administration regarding measures to reduce ship strikes of North Atlantic right whales.

The Council is subject to routine audits by taxing jurisdictions; however, there are currently no audits in progress for any tax periods. Management believes the Council is no longer subject to income tax examinations for years prior to the year ended July 31, 2010.
