Mission

Through open and transparent community participation, PESC enables cost-effective connectivity between data systems to accelerate performance and service, to simplify data access and research, and to improve data quality along the higher education lifecycle.

Established in 1997 at the national center for higher education and located in washington, d.c., the postsecondary electronic standards council (pesc) is a 501(c)(3) non-profit, comunity-based, umbrella association of colleges and universities; college and university systems; professional and commercial organizations; data, software and service providers; non-profit organizations and associations; and state and federal government agencies. Through open and transparent community participation, pesc enables cost-effective connectivity between data systems to accelerate performance and service, to simplify data access and research, and to improve data quality along the higher education lifecycle.

Governance Explanations

Form 990, Part VI, Section A, Line 6

Pesc has two classes of membership - full members with full voting rights and non-voting affiliate members. Full membership is available to institutions of higher education; schools and districts; data, software, and service providers; related third parties; state and federal government agencies; and national, state, or local associations or agencies having an interest in the activities of pesc. Each full member is entitled to only one vote, which it exercises through a self-appointed primary representative. Affiliate membership is open to any other parties with an interest in the support and promotion of electronic standards in education.

All members of pesc's board of directors, other than the president & ceo, are elected to two-year terms by the full members at the annual membership meeting held each spring. Each full member's appointed representative is eligible to be nominated to serve on the board.

The bylaws of pesc may only be amended by a two-thirds vote of the full members. In addition, at the annual membership meeting, full members vote on the annual dues for the upcoming year and on the annual operating budget recommended by the board of directors.

Pesc has a conflict of interest policy which covers any director, officer, volunteer, member of a committee with board-delegated powers, or employee who has a financial interest in a transaction or arrangement of pesc. On an annual basis, all persons covered under the policy are required to complete and sign a statement disclosing any professional, business, or volunteer positions or responsibilities, including vendor situations, which might give rise to conflicts. These completed disclosure forms are stored in pesc's office by the president & ceo, and reviewed as needed at each spring and fall data summit.

The chair of pesc's board of directors researches comparable organizations and compensation for their respective presidents, employees, and supervisors, the chair also conducts an annual performance review of the president & ceo, and the board of directors discusses performance review results and amount of compensation increases, if any, in an executive session at each years annual retreat.
