“The over 300 nqf member organizations represent voices in every sector of health and healthcare patients and caregivers, consumers, payers, specialty societies, measure developers, federal partners, purchasers, life sciences companies, providers, healthcare researchers, and more. Members continually demonstrate their shared commitment to the nqf mission through engagement and service. Whether serving as subject matter experts on steering committees, advancing and participating in educational programs, networking at the annual conference, participating as leadership consortium members and on action teams, or leading through governance, members are the driving force behind nqf's mission to advance measurable health improvements. Together, we do the work that enhances healthcare value, makes patient care safer, and results in better outcomes.”
“Nqf's form 990 undergoes a number of internal and external reviews before it is filed with the irs. The return is prepared by nqf's public accounting firm. A final draft of the return is then provided to each member of nqf's finance and audit committee as well as the full board of directors for review, comment, and approval before it is filed with the irs.”
“On an annual basis, conflict of interest forms are sent to board members and staff to complete. The general counsel reviews conflict of interest forms submitted by board members and board members verbally disclose any relevant information annually in a public board session. Employee conflict of interest forms are screened by the human resources department and any disclosures made by employees are referred to the general counsel for follow-up and resolution.”
“Independent members of the board of directors comprise the executive committee. The executive committee acts as the compensation committee, which recommends the ceo's employment agreement and compensation package, which are then approved by the entire board. Compensation data provided by an independent consultant is used to determine the ceo's compensation. Contemporaneous substantiation of the deliberation and decision is also maintained. The ceo determines the compensation packages of other officers and key employees based on outside comparability data which are approved by the executive committee in its capacity as the compensation committee. Contemporaneous substantiation of the deliberation and decision is also maintained.”
“Nqf makes its governing documents, conflict of interest policy, and financial statements available to the public upon request.”
“Consultants: program service expenses 2,346,882. Management and general expenses 1,262,806. Fundraising expenses 0. Total expenses 3,609,688. Transcription services: program service expenses 95,480. Management and general expenses 0. Fundraising expenses 0. Total expenses 95,480.”
“The organization has not changed its oversight process or selection process during the tax year.”
“Nqf is exempt from federal and state income taxes (except taxes on unrelated business income) under section 501(c)(3) of the internal revenue code and is classified by the internal revenue service as other than a private foundation. No provision for income taxes is required for the years ended december 31, 2021 and 2020, since nqf had no taxable income from unrelated business activities. The income tax positions taken by nqf for any years open under the various statutes of limitations are that nqf continues to be exempt from income taxes and that they have properly reported unrelated business income that is subject to income taxes. Nqf believes that there are no tax positions taken or expected to be taken that would significantly increase unrecognized tax liabilities within 12 months of the reporting date. None of nqf's federal or state income tax returns are currently under examination.”

| IRS990/Desc | 0 | MEASUREMENT SCIENCE AND APPLICATION: NQF SETS STANDARDS FOR HEALTHCARE QUALITY MEASURES BASED ON EVIDENCE AND INNOVATION TO MAKE CARE BETTER FOR ALL PEOPLE. HEALTHCARE QUALITY MEASURES ESTABLISH IMPORTANT STANDARDS OF CARE AND ARE KEY TO ENHANCING HEALTHCARE VALUE AND SAFETY. NQF'S PORTFOLIO OF ENDORSED MEASURES CONTAINS THE MOST ACCURATE AND EFFECTIVE MEASURES ACROSS A VARIETY OF CLINICAL AND CROSS-CUTTING TOPIC AREAS. PUBLIC- AND PRIVATE-SECTOR PROGRAMS CAN USE THESE MEASURES FOR QUALITY IMPROVEMENT AND PAYMENT KNOWING THAT THE MEASURES HAVE MET CRITERIA OF SCIENTIFIC ACCEPTABILITY, USABILITY, AND FEASIBILITY, AND CAN ACCURATELY DISCERN THE QUALITY OF PROVIDER PERFORMANCE. APPROXIMATELY 450 NQF-ENDORSED MEASURES ARE USED IN MORE THAN 20 FEDERAL PUBLIC REPORTING AND PAY-FOR-PERFORMANCE PROGRAMS AS WELL AS IN PRIVATE-SECTOR AND STATE PROGRAMS. NQF'S ENDORSEMENT PROCESS IS THE GOLD STANDARD FOR HEALTHCARE QUALITY MEASUREMENT - A TRANSPARENT, CONSENSUS-BASED PRACTICE (CDP) THAT BRINGS TOGETHER DIVERSE HEALTHCARE STAKEHOLDERS FROM THE PUBLIC AND PRIVATE SECTOR. OUR MEASURE APPLICATIONS PARTNERSHIP (MAP) GUIDES THE U.S. DEPARTMENT OF HEALTH AND HUMAN SERVICES ON THE SELECTION OF PERFORMANCE MEASURES FOR FEDERAL PAY-FOR-PERFORMANCE AND QUALITY REPORTING PROGRAMS THAT AFFECT HEALTH COVERAGE FOR ABOUT 120 MILLION AMERICANS. THE PRIVATE SECTOR ALSO FREQUENTLY ADOPTS MAP'S RECOMMENDATIONS. MAP COMPRISES MORE THAN 150 REPRESENTATIVES FROM NEARLY 100 PRIVATE-SECTOR STAKEHOLDER ORGANIZATIONS AND SEVEN FEDERAL AGENCIES, ENSURING THAT THE FEDERAL GOVERNMENT RECEIVES VARIED AND THOUGHTFUL INPUT ON THE SELECTION AND CONTINUED USE OF PERFORMANCE MEASURES IN QUALITY REPORTING AND PAYMENT PROGRAMS. MEASURE SETS AND MEASUREMENT SYSTEMS SHOULD PROVIDE ACCURATE ASSESSMENTS OF QUALITY AND RELIABLE RESULTS TO DRIVE PERFORMANCE IMPROVEMENT, APPROPRIATELY INFLUENCE PAYMENT, AND EMPOWER PATIENTS AND OTHER USERS TO MAKE MORE INFORMED HEALTHCARE DECISIONS. NQF IS COMMITTED TO MEASUREMENT THAT DRIVES MEANINGFUL IMPROVEMENT IN THE HEALTHCARE SYSTEM. |
