Mission

Provide a vehicle to develop programs implement strategies and complete projects which further housing and community development goals and advance the common good and general welfare of communities and residents, particularly low and moderate income residents and persons with special needs such as the homeless, the elderly and the disabled.

To administer, plan and implement housing and community development activities principaly benefitting low to moderate income residents of the state of maryland, especially anne arundel county.

Governance Explanations

Part VI Section B Line 11A

A draft copy of the 990 form is prepared by our external auditors and is forwarded to the Board of Directors' Audit/Investment's committee members for their review and comments. All committee member's comments, questions or changes are submitted to the chairman and forwarded to the Executive Directors and the Finance and Administration Director for an appropriate response. Once all members are satisfied with the revisions, the chairman will makes a final recommendation from the Audit/Investment committee to accept the Corporation 990 tax return. Once excepted the Executive Director is authorized to sign and file the return. The Chairman will than informed the Board of Directors, at the next scheduled board meeting, that the Corporations Form 990 tax return has been reviewed and accpted by the Audit/Investment Committee and has been properly filed with the Internal Revenues Services (IRS).

Part VI Section B Line 12C

Each Board members is under a continuing obligation to disclose any actual or potential conflict of interest as soon as it is known. Board members file at least annually an "Annual Conflict of Interest Disclosure Statement" to fully and completely disclose the material facts about any actual or potential conflicts of interest.

Part VI, Section B, Line 15

An outside personnel consultant conducts an annual compensation study of all company postions including the Executive Director compared with the non-profit and government/public sector market sectors. This study includes recommendations on both based salary range and pay increase adjustments for the upcoming fiscal year. The consultant makes recommendations to the Board of Director's Executive committee. The Executive committee uses this study to evaluate the Exective Director during the annual performance evaluation and to approve any pay increases.

Financial Statement Notes

The Corporation is exempt from Federal income taxes under Section 501(c)(3) of the Internal Revenue Code; however, unrelated business income would be subject to income tax. The Corporation did not have any unrelated business income for 2016 and 2015. Accordingly, no provision for income taxes has been made in the accompanying financial statements. A Form 990 information tax return is filed annually. The Internal Revenue Service has not examined (audited) any income tax returns of the Organization thus the previous three years are subject to examination. The Organization believes that it has appropriate support for any tax positions taken and that it is more likely than not, based on the technical merits, that the positions will be sustained upon examination.
