Mission and Program Overview

Mission

Community, family, child and transitional age youth centered treatment and development programs to ameliorate effects of trauma and support wellbeing, resiliency and psychosocial success of those served in the Baltimore metropolitan area. Participation with residents and professionals in building collaborative community capacity to respond with prevention and intervention services is our goal. Foster parents, unpaid tutors' mentors, full time agency staff, multi-disciplinary interns participate in our agency efforts to provide services and support to youth and families.

The board of directors assumes responsibility for the audit of the financial statements and selection of the independent auditor. The finance committee assumes responsibility for the oversight of the audit. This process has not changed from the prior year.

Financial Statement Notes

Part X, Line 2:

The martin pollak project, inc follows the guidance of asc 740-10, "accounting for uncertainty in income taxes" which clarifies the accounting for the recognition and measurement of the benefits of individual tax positions in the financial statements, including those of nonprofit organizations. Tax positions must meet a recognition threshold of more-likely-than-not in order for the benefit of those tax positions to be recognized in the organization's financial statements. The organization has analyzed tax positions taken, including those related to the requirements set forth in irc sec 501(c) to qualify as a tax exempt organization, activities performed by volunteers and board members, the reporting of unrelated business income, and its status as tax-exempt organization under maryland state statute. The organization does not know of any tax benefits arising from uncertain tax positions and there was no effect on the organization's financial position or changes in net assets as a result of analyzing its tax positions. Fiscal years ending on or after june 30, 2015 remain subject to examination by federal and state authorities.

(MPP) Independent Living Program (ILP) has shifted to an intensive service model retaining individualized life skills training, hands on support to master apartment living and added in program mental health / psychiatric support, enhanced support for LGBTQ youth, academic repair and community based vocational rehabilitation services. MPP ILP implemented the Safety-Emotion-Loss-Future (SELF) trauma responsive process. An average of 18 youth were admitted and 100% engaged in life skills training, 5 registered and voted, 6 matriculated to post high school academic setting, and 7 obtained sustainable full time employment.

IRS990/ProgSrvcAccomActy3Grp/Desc0PROJECT NORTHSTAR DCNorthstar Tutoring: is a one-on-one tutoring and mentoring program for homeless and low-income children in the Washington, D.C. area. All of our tutors/mentors are volunteers and the program is free for participants. Northstar expanded to two new locations in the last year. Columbia Heights:Northstar continued our decades long program in Columbia Heights providing tutoring to low income students in the surrounding neighborhoods. Approximately 80 students are enrolled in the Columbia Heights program, with the majority coming twice weekly. Students work on homework and math and reading materials during the 90 minute sessions. Approximately 150 full-time tutors and substitutes participated in the program throughout the year. Northstar will continue to provide tutoring services to these students throughout the summer to help prepare them for the coming year.In kind donations included free space for our weekly tutoring programs, snacks for the students, and a number of office and school supplies for tutoring sessions.

IRS990/ProgSrvcAccomActyOtherGrp/Desc0REGULAR OR COMMUNITY FOSTER CARE (RFC)The Community Foster Care Program allows siblings of Treatment Foster Care children to be served as Regular Foster Care children in treatment foster homes to keep sibling groups together mitigating traumatic loss as well as supporting family permanency and wellbeing. PROJECT NORTHSTAR BALTIMORE Northstar Baltimore is a tutoring mentoring program with the goal of improved academic growth and success and social-emotional development for at-risk children in our community. The catalyst for this change is a positive caring relationship with an unrelated adult serving as a tutor/mentor. NB uses the successful model of DC-based Project Northstar, which has provided weekly tutoring and regular mentoring activities to thousands of DC students for over 25 years. NB became fully operational in Baltimore with weekly tutoring sessions in three locations (the elementary/middle schools in the Southeast Baltimore neighborhoods of Highlandtown and Greektown and also at MPP offices). In school year 2017-2018, about 30 students were matched each week with their own NB volunteer tutors with a focus on individualized math and language assignments from the students' teachers. Positive results more confidence in school, higher test scores, better attitudes toward school -- were enthusiastically reported by the students, by their teachers, and by the volunteers. NB launched school year 2018-2019 with two evening sessions at the MPP offices in Highlandtown and now services about 30 students each week from a number of area schools. Each month NB also holds a mentoring activity for the student-volunteer pairs and their families to further develop the relationships and community of support. NB's VISTA volunteer through Strong City Baltimore has been incredibly valuable in allowing NB to increase outreach to volunteers, community groups, and financial supporters and ensure sustainability of the program
