The vp, chief financial officer (cfo) & treasurer is responsible to the board of directors for the integrity of the financial statements. The comptroller coordinates the audit on behalf of the chief financial officer. The results are reviewed with the cfo who in turn presents the financial results to the board. The independent accountants are chosen by a rigorous, competitive proposal process. There is no audit committee of the board of directors.”
“The tax authority of russia filed for the bankruptcy of rfe/rl llc on march 4, 2022. The bankruptcy is formally based on unpaid taxes in the amount of 6.5 million rub ($112,000). Rfe/rl llc was unable to remit taxes due to the seizure of the bank account as a result of "foreign agent" fines assessed against the llc, as discussed below. Rfe/rl llc has had 1137 "protocols, or official complaints, filed against it and its general director for their failure to comply with regulations that prohibit rfe/rl llc from publishing certain information and require rfe/rl llc to label every piece of text, video, or social media content with a prominent, lengthy state-mandated disclaimer that it is the product of a "foreign agent." these protocols impose administrative fines on both rfe/rl llc and its general director. Rfe/rl llc believes that the fines imposed are pretextual, discriminatory, and illegal, and that the imposition of these fines on rfe/rl llc and its general director violates both the russian constitution and the european convention on human rights. These fines are aimed solely at crippling rfe/rl llc's ability to provide objective, independent journalism to the russian people. Because the charges are, at bottom, a political crackdown on rfe/rl by the russian government, rfe/rl llc and the general director appealed only a small subset of them. All appeals have been dismissed and the associated fines have been upheld in full. In may 2021, rfe/rl llc and the general director petitioned the european court of human rights (echr) to nullify the fines. The echr has accepted the case on a priority basis. However, even if the echr nullifies the fines, it is highly unlikely that the russian federation will accept the echr's ruling. The total amount of fines rfe/rl, inc. Currently faces under russian court orders is more than 1 billion rubles ($14.5 million), excluding the penalty for non-payment. The fines recorded in the consolidated financial statements are those which have entered into legal force based on the information of russian courts. The amount of fine recorded during the years ended september 31, 2022 and 2021 are $15,111,039 and $1,203,363, respectively and are presented as an other item in the accompanying consolidated statement of activities and changes in net assets.”

IN MARCH 2022, AFTER THE START OF RUSSIA'S FULL-SCALE INVASION OF UKRAINE, RADIO SVOBODA WAS FORCED TO SUSPEND OPERATIONS WITHIN RUSSIA AND MOVE ITS JOURNALISTS OUTSIDE OF THE COUNTRY; IN MARCH 2023, RFE/RL'S LOCAL BROANCH WAS DECLARED BANKRUPT. BY A COURT IN MOSCOW. OWING TO LONGSTANDING POLITICAL PRESSURES WITHIN RUSSIA, ILLUSTRATED BY THE SERVICE'S DESIGNATED A "FOREIGN AGENT" BY THE RUSSIAN GOVERNMENT IN 2017, RFE/RL IS RESTRICTED FROM LOCAL RADIO AND TV REBROADCASTING AND THEREFORE PRIMARILY RELIES ON DIGITAL DISTRIBUTION PLATFORMS. ACCORDING TO RESULTS FROM A NATIONWIDE SURVEY COMMISSIONED BY USAGM IN 2022, 5.4% OF ADULTS IN RUSSIA CONSUME RADIO SVOBODA CONTENT EACH WEEK. RADIO FARDA'S WEBSITE HAS BEEN BLOCKED IN IRAN SINCE 2003, BUT IRANIAN USERS ARE ABLE TO ACCESS IT USING CIRCUMVENTION TECHNOLOGY. ADDITIONALLY, DESPITE A GOVERNMENT BAN BLOCKING FACEBOOK AND YOUTUBE IN IRAN, RADIO FARDA HAS SEEN SIGNIFICANT ONLINE AUDIENCES ON THOSE PLATFORMS AS WELL AS INSTAGRAM. ACCORDING TO THE RESULTS OF A USAGM-SPONSORED NATIONALLY REPRESENTATIVE SURVEY IN 2021, 9.8% OF IRANIAN ADULTS USE RADIO FARDA JOURNALISM EACH WEEK; IN FY 2022, THE SERVICE GARNERED NEARLY 3.1 MILLION AVERAGE WEEKLY WEBSITE VISITS AND NEARLY 20 MILLION WEEKLY VIDEO VIEWS ACROSS DIGITAL PLATFORMS. |
