Rfe/rl's policies and procedures manual contains strong, clear language regarding conflicts of interest, including provisions for disciplinary action. The organization regularly and consistently monitors and enforces compliance with its conflict of interest policy. Cases of potential conflict of interest are referred to the administration division, which investigates and makes a determination as to whether or not the conflict of interest policy has been violated. If rfe/rl determines that the policy has been violated, the employee in question is subject to disciplinary action up to and including termination.”

The service provides news in the kazakh, kyrgyz, tajik, uzbek, and russian languages to media outlet subscribers, as well as a large number of central asian media professionals. Expanding rfe/rl's partnership network in the region allows rfe/rl to help foster a positive, pluralistic media environment in a region where media otherwise are subject to influence by both russian disinformation and messaging by extremist forces. - in fy 2016, rfe/rl completed the conversion of all voa, rfe/rl, mbn, and ocb websites to responsive design responsive web design works seamlessly anywhere - across small screens and large, fast networks and slow, new devices and old, this conversion allows audiences t0 get the news when they want it and on their preferred platforms.”

“During the year ended september 30, 2017, management of rfe/rl determined that the rent expense related to its office in prague, czech republic and certain other office locations should have been recorded on a straight-line basis, along with certain leasehold improvement incentives, and offset against the various applicable financial statement amounts. Management of rfe/rl also determined that rfe/rl should have recorded the program delivery support from the bbg in the form of satellite and broadcast transmissions and broadcast partner affiliations. Additionally, subsequent to the year ended september 30, 2017, a bank account in the name of rfe/rl was identified that pertains to rfe/rl's insurance claims, but that had never been recorded in the books. Based on the aforementioned, the 2016 financial statements have been retroactively restated to incorporate the above-noted activity. Part iii, lines 4a-4e statement of program service accomplishments were updated to include revised expense totals for radio farda and the russian service, and new information about rfe/rl's central newsroom. Part v, line 1a, total form 1099s issued in 2015 were corrected. Part v, line 4b, and respective schedule o, list of foreign countries were updated to include two countries. Part vi, section a, line 8b, and section b, line 12b and line 15 were updated to clarify previous governance, management and policy disclosures. Part vii, section a, board list and compensation: information of directors compensation from related entities was updated, and corrected information about key employees and highest compensated employees were updated. Part viii statement of revenue was restated to reflect the change in u.s. Government grants. This change also caused changes to form 990, part i and schedule a, part ii public support test. Part ix, statement of functional expenses was updated to agree to restated expenses and officers/directors/key employees' updated compensation. Part x balance sheet was restated to properly recognize cash and cash equivalents, leasehold improvements, accumulated depreciation, other accrued liabilities, deferred revenue, rental deposit payable and deferred rent. As a result, unrestricted net assets also changed to reflect the restated numbers. These changes also caused changes to form 990, part i and schedule d, part vi, land, buildings and equipment. Part xi, line 8, prior period adjustments were made to reflect the restated net assets at beginning of year. Schedule d, part xi and part xii reconciliations were changed to reflect the in-kind contributions and donated services which were excluded from part viii statement of revenue and part ix statement of functional expense statement. Schedule f, total expenditures by region updated to agree to restated expenditures for the fiscal year. Schedule j compensation information about key employees and highest compensated employees were updated. Schedule r, part ii: removed voice of america because this entity was an agency under broadcasting board of governors. Related entity information was updated with previously undisclosed information on the rfe/rl's post-retirement medical/life veba trust and the freedom broadcasting foundation, inc. Form 8275, disclosure statement: due to safety concerns, the names of some highly compensated employees are not disclosed on part vii, section a, line 1a. For this reason, form 8275 disclosure statement was added to the amended 990 to explain about the position contrary to the 990 instructions.”
