“Fundraising costs reflected in part ix, column d, relate to the time spent by staff in writing proposals and soliciting support from government agencies. The associated revenue as a result of these efforts is reflected in part viii line 1e, government grants and / or contributions. Pbs does not incur fundraising expenses related to grants and / or contributions listed in part viii, line 1f. The amounts in this line item are made up of the following: corporation for public broadcasting (cpb): the public broadcasting act requires that a set percentage of the cpb federal appropriation be used for national public television programming, pursuant to a plan developed by cpb in consultation with pbs and similar organizations, which is regularly reviewed and adjusted. Pbs does not solicit these funds from cpb. Donated broadcast rights: these are contributions for content development made by organizations directly to producers. These funds are not solicited by pbs. Of this balance, funds totaling $5,741,453 and $5,642,081 were restricted in perpetuity at june 30, 2022 and 2021, respectively. In addition to the net assets with donor restrictions, the company has board designated endowment funds. Donor - restricted endowment fund: the iris and joseph pollock fund: to provide for the broadcast and dissemination of classical music programming. Donor - restricted endowment fund: news, journalism, and public affairs fund of the pbs endowment fund: to support news, journalism, and public affairs programming, particularly in the areas of investigative journalism found in programs like pbs newshour and frontline, broadcast by pbs. “Under fasb accounting standards codification (asc) 740-10, income taxes, an organization must recognize the tax benefit associated with tax positions taken for tax return purposes when it is more-likely-than-not that the position will be sustained.
