Governance Explanations

Form 990, Page 6, Part VI, Line 11B

The fiscal officer reviews the 990, in detail, by going through each line of the 990 and by going through the audit to determine if the numbers are correct. She also reviews all of the questions and makes sure they are answered correctly. Then, she takes the 990 to the finance committee before sending it in. As a committee they mainly review the totals and the answers to questions. After the committee has reviewed and approved the 990 she has either the board president or the executive director sign the 990.

Form 990, Page 6, Part VI, Line 12C

We meet on an annual basis to review transactions and disclose any conflicts of interest. Also, the board of directors has an additional conflict of interest disclosure form they sign annually.

Form 990, Page 6, Part VI, Line 15A

The board of directors annually reviews the performance and wage of the executive director.

Form 990, Page 6, Part VI, Line 15B

The executive director annually reviews the performance and wage of the key employees.

Additional Explanations

Form 990, Page 1, Part I, Line 6

We estimated 713 head start/early head start volunteers based on historical data, 168 retired and senior volunteer program volunteers (actual number). The head start/early head start volunteers work with the children in the classrooms and in home (home base and early head start), provide professional services such as health screenings, dental exams, doctor exams, etc. The retired and senior volunteer program volunteers complete a variety of services including: mentoring children, sponsoring a literacy campaign, assisting homebound seniors to live independently, ensuring seniors has the nutritional support they need, serving as museum docents, staffing food banks and thrift stores, supporting veterans activities and assist with other community functions. The community service volunteers assist with food bank distribution, mobile food pantries, and health insurance education.

Form 990, Page 2, Part III, Line 4D

Emergency services - provides assistance with emergency rent and utility payments, food pantry, commodity food distribution, household goods resources, and homeless services. Approximately 2,044 clients served. Transportation services - community based transportation system designed to meet the needs of residents who do not have regular access to transportation. Approximately 157 clients served. Volunteer services - provides volunteer opportunities for seniors to support their community in meaningful and impactful ways. Volunteers served 19,332 hours engaging in: feeding the hungry and increasing food security for those in need (5,148 hours); increasing social ties for homebound seniors and disabled individuals through meals on wheels (945 hours); disaster preparedness (36 hours); providing companionship and friendly visitation to seniors (2,399 hours); mentoring children (391 hours); hospice care (57 hours); and veteran's support (997 hours); as well as 9,359 hours spent on "other community priorities" such as animal welfare, museum docents, fine arts support, and civic engagement. Highlights include: 1,239 members of households served at food pantries (nearly two and a half the goal), 6,953 meals delivered with meals on wheels; and 357 units of blood collected. In response to covid19, volunteers also assisted nearly all food/nutrition sites in the community to convert to curbside pickup, and delivery was addeed as a new option for those who lack transportation or are medically vulnerable.
