Governance Explanations

Form 990, Page 6, Part VI, Line 11B

The fiscal officer reviews the 990, in detail, by going through each line of the 990 and by going through the audit to determine if the numbers are correct. She also reviews all of the questions and makes sure they are answered correctly. Then, she takes the 990 to the finance committee before sending it in. As a committee they mainly review the totals and the answers to questions. After the committee has reviewed and approved the 990 she has either the board president or the executive director sign the 990.

Form 990, Page 6, Part VI, Line 12C

We meet on an annual basis to review transactions and disclose any conflicts of interest. Also, the board of directors has an additional conflict of interest disclosure form they sign annually.

Form 990, Page 6, Part VI, Line 15A

The board of directors annually reviews the performance of the executive director and a wage comparability study is also completed annually.

Form 990, Page 6, Part VI, Line 15B

The executive director annually reviews the performance of the key employees and a wage comparability study is also completed annually.

Additional Explanations

Form 990, Page 1, Part I, Line 6

We estimated 287 head start/early head start volunteers based on historical data, 120 retired and senior volunteer program volunteers (actual number), and estimated 16 community service volunteers. The head start/early head start volunteers work with the children in the classrooms and in home (home base and early head start), provide professional services such as health screenings, dental exams, doctor exams, etc. The retired and senior volunteer program and foster grandparent volunteers complete a variety of services including: providing care and nurturing for special needs children, staff children's reading programs, tutoring children and teenagers, assist homebound seniors to live independently, serve as museum docents, staff food banks and thrift stores, support verterans activities and assist with other community functions. The community service volunteers assist with food bank distribution, mobile food pantries, and health insurance education.

Form 990, Page 2, Part III, Line 4D

Emergency services - provides assistance with emergency rent and utility payments, food pantry, commodity food distribution, household goods resources, and homeless services. Approximately 10,725 clients served. Transportation services - community based transportation system designed to meet the needs of residents who do not have regular access to transportation. Approximately 1,517 boardings for the year. Senior volunteer services - provides volunteer opportunities for seniors to support their community. Volunteers served 23,452 hours engaging in: feeding the hungry and increasing food security for those in need (5,732 hours); meals on wheels (1,167 hours); disaster preparedness (241 hours); providing companionship, transportation and friendly visitation to seniors (1,495 hours); as well as 9,596 hours spent on "other community priorities" such as animal welfare, museum docents, fine arts support, and civic engagement. Highlights include: 415 members of households served at food pantries, an estimated 8,250 meals delivered with meals on wheels; the formation of a volunteer reception center to greet and process spontaneous volunteers in the event of a major disaster; and over 300 units of blood collected.
