Form 990, Part VI, Line 11B: Form 990 Review Process

FORM 990 IS PREPARED BY AN OUTSIDE TAX PROFESSIONAL. THE FORM IS REVIEWED BYTHE ORGANIZATION'S MANAGEMENT AND THE EXECUTIVE DIRECTOR. THIS GROUP OF INDIVIDUALS DISCUSSES THE CONTENTS OF THE RETURN WITH THE OUTSIDE TAX PROFESSIONAL. After a full review, the final version of the tax return is provided to all members of the organization's voting body. A representative of management authorizes the final return which is then e-filed with the Internal Revenue Service.

Form 990, Part VI, Line 12C: Explanation of Monitoring and Enforcement of Conflicts

Members of the board of directors review all potential conflicts of interest at least annually. All board members are required to disclose potential conflicts and any related party affiliations. Loans between the organization and members of the board are strictly prohibited. The organization seeks full transparency on all relationships. Any potential conflicts (in fact or appearance) are discussed openly and resolved in accordance with the organization's policies and procedures.

Members of the board of directors review the compensation of employees periodically in accordance with irs rules and regulations. Efforts are made to secure compensation data from industry sources in order to determine competitiveness and appropriateness of salaries.

Part X : FIN48 Footnote

Income TaxesFinancial statement presentation follows the recommendations of ASC 740, Income Taxes. Under ASC 740, the Organization is required to report information regarding its exposure to various tax positions taken by the Organization and requires a two-step process that separates recognition from measurement. The first step is determining whether a tax position has met the recognition threshold; the second step is measuring a tax position that meets the recognition threshold. Management believes that the Organization has adequately evaluated its current tax positions and has concluded that as of September 30, 2017, the Organization does not have any uncertain tax positions for which a reserve or an accrual for a tax liability would be necessary.The Organization has received notification from the Internal Revenue Service and the State of California that it qualifies for tax-exempt status under Section 501(c)(4) of the Internal Revenue Code and Section 23701d of the California Revenue and Taxation Code. This exemption is subject to periodic review by the federal and state taxing authorities and management is confident that the Organization continues to satisfy all federal and state statutes in order to qualify for continued tax exemption status.

We assisted the statewide Yes on 67 campaign in securing endorsements from regional newspapers and community leaders.The Action Fund identified and endorsed local ballot measures to fund critical infrastructure, including transit, roads and affordable housing, that can make Bay Area communities more resilient to extreme weather and sea level rise, reduce stormwater pollution of the bay, and advance climate adaptation. IRS990/ProgSrvcAccomActy2Grp/Desc0Restore Bay Habitat - The Action Fund supported the San Francisco Bay Restoration Authority's proposed wetland restoration parcel tax, Measure AA, and advocated for its passage by voters in all nine Bay Area counties in the June 7, 2016 election. The Action Fund encouraged the Restoration Authority to place Measure AA on the ballot, encouraged individuals and organizations to endorse Measure AA, and advocated for its passage by voters. Our advocacy included on-line, broadcast and print media, phone, and mailed communications. We also supported the efforts of People for a Clean and Healthy Bay (Federal Tax ID 47-5267997) to secure Measure AAs passage.
IRS990/ProgSrvcAccomActy3Grp/Desc0Education and Outreach - the Action Fund conducted activities in alignment with Save The Bay (fein 94-6078420) to provide information on San Francisco Bay and to engage the general public to advance our mission, through various communication efforts and our web site. We also promoted the Action Fund as an ongoing entity to advocate for the bay on key issues and campaigns.

IRS990ScheduleD/SupplementalInformationDetail/ExplanationTxt0Income TaxesFinancial statement presentation follows the recommendations of ASC 740, Income Taxes. Under ASC 740, the Organization is required to report information regarding its exposure to various tax positions taken by the Organization and requires a two-step process that separates recognition from measurement. The first step is determining whether a tax position has met the recognition threshold; the second step is measuring a tax position that meets the recognition threshold. Management believes that the Organization has adequately evaluated its current tax positions and has concluded that as of September 30, 2017, the Organization does not have any uncertain tax positions for which a reserve or an accrual for a tax liability would be necessary.The Organization has received notification from the Internal Revenue Service and the State of California that it qualifies for tax-exempt status under Section 501(c)(4) of the Internal Revenue Code and Section 23701d of the California Revenue and Taxation Code. This exemption is subject to periodic review by the federal and state taxing authorities and management is confident that the Organization continues to satisfy all federal and state statutes in order to qualify for continued tax exemption status.
