Paladin bylaws require a majority of board members to be harrisburg housing authority board members. Following the election of then initial board, paladin elects it board members.”

“Section c. Disclosure, line 19 the paladin board of commissioners adopted by resolution at a public meeting the governing documents, the conflict of interest policy, and provides copies of the paladin financial statements for review and approval. Pursuant to article 4, section 3 of the paladin bylaws, paladin provides notice of and holds an annual meeting during which the public has the opportunity to engage the baord with any questions, thoughts, or concerns. In addition to the annual meeting, paladin holds quarterly meetings in march, june, and september in accord with the public notice requirements in the aforementioned article of the paladin bylaws.”

“During 2017, paladin increased involvement in its mission-stated objective of developing affordable housing. The harrisburg housing authority, operating through paladin as its affiliate, infused paladin with reimbursed funds derived from the first mulberry project currently underway. The first mulberry project involves the development of three affordable housing buildings in the allison hill neighborhood of harrisburg, pa. Paladin is the co-owner and non-profit partner in this endeavor, and will ultimately manage the three buildings currently under development after a pre- determined period. Hha opted to transfer the reimbursement dollars to paladin in preparation for prospective future affordable housing development projects being applied for this year, among other mission- related objectives set for paladin. The first mulberry project is scheduled to conclude in december of 2018.”
