The sole member of the organization is the harrisburg housing authority. The harrisburg housing authority, elected the original board of paladin. Paladin bylaws require a majority of board members to be harrisburg housing authority board members. Following the election of then initial board, paladin elects it board members.

Section c. Disclosure, line 19 the paladin board of commissioners adopted by resolution at a public meeting the governing documents, the conflict of interest policy, and provides copies of the paladin financial statements for review and approval. Pursuant to article 4, section 3 of the paladin bylaws, paladin provides notice of and holds an annual meeting during which the public has the opportunity to engage the baord with any questions, thoughts, or concerns. In addition to the annual meeting, paladin holds quarterly meetings in march, june, and september in accord with the public notice requirements in the aforementioned article of the paladin bylaws.

The mayor replaced the harrisburg housing authority board in its entirety about a year ago, except for the two individuals listed. During the interim, the authority has been working on getting the current authority board up to speed on many issues, they have yet to identify which board members will sit on the paladin board. As a result, no new actions have been taken by paladin, nor has it engaged in any new business.

PURSUANT TO ARTICLE 4, SECTION 3 OF THE PALADIN BYLAWS, PALADIN PROVIDES NOTICE OF AND HOLDS AN ANNUAL MEETING DURING WHICH THE PUBLIC HAS THE OPPORTUNITY TO ENGAGE THE BAORD WITH ANY QUESTIONS, THOUGHTS, OR CONCERNS. IN ADDITION TO THE ANNUAL MEETING, PALADIN HOLDS QUARTERLY MEETINGS IN MARCH, JUNE, AND SEPTEMBER IN ACCORD WITH THE PUBLIC NOTICE REQUIREMENTS IN THE AFOREMENTIONED ARTICLE OF THE PALADIN BYLAWS.

DURING THE INTERIM, THE AUTHORITY HAS BEEN WORKING ON GETTING THE CURRENT AUTHORITY BOARD UP TO SPEED ON MANY ISSUES, THEY HAVE YET TO IDENTIFY WHICH BOARD MEMBERS WILL SIT ON THE PALADIN BOARD. AS A RESULT, NO NEW ACTIONS HAVE BEEN TAKEN BY PALADIN, NOR HAS IT ENGAGED IN ANY NEW BUSINESS.
