THIS INITIATIVE IS SPONSORED BY THE NEW YORK CITY DEPARTMENT OF HEALTH AND MENTAL HYGIENE WITH FUNDS FROM THE CENTERS FOR DISEASE CONTROL AND PREVENTION. WISE'S PROGRAMMATIC SERVICES INCLUDED THREE COLLABORATIVE LEARNING SESSIONS, A SUMMATIVE CONGRESS, NEED-BASED WORKING GROUPS, MOCK ASSESSMENTS, MONTHLY ACTION PERIOD WEBINARS, SUMMATIVE EVALUATION AND MORE. EIGHTEEN (18) URBAN HOSPITALS COMPRISE THIS INNOVATIVE COLLABORATIVE, COLLECTIVELY SERVING GREATER THAN 43,000 BIRTHING PATIENTS EACH YEAR. BHC1-2 MADE SIGNIFICANT PROGRESS TOWARD ITS STATED GOAL TO "INCREASE FROM 2 TO 12 THE NUMBER OF NYC PUBLIC AND PRIVATE HOSPITALS THAT ARE CERTIFIED AS BABY-FRIENDLY" WITH FIVE (5) BHC1-2 HOSPITALS (AND 2 OUTSIDE OF BHC) EARNING THE DESIGNATION IN 2017. WITH THIS, 31% OF NYC HOSPITALS WERE BABY-FRIENDLY AND 44% OF LIVE BIRTHS OCCURRED IN BABY-FRIENDLY HOSPITALS. THUS, NYC FAR EXCEEDED THE HEALTHY PEOPLE 2020 GOAL FOR % HOSPITALS DESIGNATED AS BABY-FRIENDLY (8.1%). WISE PROVIDED QUALITY IMPROVEMENT ADVISING TO THE NEW YORK CITY BREASTFEEDING HOSPITAL COLLABORATIVE: COHORT3 (BHC3). THIS INITIATIVE IS SPONSORED BY THE NEW YORK CITY DEPARTMENT OF HEALTH AND MENTAL HYGIENE WITH FUNDS FROM THE NEW YORK CITY GOVERNMENT. WISE'S PROGRAMMATIC SERVICES INCLUDED DEVELOPMENT OF A CALL FOR PARTICIPANTS, PROJECT DESIGN AND EVALUATION, LEADING COLLABORATIVE LEARNING SESSIONS, CONDUCTING INITIAL SITE VISITS, DEVELOPING AND IMPLEMENTING AN INTENSIVE MONTHLY DATA PLAN, CULTIVATING A NETWORK OF PROFESSIONALS AND STAKEHOLDERS, FACILITATING MONTHLY ACTION PERIOD WEBINARS, AND MORE. THREE ADDITIONAL FACILITIES WERE INTEGRATED INTO BHC3 IN 2017, MAKING A TOTAL OF 12 FACILITIES. (BETWEEN ALL THREE COHORTS, 30 OF 40 NYC MATERNITY FACILITIES PARTICIPATED IN THE BHC.) THE AIM IS TO INCREASE FROM SEVEN TO FIFTEEN (OF 40 TOTAL) MATERNITY FACILITIES IN NYC EARNING THE BABY-FRIENDLY DESIGNATION BY SEPTEMBER, 2020.WISE PROVIDED QUALITY IMPROVEMENT ADVISING TO CHAMPS SOUTH, PARTICULARLY LEADING THE DEVELOPMENT OF DATA MANAGEMENT SYSTEMS TO MEASURE CHANGES IN PRACTICE. MEASURE COLLECTION, ANALYSIS AND ARRAY WERE DESIGNED TO DRIVE AND REFLECT RACIAL-ETHNIC INEQUITIES IN PRACTICES AND OUTCOMES. WISE ALSO DESIGNED AND CONDUCTED COMPETENCY-BASED "TRAINING OF TRAINERS," TECHNICAL ASSISTANCE SITE VISITS, AND MOCK ASSESSMENTS. CHAMPS SOUTH WAS DEVELOPED BY THE BREASTFEEDING CENTER AT BOSTON MEDICAL CENTER WITH FUNDING FROM THE W. K. KELLOGG FOUNDATION. CHAMPS SOUTH AIMED TO BUILD PARTNERSHIPS AMONG HEALTH SYSTEMS, COMMUNITY MEMBERS, COMMUNITY ORGANIZATION, STATE HEALTH DEPARTMENTS, WIC, AND OTHERS. CHAMPS AIMED TO PROMOTE MATERNITY BEST PRACTICES, INCREASE BREASTFEEDING RATES, DECREASE DISPARITIES, AND SUPPORT HEALTH SYSTEMS TO IMPLEMENT THE TEN STEPS TO SUCCESSFUL BREASTFEEDING - ULTIMATELY EARNING THE BABY-FRIENDLY USA DESIGNATION. CHAMPS WAS HIGHLY INSTRUMENTAL IN INCREASING EXCLUSIVE BREASTFEEDING RATES AND COMMUNITY SUPPORT SIGNIFICANTLY IN 33+ HOSPITALS AND COMMUNITIES ACROSS MISSISSIPPI, NEW ORLEANS, TEXAS, AND SOUTHERN TENNESSEE. SPECIFICALLY, BREASTFEEDING INITIATION RATES AT PARTICIPATING HOSPITALS INCREASED FROM 66% TO 75%, AND FROM 43% TO 63% AMONG AFRICAN AMERICAN PATIENTS THROUGHOUT THE COURSE OF THE PROJECT. (EMILY TAYLOR ALSO CONTRIBUTED TO AN ARTICLE PUBLISHED IN PEDIATRICS, MEREWOOD A, BUGG K, BURNHAM L, ET AL. ADDRESSING RACIAL INEQUITIES IN BREASTFEEDING IN THE SOUTHERN UNITED STATES. PEDIATRICS. 2019; 143(2):E20181897.)WISE PROVIDED QUALITY IMPROVEMENT ADVISING TO THE VIRGINIA MATERNITY CARE BREASTFEEDING-FRIENDLY DESIGNATION PROGRAM, SPONSORED BY THE VIRGINIA DEPARTMENT OF HEALTH WITH FUNDS FROM THE CENTERS FOR DISEASE CONTROL AND PREVENTION. WISE FACILITATED MONTHLY ACTION PERIOD WEBINARS, PARTNERED WITH IN-STATE FACULTY TO FACILITATE TOPICAL WORK GROUPS, AND PLANNED, IMPLEMENTED AND EVALUATED THE ANNUAL COLLABORATIVE LEARNING SESSION. WISE ALSO PROVIDED TRAINING TO VIRGINIA DEPARTMENT OF HEALTH PERSONNEL AND OTHER LOCAL EXPERTS TO ENSURE SUSTAINABILITY OF TECHNICAL ASSISTANCE, MEASUREMENT, AND NETWORK COHESION. THE AIM IS TO INCREASE FROM SEVEN TO FIFTEEN (OF 40 TOTAL) MATERNITY FACILITIES IN NYC EARNING THE BABY-FRIENDLY DESIGNATION BY SEPTEMBER, 2020.WISE PROVIDED QUALITY IMPROVEMENT ADVISING TO CHAMPS SOUTH, PARTICULARLY LEADING THE DEVELOPMENT OF DATA MANAGEMENT SYSTEMS TO MEASURE CHANGES IN PRACTICE. MEASURE COLLECTION, ANALYSIS AND ARRAY WERE DESIGNED TO DRIVE AND REFLECT RACIAL-ETHNIC INEQUITIES IN PRACTICES AND OUTCOMES. WISE ALSO DESIGNED AND CONDUCTED COMPETENCY-BASED "TRAINING OF TRAINERS," TECHNICAL ASSISTANCE SITE VISITS, AND MOCK ASSESSMENTS. CHAMPS SOUTH WAS DEVELOPED BY THE BREASTFEEDING CENTER AT BOSTON MEDICAL CENTER WITH FUNDING FROM THE W. K. KELLOGG FOUNDATION. CHAMPS SOUTH AIMED TO BUILD PARTNERSHIPS AMONG HEALTH SYSTEMS, COMMUNITY MEMBERS, COMMUNITY ORGANIZATION, STATE HEALTH DEPARTMENTS, WIC, AND OTHERS. CHAMPS AIMED TO PROMOTE MATERNITY BEST PRACTICES, INCREASE BREASTFEEDING RATES, DECREASE DISPARITIES, AND SUPPORT HEALTH SYSTEMS TO IMPLEMENT THE TEN STEPS TO SUCCESSFUL BREASTFEEDING - ULTIMATELY EARNING THE BABY-FRIENDLY USA DESIGNATION. CHAMPS WAS HIGHLY INSTRUMENTAL IN INCREASING EXCLUSIVE BREASTFEEDING RATES AND COMMUNITY SUPPORT SIGNIFICANTLY IN 33+ HOSPITALS AND COMMUNITIES ACROSS MISSISSIPPI, NEW ORLEANS, TEXAS, AND SOUTHERN TENNESSEE. SPECIFICALLY, BREASTFEEDING INITIATION RATES AT PARTICIPATING HOSPITALS INCREASED FROM 66% TO 75%, AND FROM 43% TO 63% AMONG AFRICAN AMERICAN PATIENTS THROUGHOUT THE COURSE OF THE PROJECT. DURING LATE 2016 SEVERAL EVENTS OCCURRED WHICH LED TO INABILITY TO FILE THE 2016 FORM 990 ON TIME. THESE EVENTS INCLUDE THE FACT THAT THE EXECUTIVE DIRECTOR'S HUSBAND BECAME CRITICALLY ILL, NECESSITATING MULTIPLE MOVES IN PURSUIT OF HEALTHCARE DURING 2016 AND 2017. IN ADDITION, THERE WAS CATASTROPHIC DATA LOSS IN LATE 2016 FROM A COMPUTER VIRUS. THE EXTENT OF THE LOSS WAS EXACERBATED BY THE FACT THAT THE MOST RECENT EXTERNAL BACKUP HAD BEEN COMPLETED PRIOR TO MOVING IN JULY 2016, AND THE HARD DRIVE WAS DAMAGED BY WATER WHILE IN STORAGE DURING THE MOVE. DESPITE EXTENSIVE EFFORTS, NO DATA WAS RECOVERABLE. AND, AS THE EXECUTIVE DIRECTOR'S (AND SOLE EMPLOYEE) HUSBAND HAD BECOME CRITICALLY ILL AT PRECISELY THIS SAME WINDOW OF TIME, SHE WAS DELAYED IN COMPLETING ALL NECESSARY DATA RECOVERY. IT IS NOT UNTIL NOW THAT THE ORGANIZATION HAS COMPLETED RESTORATION OF THE DATA NECESSARY TO COMPLETE THE 2017 990. WE ALSO ASK THAT YOU CONSIDER THE EXECUTIVE DIRECTOR IS THE ORGANIZATION'S SOLE EMPLOYEE AND THE ECONOMIC HARDSHIP TO THE ORGANIZATION DUE TO THE PAYMENT OF PENALTIES.
