Mission

Community supporter shelters offers transitional shelter, personal development, and skill building to unhoused individuals living in safe spot communities (also known as the city of eugenes rest stop program). These communities are a model for legal and sanitary homeless encampments. Each client in the community receives one-on-one support from a dedicated service team: a community facilitator helps them fit in a positive community culture, support workers provide mentorship and friendship, and a service navigator helps them develop life-improvement plans and connect with needed resources in lane county, oregon.

Members of the board of directors serve a term of three years and can be elected for no more than three consecutive three-year terms. Elections occur at the annual meeting or after any vacancy has occurred.

The organization's conflict of interest policy covers the board of directors and all employees of the organization including the co-directors (director of philanthropy, director of operations, and director of community impact). Insiders are required to disclose annually any interest that could give rise to a conflict of interest. The personnel manager and director of philanthropy maintain a list, updated annually, of those persons with potential conflicts of interest. The director of philanthropy monitors the list and reports conflicts to the board president who then refers them to the board of directors.

Volunteers help with the following operational activities: manual labor to build conestoga hut micro-shelters and other temporary shelter construction projects, some food preparation for meals after camp work parties and special events, laundering of clothes and linens of residents, shower facility coordination and management, and organizational governance is performed by a group of volunteer board members.

Safe spot community program: the purpose of community supported shelters (css) is to rebuild the lives of unhoused people through intentional community. We foster intentional communities that facilitate teamwork and shared responsibility. Unhoused individuals become peer support for one another, stabilizing and reaching goals side by side. Teams of facilitators and service navigators connect our community members to housing, health, and other services they need to become independent and productive. Css builds sturdy conestoga hut shelters and provides extensive support for individuals and couples who are experiencing homelessness. We manage safe spot communities, sheltering community members in low-cost and durable conestoga huts. Here, unhoused individuals can fill essential needs: shelter, safety, food, water, restrooms, and human connection. Css assumed operation of a shelter located in south eugene, formerly operated by nightingale hosted shelters. Css also purchased a building during fy2025, allowing the organization to expand its outreach and navigation services to unhoused individuals in lane county.
