Purposes of the Joaquin R. Escobar Foundation and purposes for whichcontributions are to be used:The Joaquin R. Escobar Foundation is organized for charitable, religious, educational,and scientific purposes furthering the development, stability, and progress of the Santa Maria community. Specifically, the Foundation contributes to community outreach programs in or directed towards the Santa Maria community (Ilocos Sur, Philippines) in honor of Vicki Kleists father, Joaquin R. Escobar, former mayor of Santa Maria, Ilocos Sur, Philippines.Funding for community outreach programs includes donations for the La Asuncion de la Nueva Church in Sta. Maria, Ilocos Sur and scholarship grants for the University of the Philippines and St. Paul College of Ilocos Sur. Potential future projects include funding for local education, agriculture, housing, and healthcare, dependent on Board approval and appropriate funding.

In the last correspondence from the up regarding scholarship policies, they stated that their legal department is still revising. While the joaquin r. Escobar foundation waits to hear from the church in santa maria and the ilocos sur polytechnic state college (ispsc) for any requests for assistance, they plan to maintain the scholarship with the university of the philippines.

Escobar foundation awarded scholarships in 2016-2019. The scholarship in 2018 was a carryover of 2017.
