Purposes of the Joaquin R. Escobar Foundation and purposes for whichcontributions are to be used:The Joaquin R. Escobar Foundation is organized for charitable, religious, educational,and scientific purposes furthering the development, stability, and progress of the Santa Maria community. Specifically, the Foundation contributes to community outreach programs in or directed towards the Santa Maria community (Ilocos Sur, Philippines) in honor of Vicki Kleists father, Joaquin R. Escobar, former mayor of Santa Maria, Ilocos Sur, Philippines.Funding for community outreach programs includes donations for the La Asuncion de la Nueva Church in Sta. Maria, Ilocos Sur and scholarship grants for the University of the Philippines and St. Paul College of Ilocos Sur. Potential future projects include funding for local education, agriculture, housing, and healthcare, dependent on Board approval and appropriate funding.

In 2017, the philippines changed governmental policy such that all state colleges would no longer charge tuition. However, the students are still responsible for fees, food, living quarters, etc. The joaquin r. Escobar foundation contacted the government to update their scholarship contracts to enable the scholarship program to continue. In the last correspondence from the philippine government regarding scholarship policies they stated that their legal department is still revising. While the joaquin r. Escobar foundation waits to hear from the church in santa maria and the ispsc for any requests for assistance, they plan to maintain the scholarship with the university of the philippines.

Form 990-ez, Part III, Line 28

Represented by gilbert kleist, plans were approved for construction of a chapel constructed on the campus of ilocos sur poltechnic state college (ispsc) in the philippines, with construction completed in 2016. Initial fees were incurred in december 2015. The chapel's main construction is complete and final payment remitted. Currently, feedback is monitored to identify ongoing requests related to the chapel's furnishings/upkeep. The joaquin r escobar foundation awarded scholarships in 2016 and 2017. In 2017 the philipine government made state college tuition free. The foundation is currently waiting on the university of the philippines to send an updated procedure for scholarships under the new law. The scholarships in 2017 were a carryover of 2016. The scholarships are for tuition at the university of the philippines (up)for a santa maria student fitting up's scholarship requirements and selection process. The majority of the foundation's work and expenses centered on these two programs. Current activities include website and brochure design for advertisement of future projects. As noted earlier, 2017 projects include new scholarship, named after the foundation, with up and feedback monitoring for the ispsc chapel project. Additionally, the la asuncion de la nueva church in sta. Maria bvell tower carrillon is being stored wiht a local engineer while the church and convent's building/roof is being repaired by unesco and the philippine government for hurricane damage incurred. Upon board approval of proposed projects, director gilbert kleist will travel to the philippines and manage the joaquin r. Escobar foundation's operation on location. On location operations management requires 24 hour availability for project implementation efficiency and success. All foundation activities are funded by donations from sponsors, including directors' contributions. The directors' services are 100% volunteer efforts and therefore receive no income for services rendered.

ESCOBAR FOUNDATION IS ORGANIZED FOR CHARITABLE, RELIGIOUS, EDUCATIONAL, AND SCIENTIFIC PURPOSES FURTHERING THE DEVELOPMENT, STABILITY AND PROGRESS OF THE SANTA MARIA COMMUNITY. SPECIFICALLY, THE FOUNDATION CONTRIBUTES TO COMMUNITY OUTREACH PROGRAMS IN OR DIRECTED TOWARDS THE SANTA MARIA COMMUNITY (ILOCOS SUR, PHILIPPINES) IN HONOR OF VICKI KLEIST'S FATHER, JOAQUIN R. ESCOBAR, FORMER MAYOR OF SANTA MARIA, ILOCOS SUR, PHILIPPINES. SANTA MARIA WAS HIT BY A HURRICANE IN 2017. THE JOAQUIN R. ESCOBAR FOUNDATION CONTACTED THE PHILLIPPINE GOVERNMENT AND UNESCO TO SEE IF ANY ASSISTANCE WAS NEEDED IN MAKING REPAIRS TO THE CHURCH AND TEH CARILLON THAT WAS INSTALLED. FUNDING FOR COMMUNITY OUTREACH PROGRAMS INCLUDES DONATIONS FOR THE LA ASUNCION DE LA NUEVA CHURCH IN STA. MARIA, ILOCOS SUR AND SCHOLARSHIP GRANTS FOR THE UNIVERSITY OF THE PHILIPPINES AND ST. PAUL COLLEGE OF ILOCOS SUR. POTENTIAL FUTURE PROJECTS INCLUDE FUNDING FOR LOCAL EDUCATION, AGRICULTURE, HOUSING, AND HEALTHCARE, DEPENDENT ON BOARD APPROVAL AND APPROPRIATE FUNDING. IN 2017, THE PHILIPPINES CHANGED GOVERNMENTAL POLICY SUCH THAT ALL STATE COLLEGES WOULD NO LONGER CHARGE TUITION. HOWEVER, THE STUDENTS ARE STILL RESPONSIBLE FOR FEES, FOOD, LIVING QUARTERS, ETC. THE JOAQUIN R. ESCOBAR FOUNDATION CONTACTED THE GOVERNMENT TO UPDATE THEIR SCHOLARSHIP CONTRACTS TO ENABLE THE SCHOLARSHIP PROGRAM TO CONTINUE. IN THE LAST CORRESPONDENCE FROM THE PHILIPPINE GOVERNMENT REGARDING SCHOLARSHIP POLICIES THEY STATED THAT THEIR LEGAL DEPARTMENT IS STILL REVISING. WHILE THE JOAQUIN R. ESCOBAR FOUNDATION WAITS TO HEAR FROM THE CHURCH IN SANTA MARIA AND THE ISPSC FOR ANY REQUESTS FOR ASSISTANCE, THEY PLAN TO MAINTAIN THE SCHOLARSHIP WITH THE UNIVERSITY OF THE PHILIPPINES.

CURRENTLY, FEEDBACK IS MONITORED TO IDENTIFY ONGOING REQUESTS RELATED TO THE CHAPEL'S FURNISHINGS/UPKEEP. THE JOAQUIN R ESCOBAR FOUNDATION AWARDED SCHOLARSHIPS IN 2016 AND 2017. IN 2017 THE PHILIPINE GOVERNMENT MADE STATE COLLEGE TUITION FREE. THE FOUNDATION IS CURRENTLY WAITING ON THE UNIVERSITY OF THE PHILIPPINES TO SEND AN UPDATED PROCEDURE FOR SCHOLARSHIPS UNDER THE NEW LAW. THE SCHOLARSHIPS IN 2017 WERE A CARRYOVER OF 2016. THE SCHOLARSHIPS ARE FOR TUITION AT THE UNIVERSITY OF THE PHILIPPINES (UP)FOR A SANTA MARIA STUDENT FITTING UP'S SCHOLARSHIP REQUIREMENTS AND SELECTION PROCESS. THE MAJORITY OF THE FOUNDATION'S WORK AND EXPENSES CENTERED ON THESE TWO PROGRAMS. CURRENT ACTIVITIES INCLUDE WEBSITE AND BROCHURE DESIGN FOR ADVERTISEMENT OF FUTURE PROJECTS. AS NOTED EARLIER, 2017 PROJECTS INCLUDE NEW SCHOLARSHIP, NAMED AFTER THE FOUNDATION, WITH UP AND FEEDBACK MONITORING FOR THE ISPSC CHAPEL PROJECT. ADDITIONALLY, THE LA ASUNCION DE LA NUEVA CHURCH IN STA. MARIA BVELL TOWER CARRILLON IS BEING STORED WIHT A LOCAL ENGINEER WHILE THE CHURCH AND CONVENT'S BUILDING/ROOF IS BEING REPAIRED BY UNESCO AND THE PHILIPPINE GOVERNMENT FOR HURRICANE DAMAGE INCURRED. UPON BOARD APPROVAL OF PROPOSED PROJECTS, DIRECTOR GILBERT KLEIST WILL TRAVEL TO THE PHILIPPINES AND MANAGE THE JOAQUIN R. ESCOBAR FOUNDATION'S OPERATION ON LOCATION. ON LOCATION OPERATIONS MANAGEMENT REQUIRES 24 HOUR AVAILABILITY FOR PROJECT IMPLEMENTATION EFFICIENCY AND SUCCESS. ALL FOUNDATION ACTIVITIES ARE FUNDED BY DONATIONS FROM SPONSORS, INCLUDING DIRECTORS' CONTRIBUTIONS. THE DIRECTORS' SERVICES ARE 100% VOLUNTEER EFFORTS AND THEREFORE RECEIVE NO INCOME FOR SERVICES RENDERED.
