The organization conducts research and investigations, disseminates information to governmental agencies and the public, and coordinates activities between business, government, and law enforcement.

PART X, LINE 2:

The organization is exempt from income tax under provisions of internal revenue code section 501(c)(3). Accounting principles generally accepted in the united states of america require management to evaluate tax positions taken by the organization and recognize a tax liability if the organization has taken an uncertain position that more likely than not would not be sustained upon examination by the irs or other applicable taxing authorities. Management has analyzed the tax positions taken by the organization and has concluded that as of december 31, 2015 and 2014, there are no uncertain positions taken or expected to be taken that would require recognition of a liability or disclosure in the financial statements. The organization is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax period in progress.

IRS990/Desc0DURING 2015, THE DCC ACCOMPLISHED THIS MISSION THROUGH A VARIETY OF UNIQUE INITIATIVES. THESE INITIATIVES CAN BE SUMMARIZED AS FOLLOWS:RESEARCH AND ANALYSIS CONTINUE TO BE ONE OF THE DCC'S BEDROCK MISSIONS ALONG WITH BLIGHT REDUCTION. THE TWO CAME TOGETHER IN 2014 WHEN THE DCC WAS ASKED TO LOOK AT WAYS TO REDUCE BLIGHT, AN ONGOING ISSUE IN THE CITY OF DETROIT. SHRINKING FROM 1.8 MILLION IN 1958 TO APPROXIMATELY, 625,000 TODAY, THE EXODUS RESULTED IN TENS OF THOUSANDS OF ABANDONED BUILDINGS IN THE CITY. SCAPPERS THEN STEAL METAL FROM THE BUILDINGS, DESTROYING THEM IN THE PROCESS. THE RESULT IS BLIGHT. DCC ANALYSTS REVIEWED SCRAP METAL LAWS FROM ACROSS THE NATION TO IDENTIFY GAPS IN THE LAW AND PROPOSE SOLUTIONS TO CITY LEADERS.STARTED IN 2012, ENOUGH SAID (ENOUGH SEXUAL ASSAULT IN DETROIT) FORMALLY KNOWN AS THE DETROIT RAPE KIT INITIATIVE IS A PARTNERSHIP BETWEEN WAYNE COUNTY PROSECUTORS OFFICE, THE DETROIT POLICE DEPARTMENT, AND SORENSEN LABS TO GET MORE THAN 11,000 RAPE KITS TESTED. RAPE KITS ARE THE PRODUCT SEXUAL ASSAULTS THAT OCCURED UP TO A DECADE AGO THAT WENT UNTESTED. THE DCC CONTINUES ACT AS THE FIDUCIARY FOR FUNDS DONATED TO THE ENOUGH SAID INITIATIVE. THE FUNDS ADD CAPACITY TO THE INITIATIVE TO INCLUDE TESTING, INVESTIGATION, AND PROSECUTION. SINCE ITS INCEPTION, THE DCC HAS FACILITATED THE TESTING OF 150 RAPE KITS. THE NUMBER OF KITS TO BE TESTED IS LIMITED BY LAB CAPACITY. OF NOTE, ENOUGH SAID IS A 100% PASS THROUGH PROGRAM WITH THE DCC RECEIVING NO MONIES. CURRENTLY. THE MAJORITY OF RAPE KITS HAVE BEEN TESTED, BUT APPROXIMATELY 1-500 - 2,000 REMAIN. DETROIT EASTERN INITIATIVE (DEDI) IS A $1 MILLION GRANT FROM THE DEPARTMENT OF JUSTICE -BUREAU JUSTICE ASSISTANCE. AWARDED IN 2012, THE GRANT CALLED FOR A ONE (1) YEAR RESEARCH PERIOD FOLLOWED BY A TWO-YEAR IMPLEMENTATION PERIOD. IN JULY 2014, THE DCC MOVED INTO THE IMPLEMENTATION STAGE. SINCE MOVING INTO THE IMPLEMENTATION STAGE, THE DCC HAS REVIEWED, MANAGED, AND APPROVED ALL DEDI RELATED ACTIVITIES INTHE TARGET AREA. SINCE JULY, THE TARGET AREA HAS SEEN A 60% REDUCTION IN BOTH PART I (MURDER, ROBBERY, RAPE, KIDNAPPING AND ITS ATTEMPTS) AND PART II (FRAUD, LARCENY, DAMAGE TO PROPERTY, BREAKING, AND ENTERING) CRIMES. ADDITINALLY, DCC STAFF HAS ENGAGED THE COMMUNITY AND POLICE THROUGH NEWS LETTERS, BLOCK CLUB DEVELOPMENT MEETINGS, TRAINING, AND EQUIPMENT PURCHASES FOR THE PD.GANG IQ: IS THE DCC'S SIGNATURE AND UNIQUE COMMITMENT TO PUBLIC SAFETY BY USING INNOVATIVE SOFTWARE SOLUTIONS AND GRADUATE LEVEL ANALYTICAL SKILLS TO ASSIST LAW ENFORCEMENT TO IDENTIFY GANGS, THEIR STRUCTURE, AND ACTS OF CRIMINALITY. COSTS FOR THE SOFTWARE USED TO SUPPORT GANG IQ IS SECOND ONLY TO SALARIES. IT'S CONTRIBUTION TO PUBLIC SAFETY, PUBLIC AND PRIVATE, CANNOT BE OVERSTATED WHILE INCREASING EFFECTIVENESS OF THE DETROIT POLICE DEPARTMENT THROUGH THE USE TECHNOLOGY IN THE FACE OF SHRINKING BUDGETS. ALTHOUGH THE DESCRIPTION IS SMALL, GANG IQ REPRESENTS THE MAJORITY OF DCC ACTIVITIES.
