Financial Statement Notes

PART X, LINE 2:

The organization is exempt from income tax under provisions of internal revenue code section 501(c)(3). Accounting principles generally accepted in the united states of america require management to evaluate tax positions taken by the organization and recognize a tax liability if the organization has taken an uncertain position that more likely than not would not be sustained upon examination by the irs or other applicable taxing authorities. Management has analyzed the tax positions taken by the organization and has concluded that as of december 31, 2013 and 2012, there are no uncertain positions taken or expected to be taken that would require recognition of a liability or disclosure in the financial statements. The organization is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax period in progress.

COSTS FOR THE SOFTWARE USED TO SUPPORT GANG IQ IS SECOND ONLY TO SALARIES.NUISANCE ABATEMENT PROGRAM (NAP): IN 2013, THE DCC CONTINUES TO MOVE PREVIOUSLY FILED CIVIL NUISANCE SUITS THROUGH WAYNE COUNTY CIRCUIT COURT. CREATED BY THE DCC, NAP WAS DESIGNED TO ASSIST AND EDUCATE DETROIT CITIZENS ABOUT THEIR RIGHTS REGARDING BLIGHT. AT ITS CORE, IS THE MARRIAGE BETWEEN PRO-BONO ATTORNEYS AND PLAINTIFFS WHO HAVE BEEN ADVERSELY AFFECTED BY BLIGHTED PROPERTIES. THE DCC BRINGS THE ENTITIES TOGETHER, RESEARCHES OWNERSHIP, AND GENERATES THE REPORT USED AS THE BASIS FOR THE SUIT. THIS IS A ZERO SUM GAIN FOR ALL INVOLVED EXCEPT THE PLAINTIFF WHO RECEIVES COMPENSATION IN THE FORM OF THE NUISANCE BEING ABATED.STARTED IN 2012, SAF/D (SEXUAL ASSAULT FREE / DETROIT) FORMALLY KNOWN AS THE DETROIT RAPE KIT INITIATIVE IS A PARTNERSHIP BETWEEN WAYNE COUNTY PROSECUTORS OFFICE, THE DETROIT POLICE DEPARTMENT, AND BODIE LABS TO GET MORE THAN 11,000 RAPE KITS TESTED. RAPE KITS ARE THE PRODUCT SEXUAL ASSAULTS THAT OCCURED UP TO A DECADE AGO THAT WENT UNTESTED. THE DCC IS ACTING AS THE FIDUCIARY FOR FUNDS DONATED TO THE SAF/D INITIATIVE. THESE FUNDS WILL ADD CAPACITY TO THE INITIATIVE TO INCLUDE TESTING, INVESTIGATION, AND PROSECUTION. IN ADDITION, SAF/D IS A 100% PASS THROUGH PROGRAM WITH THE DCC RECEIVING NO MONIES. CURRENTLY, THE MAJORITY OF RAPE KITS HAVE BEEN TESTED, BUT APPROXIMATELY 2,000 REMAIN. SAFEGUARD INITIATIVE: CURRENTLY, NO PROGRAM EXISTS AT THE MUNICIPAL LEVEL IN MICHIGAN TO PROTECT WITNESSES OF VIOLENT CRIME. THE DCC CREATED SAFEGUARD TO FILL A CRUCIAL GAP BY ESTABLISHING A PROGRAM WHERE WITNESSES CAN BE SAFE GUARDED UNTIL THEY TESTIFY IN COURT. THE DCC ACTS AS THE FIDUCIARY FOR DONATED FUNDS WHILE THE WAYNE COUNTY PROSECUTORS OFFICE ACTS AS THE GATEKEEPER BY VETTING ALL REQUESTS. SAFEGUARD IS ALSO A 100% PASS THROUGH INITIATIVE. DETROIT EASTERN INITIATIVE (DEDI) IS A $1 MILLION GRANT FROM THE DEPARTMENT OF JUSTICE - BUREAU JUSTICE ASSISTANCE. AWARDED IN 2012, THE GRANT CALLED FOR A ONE (1) YEAR RESEARCH PERIOD FOLLOWED BY A TWO-YEAR IMPLEMENTATION PERIOD. AS OF 2013, DEDI IS MOVING INTO THE IMPLEMENTATION PERIOD.
