Mission and Program Overview

Mission

Our upstate-sc was formed for the purpose of implementing portions of the shared upstate growth vision (the statement). The statement was developed over a two-year period by an organization known as ten at the top, after extensive interviews and surveys of residents of the ten-county upstate or northwest region of south carolina. The statement envisions a process by which the ten upstate counties can collaborate and approach key issues such as education, business development, population growth, transportation and workforce development as a unit, rather than as separate independent, and sometimes competing jurisdictions. The governmental structure of the upstate counties does not lend itself to encouraging regional collaboration. Thus, the role of our upstate-sc is to foster and develop collaboration that serves a vital governmental purpose and lessens the burdens of the government.

Major Activities

Activity 2
In partnership with ten at the top, our upstate-sc annually hosts four regional forums on key issues impacting the upstate south carolina region. Each forum focuses on a different issue and is free and open to the public. In 2012, the four forums focused on: regional communications; creating a family friendly community; needs of our senior population; and celebrating successes: great things happening in the upstate.
Activity 3
As part of the our upstate-sc vision, the organization coordinates five task forces as well as a number of committees and work groups focused on advancing initiatives and programs that enhance regional collaboration as well as the economic vitality and quality of life of the upstate region. In 2012, our upstate-sc coordinated task force meetings and initiative development on a wide variety of issues including entrepreneurship, air quality, water quality, strategic growth, transportation and education.
