Mission and Program Overview

Mission

Our upstate-sc was formed for the purpose of implementing portions of the shared upstate growth vision (the statement). The statement was developed over a two-year period by an organization known as ten at the top, after extensive interviews and surveys of residents of the ten-county upstate or northwest region of south carolina. The statement envisions a process by which the ten upstate counties can collaborate and approach key issues such as education, business development, population growth, transportation and workforce development as a unit, rather than as separate independent, and sometimes competing jurisdictions. The governmental structure of the upstate counties does not lend itself to encouraging regional collaboration. Thus, the role of our upstate-sc is to foster and develop collaboration that serves a vital governmental purpose and lessens the burdens of the government.

IN 2024, THE COLLABORATIVE DEVELOPED WORKING GROUPS AROUND FOUR PRIMARY AREAS OF FOCUS. EACH WORKGROUP WILL ADDRESS THE SUBTOPICS IDENTIFIED FOR EACH GROUP AND WILL DEVELOP GOALS AND OUTCOMES THAT WILL EFFECTIVELY IMPACT THE INDIVIDUAL AND COLLECTIVE CAPACITY OF THE REGION AROUND THOSE ISSUES.
