IRS990/Desc0MOUNT CLEVELAND SINGLE FAMILY HOUSING PROGRAM PREVIOUSLY RECEIVED FUNDING UNDER A COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FOR ITS SINGLE-FAMILY REDEVELOPMENT EFFORTS IN MOUNT CLEVELAND ESTATES (HOMEOWNERSHIP COMPONENT OF MOUNT CLEVELAND INITIATIVE). THE PROJECT WAS DESIGNED TO CREATE A MIXED INCOME SUBDIVISION IN THE INNER CITY. SCB BEGAN CONSTRUCTION OF A MODEL HOME IN 2011, SOLD THE HOME TO A LOW-INCOME BUYER IN 2013, AND COMPLETED THE PROGRAM REQUIREMENTS IN 2014.TO DATE, THE MOUNT CLEVELAND REDEVELOPMENT INITIATIVE HAS GENERATED A SUBSTANCE ABUSE TREATMENT CENTER; A 143,000 SQUARE FOOT FEDERALLY QUALIFIED HEALTH CENTER; A CHILD AND FAMILY DEVELOPMENT CENTER; EXPANDED OFFICE SPACE; RETAIL SERVICES AND 80 UNITS OF AFFORDABLE, VERY ATTRACTIVE DUPLEXES AND TOWNHOUSES. IT IS CLEAR THAT THE MOUNT CLEVELAND INITIATIVE CONTINUES TO SPUR THE REVITALIZATION OF THE URBAN CORE.SCB CONTINUED TO WORK DILIGENTLY WITH A RESIDENTIAL REAL ESTATE BROKER TO SELL THE HOMES, WHICH SCB ACQUIRED AND RENOVATED UNDER THE FEDERAL NEIGHBORHOOD STABILIZATION PROGRAM IN 2010. THE HOMES WERE FOCUSED IN THREE OF THE MOST BLIGHTED NEIGHBORHOODS WITHIN KANSAS CITY: EAST 23RD STREET PAC, OAK PARK AND RUSKIN. SCB ALSO OFFERED THE HOMES ON THE RENTAL MARKET. DURING 2013, EIGHT (8) OF THE HOMES WERE SOLD AND THE REMAINING HOMES WERE SOLD IN 2014. THE EAST VILLAGE DISTRICT - 8TH TO 12TH STREETS, CHARLOTTE TO CHERRY IN DOWNTOWN KANSAS CITY, MISSOURI (A BLIGHTED AREA) - IS PROGRAMMED TO ACCOMODATE UP TO 1,000 UNITS OF MIXED-MARKET AND AFFORDABLE HOUSING AS WELL AS OFFICE/COMMERCIAL FACILITIES TO SERVE PEOPLE LIVING AND WORKING IN THE DOWNTOWN KANSAS CITY AREA. SCB ENTERED INTO A DEVELOPMENT AGREEMENT WITH A DEVELOPER IN 2013 TO ADVANCE FUTURE PROJECTS IN EAST VILLAGE. THE DEVELOPER BRINGS A WEALTH OF EXPERTISE IN BOTH COMMERCIAL AND RESIDENTIAL DEVELOPMENT, AND HAS THE RESOURCES NEEDED TO ENSURE THAT THE PROJECT PROGRESSES. IN 2013, SCB COMPLETED CONSTRUCTION OF AN AFFORDABLE 48-UNIT APARTMENT BUILDING, AUGUSTINE S. CAMERON PLACE APARTMENTS, WHICH SERVES VETERANS AND OTHERS WITH SPECIAL NEEDS. THIS PROJECT IS LOCATED ADJACENT TO SCB'S RIDGEVIEW HEIGHTS RESIDENTIAL PROPERTY AND THE VA MEDICAL CENTER. THE PROPERTY WAS PREVIOUSLY OCCUPIED BY A VACANT, DILAPIDATED APARTMENT COMPLEX, WHICH WAS OWNED BY AN OUT OF STATE INVESTOR WHO WAS NOT MAINTAINING THE PROPERTY. UNSAFE CONDITIONS AT THIS PROPERTY PRESENTED A CONTINUED RISK TO NEARBY RESIDENTS AND THEIR CHILDREN. THE PROPERTY QUICKLY ACHIEVED STABILIZED OCCUPANCY AND REMAINS 100% OCCUPIED. DURING 2014, SCB COMPLETED POPULATING THE PROJECT AND WORKED ON PUTTING OPERATING COST CONTROLS IN PLACE.SCB IS RESPONSIBLE FOR THE OVERSIGHT AND OPERATION OF NEARLY 600 UNITS OF AFFORDABLE MULTI-FAMILY RENTAL HOUSING. THE DEMOGRAPHIC OF A SINGLE PARENT WITH CHILDREN COMPRISES 80% OF THE HOUSEHOLDS AT 8 OF THE MULTI-FAMILY PROPERTIES. THE UNITS ACCOMMODATE THE NEEDS OF LOW TO MODERATELY LOW INCOME RESIDENTS. ONE OF THE MULTI-FAMILY PROPERTIES IS A SENIOR HOUSING COMPLEX THAT ACCOMMODATES THE NEEDS OF LOW TO MODERATE INCOME SENIORS. ANOTHER PROJECT SERVES THOSE WITH SPECIAL NEEDS. OCCUPANCY LEVELS AT THE 8 MULTI-FAMILY PROPERTIES WERE MAINTAINED AT OR ABOVE 90% FOR 2014.SCB WORKED WITH THE CITY OF KANSAS CITY, MISSOURI AND AFFILIATED AGENCIES THROUGHOUT 2014 TO COMPLETE THE TRANSFER OF APPROXIMATELY EIGHY-EIGHT (88) VACANT LOTS OWNED BY SCB AND RELATED ENTITIES. SCB HAD HELD AND MAINTAINED SUCH LOTS FOR SEVERAL YEARS ON BEHALF OF THOSE ENTITIES.
