Governance Explanations

Form 990, Part VI, Section B, Line 11B

An independent accounting firm prepares and reviews the 990. The 990 is then reviewed by the organization's chief executive officer, chief financial officer and finance committee of the board of directors. Any questions and concerns the organization's chief executive officer, chief financial officer and finance committee of the board of directors have are addressed and any corrections or clarifications that need to be made are made. The final form 990 with all required schedules is then provided to all voting members of the board prior to filing the 990.

Form 990, Part VI, Section B, Line 12C

The conflict of interest policy requires that officers and directors disclose any interests that could give rise to conflicts. Annually and at the time board members are elected to their positions, there is a review for any potential conflict of interest issues.

Form 990, Part VI, Section B, Line 15A & 15B

The organization determines the compensation of the chief executive officer and key employees independently by comparing proposed compensation to the most current version of the greater kansas city nonprofit organizations and association salary survey report. In addition, the executive committee of the board of directors performs an independent review of the performance evaluations for the ceo and key employees. This independent review is documented in the executive committee minutes. This review last took place in the fall of 2018.

Form 990, Part VI, Section C, Line 19

The organization provides its governing documents, conflict of interest policy, and financial statements to the public upon request.

Additional Explanations

Form 990, Part III, Line 1

The mission of hope house is to break the cycle of domestic violence by providing safe refuge and supportive services that educate and empower those impacted by domestic violence. Hope house will advocate social change that protects and engenders a person's right to live a life free of abuse.

Form 990, Part III, Line 2

Hope House expanded its programming and capacity in FY2020. Expansions occurred in the following programs: - Case Management: Hope House implemented a Case Management Program to better meet the complex needs of clients. The Case Management Program moved case management services out of the Emergency Shelter Program which not only allows Shelter Advocates to focus on providing for clients crisis and basic needs as well as answer the agencys crisis hotline, but provides clients with more individualized and intensive case management services. - Clinical Services: As a result of funding from the Health Forward Foundation, a second full time Family Services Therapist was added to provide individual and group therapy services for clients who have involvement with Childrens Division and/or Family Court. - Hawthorne Place Apartments Project: Through funding received from COMBATs Strivin Grant Program, Hope House began providing onsite therapy and advocacy services at Hawthorne Place Apartments, an income based apartment complex located in Independence, MO. The programs advocacy related services include on-site crisis intervention services such as safety planning and assistance with filing Ex-Parte Orders of Protections; resource referral and linkage/systems navigation; court accompaniment at Municipal Court, Order of Protection Court, and/or Family Court; and other case management related services as needed. The programs therapy related services include individual, group, and family therapy with the non-offending parent; clinical case management, referrals, and service linkage; and support group. Providing services onsite increases the accessibility of services for survivors in the community.

Form 990, Part III, Line 3

Due to the coronavirus pandemic, Hope House had to implement a number of changes within the agency in FY2020. In order to ensure the safety and health of both staff and clients and adhere to social distancing guidelines set by the CDC and local health departments, the number of onsite emergency shelter beds was reduced. To counteract the impact of this reduction in capacity, Hope House expanded the available bedspace in the agencys offsite Hotel Placement Program. Hope House provided the same level of service to those residing in the Hotel Placement Program as those residing onsite by providing meals, crisis intervention, case management, and therapy services. To ensure this level of service, Hope House reserved a designated room at the hotel where staff are available onsite during business hours to address clients needs quickly and adequately. Hope House also shifted to providing the majority of services remotely through various platforms such as Zoom and Doxy.me which allowed direct service staff to "meet clients where they areprovided a fairly seamless continuation of services. Throughout the pandemic, Hope House continued to provide services and meet the needs of adult and child survivors. The agency as well as staff were creative in their solutions and continued to be persistent in ensuring survivors were safe and thriving.

Form 990, Part III, Line 4A

Established in 1983, Hope House, Inc. provides safety, support, and hope for survivors of domestic violence and their dependents in the Kansas City, Missouri metropolitan area. Over time, Hope House services have expanded along with its physical facilities as survivors identified and demonstrated the need for comprehensive, wrap-around care. In FY2020, Hope House services included a crisis hotline; emergency shelter both onsite and offsite through hotel placement; transitional and permanent housing; individual, group, and family therapy; substance use/supported recovery counseling; childrens services; supervised visitation and monitored custody exchanges of custody; court and hospital advocacy; direct client assistance; and civil legal counsel. In FY2020, Hope House provided safe shelter to 352 adults and 261 dependents. Survivors and their dependents benefited from a total of 24,294 bednights of safety. In addition, advocates provided support on 3,807 hotline calls. Through its outreach programming, Hope House provided scattered site transitional housing to 18 women and 38 dependents and provided transitional housing follow-up services to six women. Hope Houses Permanent Housing Program assisted 21 adults and 18 dependents. Additionally, Hope House provided therapy services to 528 women, four men, and 222 children; and childrens advocacy services for 194 children. Hope Houses civil legal team opened 532 cases and 4,942 domestic violence docket entries were heard in the municipal courts in which Hope House court advocates are present. Hope House court advocates also provided assistance to survivors seeking full orders of protection in 1,170 docket entries with female petitioners, 274 docket entries with male petitioners, and two docket entries with petitioners who chose to not disclose their gender identity. Furthermore, 192 women and nine men were provided assistance with completing petitions for ex-parte orders of protection. Hope Houses Family Court Advocacy Program served 153 women. Through Hope Houses partnership with local law enforcement, advocates revisited 70 female survivors and two male survivors in their homes and responded to 119 police call-outs to the scene of domestic violence incidents. As part of its Lethality Assessment Program partnership with eight local police departments, police officers screened 1,081 survivors of intimate partner violence for lethality; 83% screened as being high risk. Through the agencys Guardian Program a total of 117 families with 181 children participated in supervised visitation and/or monitored exchange of custody services. Advocates responded to hospital call-outs with 58 women through the agencys BridgeSPAN Program. Additionally, Hope House screened 1,137 survivors of intimate partner violence for lethality; 84% screened as being at high risk. Hope House personnel held 193 training events during FY2020 and reached 913 participants. Personnel also provided 34 educational presentations to approximately 3,710 individuals. One hundred eighty-five (185) individual volunteers and 36 volunteer groups contributed 5,031 hours of service to the agency.
