Each member is entitled to one vote on each matter submitted to a vote at any meeting of the members. The bylaws require an annual meeting of the members and allow for special meetings of the members as necessary.”

All of these activities noted above are completed prior to the filing of the organization's form 990 with the internal revenue service.”
