IRS990/Desc0Carbon ManagementThe Carbon Capture Coalition (CCC), co-convened by GPI, achieved its top federal legislative priority in 2018 with the passage of landmark legislation to extend, reform, and expand the tax credit for CO2 storage. The bipatisan FUTURE Act represents one of the most significant energy and environmental achievements by Congress in recent memory. This revamped 45Q credit will drive private investment in commercial deployment of technologies to capture carbon dioxide from power plants and industrial facilities for enhanced oil recovery (CO2-EOR) and other forms of geologic storage and for beneficial uses of CO2. Catalyzing support for carbon capture, storage, and utilization. The Carbon Capture Leadership Council is the newest national effort to build support for carbon capture and elevate it as a national policy priority. The council is facilitated by the Carbon Capture Coalition and includes private sector CEOs; labor, NGO, and philanthropic leaders; and former state and federal officials.Coordinating engagement of national and regional leaders on carbon capture projects. GPI coordinated the first-ever national conference on carbon capture that brought together leaders from industry, NGOs, labor, state and federal government, philanthropy, finance and investment, research, and the media to build momentum and drive investment in commercial deployment of carbon capture technologies following the passage of a key federal tax credit (FUTURE Act).Assisting state officials to advance carbon capture in their regions. GPI staffs and coordinates the State Carbon Capture Work Group at the invitation of the original co-convening governors, Matt Mead (R-WY) and Steve Bullock (D-MT). The group aims to help policy-makers better understand states' potential for carbon capture and CO2-Enhanced Oil Recovery, recommend strategies and policies to states and the federal government, support state policy-makers in implementing those recommendations, and encourage enactment of federal policies that complement state priorities. The Work Group published a report recommending policies to enable power plants with carbon capture to compete cost-effectively in wholesale power markets in June 2017 and another report in December 2017 outlining the opportunity for capturing and utilizing CO2 from ethanol. The Work Group has now shifted focus to regional carbon management initiatives in the Northern Plains/Rockies and Midwest regions to capitalize on the passage of the 45Q tax credit at the federal level. Educating and engaging state leaders. The PJM Energy & Environmental Regulators Group educates and engages state leaders on key state and federal policy issues. GPI, along with Duke University's Nicholas Institute, organized a successful workshop in Washington, DC featuring a keynote presentation from FERC Commissioner Robert Powelson and focusing on cutting edge energy and environmental topics facing the PJM region. GPI co-organized a previous workshop in the region in September 2017.

GPI convenes the Midcontinent Power Sector Collaborative, which develops comprehensive and integrated decarbonization strategies for the region. The inaugural chapter in its series of road maps to decarbonization focused on the electricity sector and illustrates routes to decarbonization using existing technology in order to inform good decisions on the part of public and private entities. Future road maps will build on this work and focus on decarbonizing transportation and buildings. Advancing electric vehicle adoption and charging infrastructure. GPI leads efforts at the state and local levels to accelerate the adoption of electric vehicles (EVs), support infrastructure, and help shape utility EV programs in multiple jurisdictions. Initiatives include Drive Electric Minnesota and the Midcontinent Transportation Electrification Collaborative. Additionally, in collaboration with other organizations through Charge Up Midwest, GPI worked with utilities and regulators to encourage utility proposal on transportation electrification. Active commission dockets on transportation electrification in Ohio, Michigan, Illinois, Minnesota, and Missouri were due in part to the efforts of this partnership.Unveiling state-wide EV charging map in Minnesota. This map aims to guide future investments in Minnesota, with a goal of enabling an EV owners to drive their EV anywhere in the state.Creating the first multi-stakeholder regional initiative devoted to transportation electrification in the Midcontinent region. The Midcontinent Transportation Electrification Collaborative (MTEC) brings together a diverse set of stakeholders from across the region and includes investor-owned utilities, merchant power companies, electric cooperatives, environmental groups, and state regulators. The group released its first work product in April 2018, a consensus white paper recommending an increased role for utilities in promoting electric vehicles. MTEC's work aims to provide policy makers and stakeholders with information about what may be needed to achieve deep carbon reductions. Positioning Minnesota as a world-leader in the bioeconomy. GPI's Bioeconomy Coalition of Minnesota helped pass the bio-incentive program in 2015, offering incentives for production of bio-based chemicals and advanced biofuels. For the first time in FY2018, two facilities drew on the program, illustrating the program is starting to have an impact on helping to commercial new technology. The Bioeconomy Coalition is actively recruiting additional advanced biofuel and bio-based chemical projects to the state.Collaborating with the Kansas Geological Survey as part of a national CarbonSAFE project. With its partners, GPI models the potential for CO2 pipelines to capture carbon from Midwestern ethanol, industrial, and power plants and transport it to permanent storage reservoirs. First-ever Electric Vehicle (EV) Day at the Minnesota Capitol. This event engaged more than 30 individual legislators from both political parties and educated them about electric cars, buses, and EV charging, which included engagement and education with several key committee chairs and house leadership.Advocating successfully for increased EV adoption and infrastructure. Through GPI's Drive Electric Minnesota, we successfully helped secure 30 percent of funds from Minnesota's Volkswagen Settlement for EV charging stations and deployment of EV trucks and buses. The plan includes expenditures of more than $7 million in EV charging infrastructure (15 percent of total funding, the maximum allowed), and an additional $7 million carve-out for EV trucks and buses. GPI co-directs GreenStep Cities, an award-winning voluntary challenge, assistance, and recognition program that supports cities' substantive actions to achieve their sustainability goals. The program has now grown to a network of more than 120 Minnesota cities and three tribal nations-more than 44 percent of the state's population. This work informed efforts to launch a national network of statewide sustainability programs in 12 states, engaging a collective 1,650 cities.Developing strategic and ambitious climate action plans. Helped 40 Minnesota cities set clean energy and climate goals. For example, GPI helped develop a plan for the City of St. Louis Park to achieve 100 percent renewable electricity by 2030 and carbon neutrality by 2040. GPI launched the Cities Charging Ahead! cohort of 28 Twin Cities metro and greater Minnesota cities working on EV readiness by upgrading fleets, adding charging infrastructure, and ensuring development guidelines support EVs. Designing and implementing strategies for market deployment of solar + EV charging. GPI was selected as one of only nine teams in the US to be part of the Solar Energy Innovation Network, a collaborative research effort operated by the National Renewable Energy Laboratory with funding from the US Department of Energy. As part of this effort, GPI's "smart charging" project will model how EVs and solar energy can work together to benefit both customers and the grid. Developing a Utility Energy Registry to make reliable energy data readily available to Minnesota cities. GPI helped develop the framework for this voluntary, online platform to provide public access to community-scale utility energy data. The Great Plains Institute marked the 20th anniversary of its founding as a nonpartisan, nonprofit organization dedicated to transforming the energy system to benefit the economy and environment. GPI was founded on the idea that there should be an organization where people with different opinions about how to provide clean, secure energy for generations could come together and create common solutions. GPI has realized that promise and continues to bring together unlikely allies to forge durable solutions to benefit the economy and environment. New, three-year strategic plan. GPI conducted a comprehensive assessment and planning process to develop a new three-year strategic plan. The outcome was an updated mission statement, streamlined program mix, and ambitious goals that more accurately align with GPI's scope of work and potential in the energy sector. Our goals for transforming the energy system are to:* increase energy efficiency and productivity* decarbonize electricity production* electrify the economy and adopt zero- and low-carbon fuels* capture carbon for beneficial use and permanent storage More sophisticated digital presence for GPI and some of its key initiatives. To better communicate our mission, goals, work, and accomplishments to both targeted and broad audiences, GPI went through a major refresh of its main website as well as a refresh of its visual identity. Following the initial launch of the new site, users spent 20 percent more time on the site, were 186 percent more likely to view blog/publication content, and 12 percent more like to view a second post. Additionally, due to significant growth and progress in two of the programs GPI co-convenes, we launched brand new websites for the e21 Initiative and Carbon Capture Coalition. Charity Navigator Award: GPI earned a four-star rating from Charity Navigator, the leading charity evaluator in America. This award demonstrates our strong financial health and commitment to accountability and transparency. A four-star rating, four years in a row places GPI in the top 15 percent of nonprofits in the country. GPI earned GuideStar's Silver Seal of Transparency. GuideStar is the world's largest source of information on nonprofit organizations. The award recognizes transparency and financial accountability. GPI has since gone on to earn the Gold Seal of Transparency in FY2019. This seal places GPI in the top 0.5 percent of the more than two million nonprofits listed on GuideStar.
