Activity 2

Commercial development - the commercial development program coordinates focused redevelopment of district del sol's streetscape and underutilized commercial properties. Currently the program is focused on a three phase redevelopment of the robert and cesar chavez intersection, the most blighted and highly trafficked intersection in the west side neighborhood. A small area planning effort to direct public investment into the intersection is funded and underway, and two of the three phases have been fully prepared for future development. Additionally, reda has coordinated over 200 volunteers and 30 businesses in its clean, green, and thriving streets campaign, resulting in cost effective bi-weekly pick up of litter and emptying of public trash cans, a series of service project days that plants flowers and spruces up paint throughout the district, and coordination of an annual public art project that engages neighborhood youth in the artistic process. In 2011, hundreds of flowers were planted, 15 new benches and garbage cans were installed along the street and mosaic picnic tables and benches were installed in a public space.

Activity 3

Business outreach and support - educational events and one-on-one technical assistance is provided to small business owners in an effort to foster and promote business growth on saint paul's west side. The west side business growth fund provides micro-loans to local businesses for business expansion, business start-up, and real estate acquisition. In addition, assistance with business licensing procedures, cash flow projections, marketing and merchandising, and financial document analysis is provided to west side entrepreneurs. In 2011, reda provided loan consultation to fifteen loan candidates, and disbursed $40,000 in grant and loan money for capital improvements.reda assists local entrepreneurs with commercial redevelopment projects involving facade enhancements as well as business expansions. In 2011, the business incentive and building improvement programs leveraged almost $50,000 in storefront and building improvement projects. In addition, reda hosts luncheons, speaker panels, and networking events that allow west side businesses to socialize and learn about business and city related topics. These educational activities foster business-to-business relationships that contribute to a vibrant commercial community.
