The board of directors has assigned the review process to the minnesota chamber finance committee. The finance committee holds a meeting to review the 990 and supporting schedules.

Financial Statement Notes

PART X, LINE 2:

Fin 48 disclosure from reviewed financial statements: the foundation is exempt from taxation under section 501 (c)(3) of the internal revenue code. Accordingly, no provision for income taxes is included in these financial statements. The foundation had no tax expense in 2017 and 2016. The foundation reviews income tax positions taken or expected to be taken in income tax returns to determine if there are any income tax uncertainties. This includes positions that the entity is exempt from income taxes or not subject to income taxes on unrelated business income. The foundation recognizes tax benefits from uncertain tax positions only if it is more likely than not that the tax positions will be sustained on examination by taxing authorities, based on the technical merits of the positions. The foundation has identified no significant income tax uncertainties. The foundation files information returns as a tax-exempt organization. Should that status be challenged in the future, all years since inception could be subject to review by the internal revenue service.

THEY WILL TOUR VARIOUS COMPANIES AND TALK DIRECTLY WITH INDUSTRY AND COMPANY LEADERS ABOUT THEIR ECONOMIC IMPACT TO OUR STATE, THEIR CHALLENGES, OPPORTUNITIES AND FUTURE PLANS. THE 2018-2019 GROUP WILL BE SELECTED IN APRIL AND WILL BEGIN IN SEPTEMBER IN MANKATO. THEY ALSO WILL TRAVEL UP NORTH TO THE IRON RANGE, DOWN SOUTH TO THE AUSTIN AREA AND TWO SESSIONS IN THE TWIN CITIES WITH THE FINAL ONE IN ST. PAUL WITH A FOCUS ON POLICY AND OUR STATE'S ECONOMY. AN ALUMNI EVENT IS HELD ONCE A YEAR IN A PART OF THE STATE THAT WAS NOT PART OF THE INITIAL PROGRAM YEAR FOR PARTICIPANTS. THIS YEAR'S EVENT WILL BE HELD IN MOORHEAD ON APRIL 26 - 27, 2018. ALUMNI OF THIS PROGRAM HAVE PROVEN TO BE OUR FUTURE VOLUNTEER LEADERSHIP AND ACTIVE SUPPORTERS OF THIS ORGANIZATION.

IRS990/ProgSrvcAccomActy2Grp/Desc0THE BUSINESS ENVIRONMENTAL SUSTAINABILITY FINANCE PROGRAM (BESFP) IS A GRANT PROGRAM OF THE MINNESOTA CHAMBER OF COMMERCE. THE PURPOSE OF THE BESFP GRANT PROGRAM IS TO MOTIVATE BUSINESS OWNERS TO COMPLETE ENERGY EFFICIENCY OR WASTE REDUCTION PROJECTS THAT WOULD OTHERWISE NOT GET DONE WITHOUT A BESFP GRANT. GRANTS OF UP TO $3,000 MAY BE AVAILABLE FOR PRE-QUALIFIED ENERGY EFFICIENCY AND WASTE MANAGEMENT PROJECTS. BESFP GRANT PROGRAM PARTICIPANTS WORK CLOSELY WITH ENERGY SMART OR WASTE WISE STAFF TO IDENTIFY PROJECTS THAT MAY QUALIFY FOR A GRANT. ELIGIBLE PROJECTS INCLUDE ENERGY EFFICIENCY PROJECTS THAT RECEIVE AN ENERGY UTILITY REBATE AND WASTE PROJECTS WHICH RESULT IN QUANTIFIABLE WASTE DIVERSION (WASTE KEPT OUT OF THE MUNICIPAL SOLID WASTE STREAM). NO MORE THAN ONE GRANT PER BUSINESS (OR BUSINESS LOCATION) PER CALENDAR YEAR, OR FOR ONE 12-MONTH PERIOD, WILL BE GIVEN. FOR MN TO CONTINUE TO HAVE THE WORLD-CLASS SKILLED WORKFORCE THAT IS A CORNERSTONE OF OUR COMPETITIVE BUSINESS CLIMATE, REFORMS MUST BE IMPLEMENTED TO RAISE THE ACHIEVEMENT OF ALL STUDENTS, ENSURING THAT EVERY STUDENT GRADUATES READY FOR THE WORKPLACE OR FOR POSTSECONDARY EDUCATION. THEREFORE, THE MINNESOTA CHAMBER OF COMMERCE HAS A PROGRAM, BUSINESS EDUCATION NETWORKS, TO NARROW THE WORKFORCE SKILLS GAP BY BETTER CONNECTING EMPLOYERS WITH HIGH SCHOOL AND COLLEGE STUDENTS, AND WITH HIGHER EDUCATION AND WORKFORCE TRAINING SYSTEMS. OUR GOAL IS TO ENSURE THAT EMPLOYERS HAVE READY ACCESS TO DYNAMIC AND HIGHLY SKILLED WORKERS THEY WANT TO EMPLOY, AND TO MAKE CERTAIN THAT STUDENTS FROM ALL BACKGROUNDS COMPLETE DEGREE AND CERTIFICATE PROGRAMS IN AREAS WHERE THEY WILL HAVE MEANINGFUL EMPLOYMENT OPPORTUNITIES.THE BUSINESS EDUCATION NETWORKS PROGRAM CONNECTS BUSINESSES AND LOCAL CHAMBERS OF COMMERCE WITH STUDENTS, EDUCATION INSTITUTIONS AND WORKFORCE TRAINING PROGRAMS SO WORKFORCE NEEDS ARE CLEARLY AND REGULARLY ARTICULATED. AS A RESULT, THESE PROGRAMS WILL BE MORE CLOSELY ALIGNED WITH THE CHANGING NEEDS OF THE ECONOMY. WINONA HAS 100-PLUS MANUFACTURERS, MANY IN NEED OF WORKERS. THE PROGRAM IS EXPANDING TO THE BRAINERD AREA IN THE HOSPITALITY SECTOR.

THE POHLAD FAMILY FOUNDATION HAS PROVIDED GRANT AND LOW-INTEREST LOAN FUNDS TO SUPPORT PRIVATE, SMALL BUSINESSES THROUGHOUT MINNESOTA DURING THE ECONOMIC CRISIS. THE PURPOSE OF THE GRANTS AND LOANS ARE TO PRESERVE JOBS OR PLAN FOR BUSINESS GROWTH. FORTY-NINE BUSINESSES RECEIVED GRANTS AND 37 BUSINESSES RECEIVED LOW-INTEREST LOANS IN 2009. FOLLOW UP SURVEYS AND VISITS HAVE BEEN MADE TO THE GRANT AND LOAN RECIPIENTS TO MONITOR THE SUCCESS OF THE PROGRAM AND TO PROVIDE FEEDBACK TO THE POHLAD FAMILY FOUNDATION. A MAJORITY OF THE LOANS HAVE BEEN PAID IN FULL.

THE PROGRAM IS MODELED AFTER LEADERSHIP MINNESOTA BUT TARGETS DEVELOPING BUSINESS LEADERS. LEADERS LAB WILL TAKE 35 DEVELOPING BUSINESS LEADERS ON 4 SESSIONS WITH AN OVERNIGHT AT THE FIRST AND FINAL SESSION. LIKE LEADERSHIP MINNESOTA, EACH SESSION WILL INCLUDE OPPORTUNITIES TO TOUR AND LEARN MORE ABOUT INDUSTRIES THAT DRIVE MINNESOTA'S ECONOMY AND HOW PUBLIC POLICY AFFECTS THE SUCCESS OF BUSINESS IN OUR STATE. OUR HOPE IS TO KICK OUT 35 MORE EDUCATED BUSINESS LEADERS EACH YEAR ALSO WITH THE UNDERSTANDING OF WHY THEY SHOULD HAVE A VOICE IN THE POLICY PROCESS.
