Mission

Metro Blooms mission is to promote and celebrate gardening, to beautify our communities and help heal and protect our environment. We are a private nonprofit volunteer-based organization which seeks to partner with other organizations, businesses, professional associations, local governments and watershed districts to promote environmentally sound gardening and landscaping practices to improve the health of our land and water resources.

Metro Blooms partners with communities to create resilient landscapes and foster clean watersheds, embracing the values of equity and inclusion to solve environmental challenges.

Governance Explanations

Form 990, Part VI, Section B, Line 11B

Upon receipt from accountant, Metro Blooms' Executive Director, independent financial consultant, and Board treasurer review the form 990. It is also shared with the Finance Committee of the Board for review and then the entire Board of Directors for approval when finalized. Any comments are shared directly with our accountant for consideration and application in the final form.

All Board of Directors are asked to sign a conflict of interest disclosure statement once annually.

Form 990, Part VI, Section B, Line 15

The compensation process for all staff, including the Executive Director and top management staff includes a review of comparability data and discussion and approval processes within staff and the Board Executive Committee as follows. Executive Director: an assessment of comparability data was completed in 2021 (based on 2020 data). The Executive Committee decides an initial offer for Executive Director salary. Subsequent raises are approved by the Executive Committee. Staff: an assessment of comparability data is ongoing in 2022, which will inform a wage policy with wage ranges for each position level. All staff participate in a formal review, at least annually, which includes a wage discussion. If an increase is proposed the manager must receive approval from the Executive Director before final approval. We award merit-based increases as appropriate and cost of living increases at least every other year. Compensation range for new hires is determined based on comparability of market data and informed by rates across the organization.

With the exception of Metro Blooms Design & Build LLC, the Organization's activities are generally exempt from federal and state income taxes under Section 501(c)(3) of the Internal Revenue Code. Since the Organization is exempt from federal and state income tax liability, no provision is made for current or deferred income tax expense. The Organization is not a private foundation. Management has determined that the Organization is not subject to unrelated business income tax. Management is not aware of any transactions that would impact the Organization's tax-exempt status. The Organization follows the guidance of the Accounting Standard Codification (ASC) 740, Accounting for Income Taxes, related to uncertainties in income taxes, which prescribes a threshold of more likely than not for recognition and derecognition of positions taken or expected to be taken in a tax return. For the years ended December 31, 2021 and 2020, management of the Organization is not aware of any material uncertain tax positions. All tax-exempt entities are subject to review and audit by federal, state and other applicable agencies. Such agencies may review the taxability of unrelated business income, or the qualification of the tax-exempt entity under the Internal Revenue Code and applicable state statutes. For federal tax purposes, the tax returns remain open for possible examination for a period of three years after the respective filing deadlines of those returns.

IRS990/Desc0Our Neighborhood and Affordable Housing Projects in 2021 included the following: - Redesigning Landscapes with Rental Communities: worked with 6 rental communities to create outdoor spaces that heal our earth while meeting community needs. Residents were active decision-makers, and community priorities shaped each design. We hired residents as project stewards. Residents "dug in" during paid community planting events. Sites for this programming included Autumn Ridge apartments in Brooklyn Park, Brook Gardens and Brooks Landing in Brooklyn Park. 148 residents participated in project activities, 8 rain gardens were installed, 40 trees were planted and 843,000 gallons of runoff were captured annually. - Neighborhood demonstration projects in Northside Minneapolis and the Phillips and Corcoran Neighborhoods in Minneapolis included 15 residents installing pollinator plantings as part of community focused initiatives with residents in environmental justice communities. - Commercial and Institutional Projects: We helped small businesses and institutions plan, access funding for and install rain gardens and other green infrastructure. These practices make them eligible for stormwater credits on tax bills. We engaged small businesses along the 38th St. corridor in Minneapolis on projects featuring native plantings and pollinator-themed artwork (in partnership with Chicago Avenue Fine Arts Center). This was funded largely by the City of Minneapolis Great Streets program. Metro Blooms also participated in a community planting day at All Nations Church in Minneapolis.

IRS990/ProgSrvcAccomActy2Grp/Desc0Metro Blooms and Blue Thumb workshops taught people earth friendlier ways to make their yards more resilient to the challenges of climate change. We offered three workshop themes: Resilient Yards, Bee Lawns, and Planting for Pollinators. More than half of participants surveyed later planned on installing a rain garden. Metro Blooms continued to manage the Blue Thumb education program which is a partnership of local government, landscape contractors, native plant nurseries and others committed to the promotion of native plantings, rain gardens, and shoreline plantings. Board of Water and Soil Resources launched the Lawns to Legumes program in 2019 with funding from the MN Legislature. It is a nationally recognized program to replace residential turf with pollinator habitat. Metro Blooms managed an individual grant program for state residents to plant pollinator habitat as part of Lawns to Legumes. Lawns to Legumes received a 2021 Environmental Initiative Award for Large-Scale Sustainability impacts. We also offered trainings for volunteer coaches and professional partners as part of this initiative. Sustainable Landcare Trainings led by Metro Blooms staff are growing a green infrastructure workforce and creating job and education pathways in the environmental field, especially in communities that lack quality training programs. After a pandemic hiatus in 2020, we revamped our training to add an online learning element. We provided training to 101 youths and young adults. Finally, our volunteers had hundreds of conversations with attendees at the MN State Fair about the ongoing Lawns to Legumes program.
