Mission

Prg combines community-based affordable housing development with education and counseling to help all people and neighborhoods thrive. We accomplish our mission both by developing affordable housing in partnership with neighborhoods and other groups, and by educating and counseling first-time homebuyers and households at risk of foreclosure.

Major Activities

Activity 2
Homebuyer education and counselingin 2010, prg ran 16 homebuyer workshops serving 355 households and making prg the largest provider of this program in the state of minnesota. Prg's pre-purchased counselors advised 162 families during the year - a 46% increase over the previous year.this program is available to all clients seeking independent, confidential counseling and information; however, we place a high priority on marketing our services to first-time homebuyers and members of underserved groups. We attend community events and partner with a variety of community organizations. As a result of these outreach efforts, the statistics about the clients we serve reflect the community's diversity. In 2010: - 37% are households of color.- 74% are first-time homebuyers.- 15% are first-generation homebuyers.- 8 in 10 have incomes under 80% of the metro area median.- about 4 in 10 have incomes under 50% of the area median.foreclosure counselingdue to funding cuts, in october 2010 we had to reduce our forclosure program staffing by .5 fte.in response, we have placed more empahsis on efficient 'triage' of homeowners who seek our services, and we've begun to hold group education workshops, these give basic information on foreclosure and on the loan modification process, and are geared to clients who are still current on their mortgage but are worried about their future ability to keep up. This allows our counselors to keep providing intensive advocacy and follow-up with those whose situations are more urgent or who need more specific assistance.as a result, we counseled 233 households in 2010 - an increase over 2009. Of those whose outcomes are known, over 80% were able to avoid foreclosure, and the vast majority of those were able to stay in their homes. As a result of our targeted outreach and our long-term relationships with community organizations, a large percentage of those we serve are members of underserved groups:- 82% have incomes under 80% of the median.- 50% have incomes under 50% of the median. - 27% are households of color.

IN 2010, IN RESPONSE TO THE EFFECTS OF FORECLOSURES ON NEIGHBORHOODS, WE CONTINUED TO ALLOT THE MAJORITY OF OUR DEVELOPMENT CAPACITY TO REHABBING SINGLE-FAMILY, FORECLOSED HOMES, WHILE ALSO CONTINUING WITH ONGOING MULTI-FAMILY PROJECTS AS CONDITIONS ALLOWED.SINGLE FAMILY DEVELOPMENTPRG'S FORECLOSURE RECOVERY WORK TARGETS TWO NORTH MINNEAPOLIS NEIGHBORHOODS (HARRISON AND JORDAN) AND THE SUBURBAN COMMUNITY OF BROOKLYN PARK. EACH OF THESE AREAS HAS BEEN SEVERELY IMPACTED BY THE FORECLOSURE CRISIS AND SOUGHT OUR ASSISTANCE.IN 2010, PRG ACQUIRED 16 LENDER-OWNED SINGLE-FAMILY HOMES IN NEED OF SIGNIFICANT REHABILITATION. OF THESE, 8 HAVE COMPLETED THE RENOVATION PROCESS AND BEEN SOLD TO LOW AND MODERATE INCOME, FIRST-TIME HOMEBUYERS.PRG HAS DONE EXTENSIVE OUTREACH TO SMALL AND MINORITY CONTRACTORS AND AS A RESULT HAS AWARDED THE MAJORITY OF ITS CONSTRUCTION CONTRACTS TO FIRMS OF THIS TYPE.PRG WILL CONTINUE TO FOCUS ON FORECLOSURE RECOVERY WORK IN 2011 AND EXPECTS TO HAVE A TOTAL OF APPROXIMATELY 20 HOMES IN THE REDEVELOPMENT PEPELINE THROUGHOUT THE YEAR, COMPLETING AND SELLING 16 ADDITIONAL HOMES BY YEAR END.EMERSON TOWNHOMESEMERSON TOWNHOMES IS A 12-UNIT NEW CONSTRUCTION DEVELOPMENT IN THE HERITAGE PARK AREA OF NORTH MINNEAPOLIS. PRG SOLD AN ADDITIONAL THREE OF THESE UNITS IN 2010, LEAVING THREE UNITS UNSOLD.SPIRIT ON LAKEGIVEN THE CURRENT FOR-SALE HOUSING MARKET AND CHANGES IN DEMAND, SPIRIT ON LAKE IS BEING RESTRUCTURED FROM A 41-UNIT LIMITED EQUITY COOPERATIVE TO AN AFFORDABLE RENTAL PROJECT. PRG CONTINUED TO WORK WITH THE SPIRIT OF THE LAKES CHURCH AND EXPLORED POTENTIAL DEVELOPMENT PARTNERS FOR THE RENTAL PROJECT. THE PROJECT WILL BE CONSTRUCTED ON THE CORNER OF 13TH AVENUE SOUTH AND EAST LAKE STREET AND IS BEING MARKETED TO THE AGING GLBT POPULATION.
