The board of directors reviewed the 990 prior to it being finalized and submitted. All were emailed a copy of the draft 990 and given an opportunity to comment. In addition, the executive committee of the board met prior to, reviewed the comments, or lack thereof, and approved the submission of the 990 report as drafted.

Updated conflict of interest statements are secured from each board member annually. If any member checks that a conflict exists, the full board reviews the situation and makes a determination as to whether or not there truly is a conflict and, if so, the appropriate action to take.

Since salary's have been frozen for the last 4 years, there was no need to institute any sort of salary survey. Any salary adjustments have come from hs cola wage adjustments and increased position responsibilities and promotions. The last cola increase was 1.01% effective july,2014.

Financial Statement Notes

PART X, LINE 2:

The organization has adopted the recognition requirements for uncertain income tax positions as required by generally accepted accounting principles, with no cumulative effect adjustment required. Income tax benefits are recognized for income tax positions taken or expected to be taken in a tax return, only when it is determined that the income tax position will more-likely-than-not be sustained upon examination by taxing authorities. The organization has analyzed tax positions taken for filing with the internal revenue service and all state jurisdictions where it operates. The organization believes that income tax filing positions will be sustained upon examination and does not anticipate any adjustments that would result in a material adverse affect on the organizations financial condition, results of operations or cash flows. Accordingly, the organization has not recorded any reserves, or related accruals for interest and penalties for uncertain income tax positions at september 30, 2015. The organization is subject to routine audits by taxing jurisdictions; however, there are currently no audits for any tax periods in progress. The organization believes it is no longer subject to income tax examinations for years prior to 2012.

AN AVERAGE OF 96% OF PARTICIPATING INFANTS AND CHILDREN ARE UP-TO-DATE ON IMMUNIZATIONS. OVERALL, PARENT SATISFACTION WITH PROGRAM OPTIONS IS RATED AT 98% FOR HEAD START AND 96% FOR EARLY HEAD START.

THE FOLLOWING ENERGY SAVING MEASURES ARE ELIGIBLE ACTIVITIES: AIR SEALING, UPGRADING FURNACE EFFICIENCY, INSULATION FOR HOMES SHELL, HEALTH AND SAFETY MEASURES, AND IN SOME CASES DOOR AND/OR WINDOW REPLACEMENT SHOULD THE MEASURE GET A SAVING TO INVESTMENT RATIO (SIR) GREATER THAN ONE IN THE WEATHERIZATION ASSISTANCE. AGENCY ENERGY AUDITORS PERFORM PRE-AND POST-INSPECTIONS WITH THE USE OF BLOWER DOORS. THIS TEST QCI AUDITORS PERFORM CHECKS THE AIR TIGHTNESS OF THE HOME, ALLOWING THE ENERGY AUDITOR AND CONTRACTOR TO IDENTIFY AIR LEAKS, CENTRAL AIR QUALITY, AND PREVENT OVER TIGHTNESS.
