“The executive committee consists of the immediate past chair, chair, vice chair, secretary, treasurer, the chairs of any standing committees, up to three directors designated by the chair and the executive director, as a non-voting member. Its principal responsibilities are to plan, coordinate and integrate programs to achieve the citizens leagues strategic commitments.”
“Any person who satisfies membership criteria shall be eligible for membership and may become a member by submitting a membership form in which the individual attests to meeting the membership qualifications and provides contact information including a mailing address. Members consist of individuals, households and student/communities. Individual membership shall consist of persons who subscribe to the purposes of the citizens league and who pay the annual membership dues established by the board of directors. Household membership shall consist of multiple members within one household, including spouses and partners, who jointly subscribe to the purposes of the citizens league and who pay dues established by the board of directors. “As part of each year's annual budget, funds may be set aside for employee base pay adjustments and performance base pay increases. The distribution of these funds in the following year will be based on their availability, the approval of the board and the performance of the individual staff member toward achieving their individual work plan goals. Staff base pay will be benchmarked periodically against industry-specific information in minnesota, e.g. The minnesota nonprofit salary and benefits survey by the minnesota council of nonprofits. This process will take into account the actual work requirements of each position, the citizens league position within the market range and the expertise of the individual employee. “The citizens league ended 2013 with more than 1,800 members. Over the course of the year we engaged individual participants in events and community gatherings, committee meetings, and other activities that supported the advancement of our mission: to identify, frame, and propose solutions to public policy problems; develop civic leaders in all generations who can govern for the common good; and, organize the individual and institutional relationships necessary to achieve our goals. During the 2013 tax year, individuals participated in our work and volunteered for a total of 13,609 hours. The citizens league tracks participation hours on a monthly basis by recording event and meeting attendance, committee work, and any other time that a non-staff member spends doing citizens league related work and activities.”
“Citizens league is a qualified tax-exempt nonprofit organization under section 501(c)(3) of the internal revenue code and similar state provisions and is therefore exempt from federal and state income taxes. The organization follows guidance regarding the recognition of uncertain tax positions. This guidance prescribes a recognition threshold for the financial statement recognition of tax positions taken or expected to be taken on a tax return that are not certain to be realized. The implementation of this guidance had no impact on the organization's financial statements. The organization's tax returns are subject to review and examination by federal authorities. The tax returns for the years 2010 through 2012 are open to examination by federal authorities.”

THE GOAL WAS TO EXPLORE WAYS TO REDUCE THE COST OF SERVICES WHILE INCREASING ACCESS AND QUALITY. THE FINAL REPORT FOR THE HALF-DOZEN CONVERSATIONS WAS DELIVERED IN JANUARY OF 2013. IN 2013 THE CITIZENS LEAGUE ALSO COMPLETED A MULTI-YEAR COMMUNITY ENGAGEMENT EFFORT THAT WAS SPONSORED BY THE BUSH FOUNDATION THAT BROUGHT MINNESOTANS INTO A SERIES OF CONVERSATIONS TO UNDERSTAND THE DATA ON HEALTH CARE QUALITY, COST AND ACCESS, AND TO SUGGEST WAYS TO IMPROVE ALL THREE OF THESE OUTCOMES.THE CITIZENS LEAGUE IS IN THE PROCESS OF DEVELOPING POLICY RECOMMENDATIONS IN THREE AREAS: FINANCING FOR HIGHER EDUCATION, ELECTRICAL ENERGY EFFICIENCY, AND WATER GOVERNANCE. ON HIGHER ED: ARE SOME OF TODAY'S TROUBLING OUTCOMES IN HIGHER EDUCATION (COMPLETION, DEBT, ACCESS, ETC.) THE RESULT OF AN OUTDATED FINANCING MODEL? ELECTRICAL ENERGY: WE ARE DEVELOPING RECOMMENDATIONS TO CHANGE THE BUSINESS MODEL FOR INVESTOR-OWNED UTILITIES TO REWARD PERFORMANCE AROUND GOALS LIKE ENERGY EFFICIENCY. WATER GOVERNANCE: THE CITIZENS LEAGUE IS ALSO WORKING WITH OTHER ORGANIZATIONS AS A PART OF THE MINNESOTA ACTIVE CITIZENSHIP INITIATIVE TO EXPLORE WHETHER OR NOT A CIVIC ORGANIZING MODEL CAN HELP TO ADDRESS POLICY ISSUES LIKE IMPROVING THE CIVIC GOVERNANCE CAPACITY TO ADDRESS NON-POINT SOURCE POLLUTION.FINALLY, TO IMPROVE THE ENGAGEMENT OF PEOPLE FROM ACROSS GENERATIONS AND SECTORS, THE CITIZENS LEAGUE LEADS TWO ENGAGEMENT/LEADERSHIP EFFORTS. THROUGH THE "CIVICS@WORK" PROGRAM, THE CITIZENS LEAGUE PROVIDES POLICY AND CIVIC EDUCATION OPPORTUNITIES FOR EMPLOYEES AT A RANGE OF BUSINESSES THROUGHOUT THE TWIN CITIES. THE CONVERSATIONS ARE INTERACTIVE, INFORMATIVE, AND RELATED TO CURRENT AND LONG-TERM POLICY AND CIVIC ISSUES. THE CITIZENS LEAGUE ALSO FACILITATED A TRIP OF APPROXIMATELY 25 TO 45 EMERGING LEADERS TO MILWAUKEE TO BETTER UNDERSTAND THEIR LEADERSHIP AND ECONOMIC DEVELOPMENT ACTIVITIES, AND BUILD A BASE OF LEADERS WHO CAN ADDRESS IMPORTANT CIVIC, POLICY AND BUSINESS ISSUES IN MINNESOTA. |
