Mission

To help people help themselves through its services and programs and to assist them in utilizing existing services and programs in the community. In its assistance to the people of the janesville area, echo utilizes a combination of professional and volunteer staff to provide housing, food, household goods, transportation, and other essential services. Echo serves primarily low income people or people with an emergency need.

To meet housing, food and other basic human needs & address the barriers to self-sufficiency.

John and kathy schumacher have a family relationship, ortrude and cliff badger have a family relationship, and sandy and greg kraft have a family relationship.

Members of this corporation may include faith communities, individuals, businesses, and agencies from the community. Member faith communities agree to sustain echo with prayers, funds, volunteers, and donated materials to be distributed to those who come to echo for assistance. Members not associated with faith communities agree to sustain echo with funds, volunteers, and donated materials to be distributed to those who come to echo for assistance. Faith communities, individuals, businesses, and/or agencies from the community may become members by requesting such status, with such status to be approved by the executive committee of echo.

Form 990, Part VI, Section A, Line 7A

Each member faith community shall appoint one representative and an alternate to regularly attend and serve on the echo board of directors. Other members shall appoint one representative to serve on the echo board of directors.

Form 990, Part VI, Section A, Line 7B

The bylaws may be amended at any time by a vote of two-thirds of the member representatives at a meeting with a quorum duly called for that purpose, provided that the proposal for such amendment was submitted in writing at the previous regular meeting and that written notice has been sent to all members.

The 990 is reviewed by the executive committee, and the executive committee reports on the 990 to the full board at its meeting the following week. All board members are offered copies of the 990 and audited financials. Those not at the meeting may request them from the executive director at the office. The board treasurer or president signs the form.

Each year, each member of the board is given the conflict of interest policy to review. With it, they are also given a conflict of interest disclosure statement to complete, asking them their name, fill in their decision-making capacity, and acknowledging their understanding of the policy, disclosing any potential conflict they or a family/household member may have, and if there is a potential for conflict of interest, to state how it is handled. Examples are given. The form is signed, dated, and kept in an agency file. If the executive committee or executive director notices that a potential conflict was not described, it would be discussed.

Only 16 employees, which includes the executive director, are paid. Staff performance is reviewed annually by the executive director, and the executive director is reviewed by the executive committee. Comparisons to other organizations are gathered by the executive director, and any officer is welcome to add to what is shared. Depending upon funding, staff may receive raises. No officers are paid. No board members are paid.

ECHO ACCOMPLISHES ITS MISSION THROUGH THE USE OF FUNDS RECEIVED FROM FAITH COMMUNITIES, INDIVIDUALS, COMMUNITY GROUPS, BUSINESSES, LOCAL FOUNDATIONS, AND SOME PUBLIC FUNDING SOURCES, AS WELL AS VOLUNTEERS AND DONATED SERVICES AND GOODS. ECHO ASSISTS FAITH COMMUNITIES WITH THEIR SOCIAL SERVICES OUTREACH BUT DOES NOTIMPOSE A THEOLOGICAL OR A POLITICAL VALUE SYSTEM UPON THOSE SERVED.
