Mission and Program Overview

Mission

Southwestern wisconsin community action program, inc. (swcap) works to:-significantly and meaningfully involve low-income people in developing and carrying out anti-poverty programs. -mobilize public and private resources in support of anti-poverty programs; plan and evaluate both long and short-range strategies for overcoming poverty in the community. -serve as an advocate of low-income people on matters of public policy which affect their status, promote institutional improvements and desirable changes in social policy. -conduct or delegate to other agencies the operation of programs financed through federal, state, local, or other available funds.

To reduce poverty, revitalize low-income communities, and empower low-income individuals and families to become self-sufficient by: creating economic, educational and other opportunities for and providing a range of services to low-income families and individuals; mobilizing resources directed to the elimination of poverty; and educating the public on issues of poverty and community revitalization.

Southwestern wisconsin community action program, inc. (swcap) acts as a fiscal agent for individuals as part of a representative payee program in which swcap receives cash from individuals and pays bills on their behalf.

PART X, LINE 2:

The organizations are required to assess whether it is more likely than not that a tax position will be sustained upon examination on the technical merits of the position assuming the taxing authority has full knowledge of all information. If the tax position does not meet the more likely than not recognition threshold, the benefit of that position is not recognized in the financial statements. The organizations have determined there are no amounts to record as assets or liabilities related to uncertain tax positions.
