Governance Explanations

The organization is organized as a non-stock corporation with members. Any person of good moral character, who is in sympathy with the organization's purpose, may become a member of the organization upon complying with the regulations prescribed by the board of directors. Any person eighteen years of age or over may become a voting member of this organization.

The annual meeting provides an opportunity for members eighteen years of age or over to make a difference in their ymca by participating in the vote to elect members of the governing body.

The executive director emails a copy of the final version of form 990 to each board member before it is filed. Generally, no formal and documented review of the form 990 is required either before or after filing.

The executive director and board president are charged with monitoring and enforcing compliance with the conflict of interest policy. Annually, any director, officer and key employee is required to comply with the discloure requirements of the policy and complete a "conflict of interest questionaire and acknowledgement. All transactions, contracts or arrangements involving a conflict of interest must be reviewed by the board president and executive director. The board determines that appropriate safeguards are in place to protect the interest of the organization. Where appropriate the board will seek the advice of legal counsel.

Compensation for the executive staff is determined by the personnel committee using "hay scale" comparability data provided by the organizations national affiliate. The compensation of the executive director is determined by the personnel committee based on independent comparability data for executive directors provided by the national affiliate. The personnel committee is responsible for documenting any deliberations and decisions regarding compensation arrangements with the executive director and executive staff.

The endowment consists of donor-restricted gifts to be held in perpetuity to provide income to support the organization and the related earnings awaiting appropriation under the spending policy adopted by the board of directors.

PART X, LINE 2:

All tax positions, including the tax exempt status of the organization and potential sources of unrelated business taxable income have been considered by management and it has been determined that it is more likely than not that all tax positions would be sustained upon examination by taxing authorities. At august 31, 2018 and 2017, there were no unrecognized tax benefits or liabilities.

PROPULSION WALKING IS WATER WALKING IN THE LAZY RIVER WHERE THE WATER ENHANCES YOUR EXERCISE ACTIVITY BY PROVIDING RESISTANCE WHICH MAKE YOUR MUSCLES WORK HARDER TO MOVE FORWARD. THE DODGE COUNTY SEA DRAGONS IS THE COMPETITIVE SWIM TEAM FOR YOUTH AGES 4-18 WHICH CHALLENGES SWIMMERS TO DEVELOP AND REFINE COMPETITIVE SWIMMING SKILLS AT ALL ABILITY LEVELS. THE COMPETITIVE SWIM TEAM SEASON STARTS IN OCTOBER EACH YEAR AND IS COMPLETED BY MARCH. THE MASTERS SWIM PROGRAM HAS BEEN DEVELOPED FOR INDIVIDUALS INTERESTED IN BECOMING A BETTER SWIMMER. BY PARTICIPATING IN THE MASTERS SWIM PROGRAM SWIMMERS WILL LEARN HOW TO IMPROVE STROKE EFFICIENCY, UTILIZE SWIM EQUIPMENT, LEARN HELPFUL DRILLS, AND IMPROVE TECHNIQUES FOR KICKING, STROKES AND TURNS. WATER FITNESS CLASSES INCLUDE PADDLE BOARD YOGA, LOW IMPACT WATER CLASS CALLED EASY-PEASY ON THE HIPS & KNEESIES, HIGH INTENSITY WATER AEROBICS, DEEP WATER AQUA JOG, LOW IMPACT WATER AEROBICS, AND WATER AEROBICS. LIFEGUARD TRAINING IS BLENDED LEARNING FOR LIFEGUARDING WITH ONLINE AND ON-SITE TRAINING. COMPREHENSIVE TRAINNG SESSIONS ARE EQUIVALENT TO THE TRADITIONAL IN-PERSON COURSE WHICH LEADS TO A TWO YEAR CERTIFICATION FOR THE PARTICIPANT. ONLINE LESSONS ARE COMPLETED PRIOR TO IN-PERSON TRAINING, MAXIMIZING IN-PERSON WATER TIME FOR RESCUE AND SWIMMING SKILLS TRAINING. THE ONLINE PORTION OF THE TRAINING ALLOW PARTICIPANTS TO EXPLORE INFORMATION AND CHOOSE HOW THE CONTENT IS PRESENTED. LEARNING IS ENHANCED BY A HIGH LEVEL OF INTERACTIVE ELEMENTS INCLUDING NARRATIVE, CASE STUDIES, "WHAT SHOULD YOU DO" SCENARIOS, VIDEO, DRAG-AND-DROP MATCHING EXERCISES AND OTHER GAMING ELEMENTS. IN-WATER SESSIONS ARE CONDUCTED AT THE YMCA FACILITY.THE YMCA OF DODGE COUNTY HAS ALSO DEVELOPED COLLABORATIONS IN NEIGHBORING COMMUNITIES TO EXTEND THE AQUATIC SERVICES TO THOSE COMMUNITIES DURING THE SUMMER MONTHS AT THE LOCAL FACILITY. DURING THE PAST YEAR THE COMMUNITIES OF FOX LAKE, HORICON, LOMIRA, AND WAUPUN WERE SERVED.

SACC PROGRAMS ARE STAFFED WITH INDIVIDUALS WHO UNDERSTAND COGNITIVE, PHYSICAL AND SOCIAL DEVELOPMENT OF KIDS, AND ALSO THE NEED CHILDREN HAVE TO FEEL CONNECTED AND SUPPORTED IN TRYING NEW THINGS, AND THE CARING AND REINFORCEMENT PARENTS AND FAMILIES NEED TO HELP EACH OTHER. THE SACC PROGRAMS SERVE 4K THROUGH 5TH GRADERS WITH A VARIETY OF PROGRAMS AND ACTIVITY OPTIONS TO EXPLORE AND DEVELOP THEIR INTERESTS AND TALENTS. BREAKFAST IS AVAILABLE FOR AM PARTICIPANTS AND AFTER SCHOOL SNACK OFFERED FOR PM PARTICIPANTS. THESE PROGRAMS OFFER FLEXIBILITY OF DAILY ATTENDANCE (1, 2, 3, 4, OR 5 DAYS/WEEK) AND WHICH SESSION (AM, PM OR BOTH).SCHOOL'S DAY OUT FUN CLUB IS OFFERED FOR MOST FULL DAYS OFF OF SCHOOL FOR CHILDREN 4K-5TH GRADE. THE PROGRAM OFFERS A COMBINATION OF FREE-CHOICE AND STRUCTURED ACTIVITIES. THE CURRICULUM INCLUDES ARTS AND CRAFTS, SCIENCE, SERVICE LEARNING, HEALTH AND FITNESS, LITERACY, CHARACTER DEVELOPMENT AND CONFLICT RESOLUTION. CLUB WANNAGO IS A FULL DAY CHILD CARE PROGRAM HELD IN THE SUMMER FOR CHILDREN ENTERING 1ST THROUGH 6TH GRADE, OFFERING A FULL CURRICULUM PROGRAM THAT INCLUDES WEEKLY FIELD TRIPS, SWIMMING, OUTDOOR PLAY, GAMES, SPORTS, AND ARTS AND CRAFTS. THE PROGRAM OFFERS FLEXIBLE ATTENDANCE PLANS OF 2, 3, 4 OR 5 DAYS PER WEEK. THE CAMP PROVIDES A HIGH QUALITY CAMP EXPERIENCE THAT HELPS BUILD CONFIDENCE, FRIENDSHIPS AND SUMMER MEMORIES FOR ALL THE PARTICIPANTS. THE CHILDREN ARE KEPT ACTIVE AND BUSY BUT ARE ALSO ALLOWED QUIET CHOICE TIME AND SMALL GROUPS, WORKING TO MAKE EACH DAY OF CAMP A POSITIVE EXPERIENCE FOR EVERY CHILD. THE CHILD WATCH PROGRAM OFFERS CARING AND TRAINED BABY SITTING STAFF. ALL PARTICIPANTS IN THE CHILD WATCH MUST HAVE A PARENT, GRANDPARENT OR LEGAL CUSTODIAN IN THE BUILDING. A TWO HOUR TIME LIMIT IS IMPOSED ON HOW LONG CHILDREN CAN REMAIN IN CHILD WATCH EACH DAY.THE BEAVER DAM 4 KIDS PROGRAM IS A VOLUNTARY EARLY LEARNING PROGRAM AVAILABLE TO ALL FOUR YEAR OLD CHILDREN AND THEIR FAMILIES WITHIN THE BEAVER DAM UNIFIED SCHOOL DISTRICT. BD4K IS A PLAY BASED PROGRAM DESIGNED TO NURTURE THE SOCIAL, EMOTIONAL, AND EARLY LITERACY SKILLS OF FOUR-YEAR-OLD CHILDREN. THE PROGRAM IS IMPLEMENTED USING A COMMUNITY-COLLABORATIVE MODEL THAT BUILDS ON EXISTING RESOURCES WITHIN THE BEAVER DAM COMMUNITY. PARTNERSHIPS BETWEEN PUBLIC AND PAROCHIAL SCHOOLS, CHILD CARE CENTERS AND PRESCHOOLS ARE USED TO PROVIDE QUALITY EARLY CHILDHOOD EDUCATION FOR FOUR-YEAR-OLDS.WEEKDAY CHILD CARE BETWEEN THE HOURS OF 6:00 AM - 6:00PM FOR CHILDREN AGES 6 WEEKS TO 5 YEARS OLD PROVIDED IN A SAFE, NURTURING AND WELCOMING ENVIRONMENT. THIS PROGRAM IS DESIGNED TO MOTIVATE CHILDREN INTELLECTUALLY, SOCIALLY, EMOTIONALLY, AND PHYSICALLY. TEACHERS FACILITATE POSITIVE CUMMUNICATION AMONG THE CHILDREN PARTICIPATING BY MODELING APPROPRIATE BEHAVIORS. ALL STAFF MEMBERS MEET OR EXCEED STATE LICENSING GUIDELINES AND FOLLOW OUR CORE VALUES OF CARING, HONESTY RESPECT AND RESPONSIBILITY. YOUTH PROGRAMMING INCLUDES BASEBALL, SOCCER, VOLLEYBALL, FLAG FOOTBALL, BASKETBALL, AND INTRODUCTION TO MARTIAL ARTS.
