“The Executive Committee has authority to act on behalf of the board. The Executive Committee is made up of commissioners chosen by the Board of Commissioners. Two executive board members are chosen from each state giving the states equal representation and equal authority and votes.”
“Compact Members: The members of the Compact are the 12 Midwestern states identified in the compact statute: Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, South Dakota and Wisconsin. To become a member, the states must enact the compact statute. Once enacted, the appointing authorities in each of the compacting states shall forward the names of their appointees to the Compact staff. The Compact staff shall promptly advise the appropriate appointing authorities of the need to appoint new commission members upon the expiration of designated terms. Affiliate Members: States not eligible to become a party to the Compact and/or Canadian Provinces may become affiliate members when mutual interests exist and when it would benefit the Compact to enter into such arrangements. Associate Members: Entities not eligible to become members of the Compact may be afforded status as associates of the Commission in accordance with the policies and procedures approved by the Commission.”

“Cyber Security 3/2018 The MHEC Cyber Insurance Program offers institutions the flexibility of insurance carrier choice, the broadest coverage available, and access to limits that meet institutional coverage needs. The approach analyzes the institution's threat environment, assesses the significance of the vulnerabilities in security controls, and determines how much financial exposure the institution faces. MHEC will work to build a critical mass of participating institutions to provide a potential option of risk sharing in an excess layer of coverage. Concurrent Enrollment Teacher Credentialing Since fall 2017 and into 2018, MHEC staff interviewed 75 concurrent enrollment stakeholders in the 12 MHEC states to learn how efforts to increase the number of properly credentialed teachers are unfolding and what challenges remain in the process. In collaboration with the National Association of Concurrent Enrollment Partnerships (NACEP), MHEC sponsored a Concurrent Enrollment Teacher Credentialing Summit in May 2018, at which stakeholders from all MHEC states convened to share their frustrations and successes and brainstorm ideas for addressing this problem at both state and regional levels. This research was presented at two conferences in the fall of 2018: Vertex and NACEP. Open Educational Resources MHEC worked to assist states and institutions with OER implementation by creating an OER Advisory Committee comprised of institutional representatives with varying levels of experience implementing OER. Per the recommendation of that Committee, MHEC teamed up with WCET to convene Midwestern 70 OER stakeholders from the 12 MHEC states. State representatives learned from national experts in the field of OER, as well as from individuals and groups who have already successfully adopted OER to varying degrees across the Midwest. A strong list of suggested state and regional actions was generated at the Summit and will inform MHEC's work with OER in 2019.”
“The Compact qualifies as a tax-exempt organization under Section 501(c)(3) and is not a private foundation under Section 509(a) of the Internal Revenue Code. The Compact is annually required to file a Return of Organization Exempt from Income Tax (Form 990) with the IRS. In addition, the Compact is subject to income tax on net income that is derived from business activities that are unrelated to its exempt purpose. The Compact has determined it is not subject to unrelated business income tax and has not filed an Exempt Organization Business Income Tax Return (Form 990T) with the IRS. The Compact believes that it has appropriate support for any tax positions taken affecting its annual filing requirements, and as such, does not have any uncertain tax positions that are material to the financial statements. The Compact would recognize future accrued interest and penalties related to unrecognized tax benefits and liabilities in income tax expense if such interest and penalties are incurred.”

This convening and collaborating leads to many programs and activities that produce a variety of outcomes and results ranging from the dissemination of knowledge and expertise about practical solutions, to leveraging the collective purchasing power of the region to achieve efficiencies and savings.Multi-State Collaborative on Military CreditMHEC's largest convening was the Multi-State Collaborative on Military Credit (MCMC), an interstate collaborative MHEC organizes the 13 states of Illinois, Indiana, Iowa, Kansas, Kentucky, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, South Dakota, and Wisconsin for the purpose of advancing best practices that are designed to ease the transition of military-connected life to postsecondary education. Emphasis is given to translating competencies acquired through military training and experiences into milestones toward completing a college degree or earning a certificate or license. In the 2017-2018 academic year MCMC produced 6 webinars with over 1,000 participants with 43 out of 50 states participating in one or more. |
