Cots maintains a conflict of interest policy for all employees and board of directors members. For employees, the conflict of interest policy is signed at the time of hire and continually monitored thereafter by management through open discussion, especially for employees with the ability to enter into contracts on behalf of the organization. For the board of directors, members are required to annually disclose conflicts of interest during the annual board of directors meeting. If any conflicts of interest were to arise, the relationship and contract would be terminated.

The ceo's compensation is reviewed by the head of the personnel committee, who has expertise in employment matters, and the board president. Outside comparability data is used to ensure the ceo's compensation is reasonable for the level of complexity, size, and budget of the organization (last performed in 2016). The ceo's salary is determined by the personnel committee, based on the comparable compensation data and is contemporaneously documented. Employee compensation, for those other than the ceo, is reviewed against outside data for similar positions for comparability by the chief human resource officer.
