Form 990, Part VI, Section A, Line 7A

All board officers and directors are elected by the members

The audit committee reviews the return before it is filed, and that committee reports its findings to the board of directors at its next regularly scheduled meeting

Form 990, Part VI, Section B, Line 12C

On an annual basis, the board discusses the conflict of interest policy at the first meeting of the board year, each member signs a conflict of interest statement when action is required, the board self-polices and determines the action for each conflict of interest disclosed for any affected board members.

Form 990, Part VI, Section B, Line 15

Gsusa, csci's national affiliate, provides a compensation schedule which includes a salary range for each position. This schedule along with the employee's annual review and the employee's credentials are used to determine the employee's compensation. The ceo's salary is determined based on comparisons to the form 990 of other organizations and compensation surveys. Additional surveys were used as objective evidence to affirm the compensation per the gsusa survey. In addition, the ceo's salary is approved by the executive committee.

Form 990, Part VI, Section C, Line 18

The organization makes its 990 available to the public during normal business hours in the cfo's office, upon request.

Form 990, Part VI, Section C, Line 19

Additional Explanations

FORM 990, PART XI, LINE 9:

Decrease in value beneficial interest in perpetual trust 77,853.

Financial Statement Notes

PART V, LINE 4:

The council has adopted investment and spending policies that attempt to provide a predictable stream of funding to programs supported by its endowment while seeking to maintain the purchasing power of the endowment assets. Endowment assets include those assets of donor-restricted funds that the council must hold in perpetuity.

PART X, LINE 2:

The council is exempt from federal and state income taxes under internal revenue code section 501(c)(3), and similar provisions of the state income tax code. In addition, the council qualifies for charitable contribution deduction and has been classified as an organization that is not a private foundation. The council evaluates its uncertain tax positions on an annual basis, and there have been no recorded uncertain tax positions recorded in fiscal years 2024, 2023, or 2022. Therefore, no provision or liability for income taxes has been included in the financial statements. The council files various federal or state non-profit tax returns. The council is no longer subject to u.s. Federal or state examinations by tax authorities for tax years prior to 2020.

PART XI, LINE 2D - OTHER ADJUSTMENTS:
