During the continued covid19 pandemic and restricted community office capacity, clients were served via face to face and virtual methods.

Form 990, Part III, Line 4D

The supportive reentry network is a crisis response effort developed in response to the state's efforts to de-carcerate illinois state prisons in order to limit the spread of covid within these congregate settings. On april 6, 2020, governor j.b. Pritzker issued executive order 2020-21 (covid-19 executive order no. 19) to address the spread of the coronavirus disease 2019 (covid-19) in illinois prisons. The executive order gave the director of the illinois department of corrections (idoc) the authority to provide early release to individuals who were near the end of their sentences and medical furloughs for incarcerated individuals with vulnerable health. The executive order zeroed in on the 36,000 male and female inmates in 28 facilities, the vast majority of whom, because of their close proximity and contact with each other in housing units and dining halls, are especially vulnerable to contracting and spreading covid-19. As such, an influx of individuals were released into the community. The governor's office contacted safer the week prior to request our assistance in providing support to this influx of people. A week later after this request, individuals began exiting and safer began receiving referrals from idoc of people being released from prisons across the state and returning to cook county. To address the needs of those returning during the pandemic, safer foundation recruited a network of community-based providers and assembled an adhoc crisis response team to receive these referrals in a structured and coordinated manner. These providers specialize in providing social services that address social determinants of recidivism, such as: healthcare, behavioral health, housing, food and nutrition, and employment. Services include insurance verification/proof of coverage; medicaid applications or re-activations , snap applications, ssi/ssdi applications, basic needs support (clothing, food, gift cards, cell phones), medications, primary care and psychiatric appointments, transitional housing / recovery homes, substance use / mental health, financial counseling (credit, budgeting, stimulus, tax), resume writing; job readiness training, job placement, transportation assistance, id documentation (state ids, birth certificate, social security cards). In order to meet this goal, from april 1 to june 30th, the following services were given to various individuals: provided idoc referrals (2,376), hotline calls (1,295), active clients (634)care packages distributed (182)cell phones distributed (182), medicaid benefit assistance (245), snap application assistance (190),stimulus check application assistance (84), referrals to primary care, medical, mental health, substance use, ssi/ssdi, housing, and other services (388), employment assistance (included)assistance obtaining state ids, social security cards, resume writing, job referrals, clothing needs, and transportation support) (245) and, job starts (194).

Safer Foundation has engaged a third-party CPA firm to complete its annual audit. Due to high internal staffing turnover and the lingering effects of COVID-19, Safer Foundation has not completed its annual audit for the period July 1, 2020 through June 30, 2021. Safer Foundation is working closely with the CPA firm to complete the audit. The audit is anticipated to be completed by June 30, 2022. Upon completion of the audit, Safer Foundation will forward it to the Illinois Attorney General's Charitable Trust Bureau.

IRS990/Desc0Employment Services in Illinois and Iowa Despite the damaging impact of COVID, Safer served over 3,400 clients during FY21. 1100 clients were successfully placed into employment and 150 received credentials. Industries of employment included IT, Construction/TDL, Financial/Banking, Solar, Warehouse/Logistics, Healthcare, Advanced Manufacturing. OUR APPROACH TO BUILDING TALENT PIPELINES INCLUDES WORK-BASED LEARNING PROGRAMS. OUR PRE-APPRENTICESHIP AND APPRENTICESHIP PROGRAMS ARE DESIGNED TO BRING UNDERREPRESENTED POPULATIONS INTO APPRENTICESHIP PROGRAMS IN THE SKILLED TRADES. In addition to achieving permanent employment (with over 240 different employer partners), Safer supports men, women, and youth to build better lives, stronger families, and safer communities. Our ASCEND Client Service Model utilized a holistic approach to delivering services to our reentry clients and adoption of evidence-based practices across all Safer sites. These services include access to case management, employment training, financial literacy, transitional and permanent employment, housing, substance use and mental health counseling, and other support services referral. It is a set of practices that are client-centered and rooted in ongoing skills training for staff and continuous learning and quality improvement. We help people thrive and build a future they never thought was possible.
