Mission and Program Overview

Mission

The hertz foundation provides unique financial and fellowship support to the nation's most remarkable phd students in the physical, biological and engineering sciences. Our goal is to enhance the freedom and ability of these students to make important new innovations that strengthen the nation and improve the human condition. Offering a fellowship valued at up to $250,000 with five-year tenure, the foundation has supported some 1,169 fellows, two of whom have won nobel prizes and over 30 of whom are members of the national academy of sciences or the national academy of engineering. At present, half of the in-school fellows conduct research in the biosciences and 10% are in md/phd programs. In addition to academic support, the foundation offers, with support from alumni fellows and corporate sponsors, unique extra-academic retreats, symposia, workshops, and internship opportunities. Hertz fellowships are among the most prestigious in the world.

THE PURPOSE OR PURPOSES CLauSE IN THE ARTICLES OF INCORPORATION SHALL BE THE SAME AS THE PURPOSE OR PURPOSES CLAUSE IN THE BYLAWS. THE ARTICLES OF INCORPOARTION WERE AMENDED JANUARY 9, 2015, TO DELETE THE WORDS "IF CALLED UPON BY THE UNITED STATES GOVERNMENT". ARTICLE II, SECTION 5 OF THE BYLAWS SHALL BE REWRITTEN TO DELETE THESE WORDS. THE BYLAWS ARE IN THE PRCESS OF BEING UPDATED.

The draft of the form 990 was e-mailed to each director for comments this year as was the case last year. Each director received a final copy of the form 990 by e-mail. The form 990 is posted on the foundation's website, www.hertzfoundation.org.

Form 990, Part VI, Section B, line 12C

Each director, officer, and employee of tthe foundation shall sign an annual disclosure statement affirming that the person has recieved a copy of the conflict of interest policy, has read and understood the policy, has agreed to comply with the policy, and discloses any direct or indirect affiliations. All annual disclosure statements are submitted to the president of the foundation prior to the first meeting of the board of directors in the following year. This process was undertaken in march 2015 and continues to this day.

THE PRESIDENTS, THE CEO'S, THE CFO'S AND THE STAFF'S COMPENSATION IS DETERMINED BY COMPARISION TO EQUIVALENT POSITIONS IN EQUIVALENT NON-PROFIT ORGANIZATIONS IN NORTHERN CALIFORNIA USING A SALARY SURVEY OF SEVERAL HUNDRED CHARITIES. THE PRESIDNET PREPARES A SALARY ADJUSTMENT PACKAGE BASED ON COMPARISION OF BOTH JOB CONTENT AND PRESENT COMPENSATION WHICH IS SUBMITTED TO THE FINANCE COMMITTEE FOR MODIFICATION AND THEN ACCEPTED OR FUTHER MODIFIED BY THE BOARD. THIS PROCESS WAS LAST UNDERTAKEN IN march 2015.

The Foundation evaluates its uncertain tax positions and will recognize a loss contingency when it is probable that a liability has been incurred as of the date of the financial statements and the amount of the loss can be reasonable estimated. The amount recognized is subject to estimate and management judgment with respect to the likely outcome of each uncertain tax position. The amount that is ultimately sustained for an individual uncertain tax position for all uncertain tax positions in the aggregate could differ from the amount recognized. As of June 30, 2017 management did not identify any uncertain tax positions.

IRS990/Desc0Hertz Fellowship Program The Hertz Fellowship is the only 5-year PhD Fellowship in STEM in the U.S. and is widely considered to be the most prestigious. The Fellowship Program is the Fdn's core mission and comprises the largest annual expense. It includes tuition, stipend, mentoring and fellowship selection. In FY '17, the tuition and stipend packages totaled $1.9M for 66 students. The selection of Fellowship recipients is the most rigorous in the U.S.: more than 700 applications are reviewed by top scientists, mathematicians and engineers, many of them alumni Fellows. Then 120 were chosen for in-person, first-round interviews, followed by a second round wherein the 40 Finalists were interviewed. The final group of 12 were awarded Fellowships. See Schedule O for additional informationSelection and mentoring of in-school Fellows costs an additional $507K. In FY '17, the total cost of the Fellowship Program was $2.4M or 55% of the operating budget. Hertz Fellows are recognized as some of the most accomplished in the world. Already they include: 2 Nobel Laureates; 38 members of the National Academies; winners of 8 Breakthrough Prizes; and recipients of the National Medal of Technology, a Turing Award, Fields Medal, and the National Medal of Science.

As a result, the Fdn's goal is to raise sufficient support to fund all worthy candidates each year. To achieve this, in 2015, the board authorized a significant budget increase to build a more aggressive and successful national fundraising and PR effort. Tangible results have come quickly with 2016 and 2017 yielding record fundraising cash results$2.3M in FY '16 and $2.9M in FY '17. Additionally, in FY '16, the Bill & Melinda Gates Fdn made a $5M pledge (5yr payout); pledges in FY' 17 totaled $1.2M. See Schedule O for additional informationMoreover, 27% of Fellows now make a gift annually to the Fdn, a level of graduate alumni support that far exceeds that of most top universities. In FY '17, the Foundation received its first bequest and launched a planned giving program. The fundraising and PR budget totaled $770K or 17% of the budget.Total compensation at the Foundation increased by 26% this year, a sum well beyond the 3% raise pool. This was due to the addition of an experienced sr development officer and a housing loan (retention incentive in the president's original employment contract).

These activities include: an annual summer scientific workshop; monthly updates on research discoveries of fellows; regional gatherings featuring a top science/technology leader as speaker; and two annual retreats for the in-school fellows. A large portion of these expenses are now offset by restricted alumni gifts. See Schedule O for additional informationFellows are eligible for three prizes awarded by the Foundation. These include the Thesis Prize, the Peter Strauss Award for Exceptional Leadership in Entrepreneurial Endeavors, and the Newman Entrepreneurial Award. The latter two are funded by a donor.
