Mission and Program Overview

Mission

Central indiana corporate partnership (cicp) is an alliance of indiana's business and research university leaders coming together to foster long-term prosperity for the region. Cicp's mission is to transform the economy of indiana in order to create sustainable prosperity and quality of life for our citizens and future generations.

Major Activities

Activity 2
The mission of conexus indiana is to advance the state's manufacturing and logistics sectors, two industries that collectively account for more that a quarter of our jobs and a third of total economic output. Conexus is focused on preparing young hoosiers for careers in manufacturing and logistics. The initiative is building connections between private industry and higher education and training providers to ensure that students are taught the 21st century skills necessary to succeed in these increasingly high-tech sectors. Conexus indiana is focused on addressing the human capital (workforce development) needs of the state's manufacturing and logistics industries (which collectively employ one of every four hoosier workers). Today, the majority of manufacturing workers in the united states have some college education - and the increasingly hightech nature of the industries will drive demand for more advanced skills. Indiana continues to rank among the least-educated states in the nation, creating a competitive disadvantage that conexus seeks to address. Conexus works to gather feedback from employers statewide and collaborate with its educational partners to develop and promote industry-approved education/training programs designed to prepare the next generation of manufacturing/logistics workers. To date this effort has resulted in several new and revised programs at the community college level. Over the last year, conexus has focused its attention on the development, funding and approval of a new curriculum at the high school level - this is being implemented as a pilot in several schools this fall and will be available statewide in 2013.
Activity 3
Cicp foundation funded a study, undertaken by cicp, of the 'supply and demand' alignment between indiana college graduates and high-skill job openings, with research support from the battelle memorial institute and walker information. The project investigates the ability of indiana's college graduates to find meaningful employment in the state: is our economy producing enough jobs to employ our graduates? Are our institutions of higher education producing the right degree-holders to meet employer needs? What other factors influence the location decisions of young workers? The analysis is ongoing, and has concluded that indiana is not producing sufficient high-quality jobs for our supply of (four-year and above) college graduates. Indiana lags behind the nation in the share and growth of industry demand for high skilled workers across occupations requiring at least a bachelor's degree. This lower demand is found consistently across industries driving the economic growth of indiana. At the same time, indiana public and private universities are already generating a high number of college graduates and have been increasing the number of new college graduates in highly sought after science, technology, engineering and math degrees as well as business degrees. Currently we are finalizing a set of recommendations designed to grow the state's knowledge industries and increase demand for college-educated workers, as well as better preparing graduates and connecting them to available openings.

IRS990/Activity3/Description0CICP FOUNDATION FUNDED A STUDY, UNDERTAKEN BY CICP, OF THE 'SUPPLY AND DEMAND' ALIGNMENT BETWEEN INDIANA COLLEGE GRADUATES AND HIGH-SKILL JOB OPENINGS, WITH RESEARCH SUPPORT FROM THE BATTELLE MEMORIAL INSTITUTE AND WALKER INFORMATION. THE PROJECT INVESTIGATES THE ABILITY OF INDIANA'S COLLEGE GRADUATES TO FIND MEANINGFUL EMPLOYMENT IN THE STATE: IS OUR ECONOMY PRODUCING ENOUGH JOBS TO EMPLOY OUR GRADUATES?

IRS990ScheduleO/GeneralExplanation/Explanation0THE WEBSITE LISTED IS THAT OF THE FOUNDATION'S SUPPORTED ORGANIZATION AND ONLY A PORTION OF THE INFORMATION ON THE SITE DESCRIBES THE FOUNDATION'S PROGRAMS.
IRS990ScheduleO/GeneralExplanation/Explanation1THE INDY PARTNERSHIP WAS AN INITIATIVE OF CICP AND CICP FOUNDATION UNTIL MARCH 1, 2011, WHEN THE ORGANIZATION BECAME A PART OF DEVELOP INDY, THE ECONOMIC DEVELOPMENT ORGANIZATION FOR MARION COUNTY. THUS, SUBSEQUENT TO MARCH 1, 2011, THE ACTIVITIES AND OPERATIONS OF INDY PARTNERSHIP ARE NOT INCLUDED IN THE FINANCIAL STATEMENTS.
IRS990ScheduleO/GeneralExplanation/Explanation2THE 990 WILL BE REVIEWED BY THE FULL CICP FOUNDATION BOARD AT ITS JULY 31, 2012 MEETING.
IRS990ScheduleO/GeneralExplanation/Explanation3EACH DIRECTOR, OFFICER, AND STAFF MEMBER ANNUALLY RECEIVES A CONFLICT OF INTEREST QUESTIONNAIRE THROUGH WHICH HE OR SHE IS ASKED TO CONFIRM OR REPORT THE FOLLOWING: (I) THAT HE OR SHE HAS READ AND UNDERSTANDS CICP FOUNDATION'S CONFLICT OF INTEREST POLICY (WHICH IMPOSES UPON DIRECTORS, OFFICERS, AND STAFF A CONTINUING, AFFIRMATIVE DUTY TO REPORT ANY PERSONAL OWNERSHIP, INTEREST, OR RELATIONSHIP THAT MIGHT AFFECT HIS OR HER ABILITY TO EXERCISE IMPARTIAL, ETHICAL, AND BUSINESS-BASED JUDGMENTS IN FULFILLING THEIR RESPONSIBILITIES TO CICP FOUNDATION); (II) THAT HE OR SHE IS IN COMPLIANCE WITH THE POLICY; (III) THAT HE OR SHE IS REPORTING (WITH HIS OR HER COMPLETED QUESTIONNAIRE) ALL ACTUAL OR POTENTIAL CONFLICTS OF INTEREST THAT ARISE AS A RESULT OF HIS OR HER ROLE WITH CICP FOUNDATION, AND EACH POSITION THAT HE OR SHE HOLDS AS A DIRECTOR, TRUSTEE, OFFICER, OR EMPLOYEE OF ANY OTHER NONPROFIT ORGANIZATION; AND (IV) THAT HE OR SHE WILL REPORT PROMPTLY ANY CHANGES IN THE INFORMATION REPORTED IN HIS OR HER QUESTIONNAIRE OR IN ANY OTHER MATTERS THAT MIGHT AFFECT COMPLIANCE WITH THE POLICY. THE EXECUTIVE ASSISTANT TO THE CEO COLLECTS AND REVIEWS THE QUESTIONNAIRES AS THEY ARE RETURNED, ALERTS THE CEO TO ANY CONFLICTS THAT HAVE BEEN REPORTED, AND MAKES SURE THAT ALL WHO ARE REQUIRED TO COMPLETE A CONFLICT QUESTIONNAIRE HAVE DONE SO. WHEN AN INDIVIDUAL REPORTS AN ACTUAL, POTENTIAL, OR PERCEIVED CONFLICT OF INTEREST, CICP FOUNDATION FOLLOWS THE PROCEDURES OUTLINED IN ITS POLICY FOR DISCLOSURE OF CONFLICTS TO THE APPLICABLE BODY OF DECISION-MAKERS AND RECUSAL OF INDIVIDUAL(S) WITH CONFLICTS FROM THE DECISION-MAKING PROCESS. PURSUANT TO THE POLICY, THE CICP FOUNDATION BOARD IS RESPONSIBLE FOR THE OVERSIGHT OF, AND ACTION REGARDING, ALL DISCLOSURES AND/OR FAILURES TO DISCLOSE.
IRS990ScheduleO/GeneralExplanation/Explanation4COMPENSATION FOR CICP FOUNDATION'S CEO AND CFO (WHO ARE EMPLOYED BY CENTRAL INDIANA CORPORATE PARTNERSHIP, INC.) IS DETERMINED AS DESCRIBED IN THE CICP FORM 990. THE PROCESS (AS ALSO DESCRIBED IN THE CICP FORM 990) IS AS FOLLOWS: THE PRESIDENT/CEO OF CICP IS REVIEWED BY THE CICP EXECUTIVE COMMITTEE. THE INDIVIDUAL SUBMITS A WRITTEN SELF-ASSESSMENT TO THE EXECUTIVE COMMITTEE ABOUT ONE WEEK BEFORE THE MEETING AT WHICH COMPENSATION WILL BE ADDRESSED. THE COMMITTEE RECEIVES FROM THE CICP CFO A LIST OF COMPARABLES TO THE COMPENSATION OF OTHER EXECUTIVES IN SIMILAR POSITIONS IN OTHER ORGANIZATIONS AS WELL AS THE COMPENSATION HISTORY FOR THE INDIVIDUAL. AT THE MEETING, THE INDIVIDUAL MAY REVIEW THE SELF- ASSESSMENT WITH THE COMMITTEE. THE INDIVIDUAL IS EXCUSED AND THE COMMITTEE DISCUSSES PERFORMANCE FURTHER AND THEN REVIEWS THE LIST OF COMPARABLES AND DETERMINES ANY COMPENSATION ADJUSTMENT TO BE MADE. THE CHAIRMAN OF THE COMMITTEE AND ONE OTHER MEMBER MEET WITH THE INDIVIDUAL AND REVIEW THE CONCLUSIONS OF THE GROUP REGARDING PERFORMANCE AND COMPENSATION ADJUSTMENT, IF ANY. THE COMPENSATION TERMS ARE REFLECTED IN THE MINUTES OF THE COMMITTEE AND DISTRIBUTED NO LATER THAN THE NEXT MEETING OF THE COMMITTEE OR 60 DAYS AFTER THE DATE OF THE MEETING AT WHICH THE COMPENSATION IS APPROVED, WHICHEVER IS LATER. THE MINUTES REFLECT (I) THE DATE ON WHICH THE COMPENSATION WAS APPROVED, (II) THE MEMBERS OF THE COMMITTEE WHO WERE PRESENT AND VOTED ON THE COMPENSATION TERMS, (III) THE COMPARABILITY DATA THAT WAS OBTAINED, REVIEWED, AND RELIED ON BY THE COMMITTEE (AND HOW THE DATA WAS OBTAINED AND USED), AND (IV) ANY RECUSAL OR WITHDRAWAL BY A MEMBER OF THE COMMITTEE WHO HAD A CONFLICT OF INTEREST WITH RESPECT TO THE COMPENSATION (THE LAST POINT IS AN UNLIKELY SCENARIO). LATE IN 2010, THE CFO REDUCED HER TIME FROM 30 HOURS PER WEEK TO 16. SHE CONTINUES TO SERVE AS CICP CFO. HER COMPENSATION WAS REDUCED TO REFLECT THE CHANGE. SHE IS NO LONGER ELIGIBLE FOR HEALTH AND LIFE INSURANCE BENEFITS. BECAUSE HER SALARY WAS REDUCED BY ABOUT 47%, THE CICP EXECUTIVE COMMITTEE DID NOT REVIEW THE CHANGE IN COMPENSATION.
IRS990ScheduleO/GeneralExplanation/Explanation5THE ORGANIZATION MAKES ITS GOVERNING DOCUMENTS, CONFLICT OF INTEREST POLICY, AND FINANCIAL STATEMENTS AVAILABLE TO THE PUBLIC UPON REQUEST.
IRS990ScheduleO/GeneralExplanation/Explanation6CENTRAL INDIANA CORPORATE PARTNERSHIP, INC. (CICP) IS AFFILIATED WITH CICP FOUNDATION, INC., A 501(C)(3) CORPORATION AND BC INITIATIVE, INC., (BCI) A FOR PROFIT C CORPORATION. CICP EMPLOYS ALL WHO WORK FOR THE THREE ENTITIES. BASED ON INFORMATION PROVIDED BY THE FOUNDATION AND BCI, CICP ALLOCATES SALARY AND BENEFIT COSTS TO THE FOUNDATION AND BCI AND IS REGULARLY REIMBURSED FOR THOSE COSTS. ADMINISTRATIVE EXPENSES INCURRED BY CICP FOR THE BENEFIT OF THE OTHER TWO ENTITIES ALSO ARE REIMBURSED. SIMILARLY, IF EITHER OF THE OTHER TWO ENTITIES INCURS EXPENSES THAT ARE ALLOCATED TO CICP, CICP PROVIDES REIMBURSEMENT.
IRS990ScheduleO/GeneralExplanation/Explanation7THE BOARD OF DIRECTORS ASSUMES RESPONSIBILITY FOR OVERSIGHT OF THE AUDIT OF ITS FINANCIAL STATEMENTS AND SELECTION OF AN INDEPENDENT AUDITOR. THE PROCESS HAS NOT CHANGED FROM THE PRIOR YEAR.
IRS990ScheduleO/GeneralExplanation/Explanation8MODIFIED CASH BASIS AS EMPLOYED BY CICP AND CICP FOUNDATION FOR THE CONSOLIDATED FINANCIAL AUDIT IS AS FOLLOWS: CICP AND CICP FOUNDATION RECOGNIZE CASH RECEIPTS THAT ARE DESIGNATED FOR CURRENT YEAR OPERATIONS WHEN RECEIVED. THUS, MULTI-YEAR PLEDGES ARE NOT RECORDED AS INCOME UNTIL THE CASH IS RECEIVED. CASH RECEIVED FOR MULTI-YEAR GRANTS IS RECORDED AS DEFERRED INCOME AND IS RECOGNIZED AS INCOME WHEN ASSOCIATED EXPENSES HAVE BEEN INCURRED. EXPENSES ARE ACCOUNTED FOR USING THE GAAP ACCRUAL METHOD.
