Mission

The mission of housing opportunities, inc. Is to serve barton, pawnee, and rice counties in kansas. The organization is committed to providing decent, safe, sanitary and affordable housing for every family, especially those families in the low to very low income levels. The programs include, but are not limited to, the production of affordable housing to enable home ownership opportunities and/or rental alternatives for families that cannot otherwise afford to purchase or rent safe and decent housing.

The following relationships the organization regards as conflicts of interest: (1) when a board or staff member is associated with a community cause, a non-profit organization or an agency board and a decision by the foundation will directly affect that cause, organization or agency. The affect could be on its program or budget. This may be the most difficult type of conflict to identify and deal with. However, doing so effectively will demonstrate our commitment to objectivity in carrying out our mission of community betterment. (2) when a board or staff member is associated with a business and the issue is whether the organization should purchase or lease goods or services from that business. (3) when any other circumstances arise that could significantly affect the board or staff member's ability to objectively judge the merits of a proposed program or business decision. Each member of the board of directors and each staff member shall complete a conflict disclosure form listing all potential conflicts, as described above. Completed forms shall be reviewed annually and amended, as appropriate. It is each member's responsibility to prompt others to review whether the matter under consideration constitutes either a direct or indirect conflict of interest. If necessary, the board is responsible for bringing a potential conflict to the attention of the group. Once per year, the board members review their status regarding any conflicts and update their signed conflict of interest form. Everyday regarding grants and the grant committee this is evaluated. Members abstain from voting if there is a conflict. On our grant review form, we note those members that are abstaining from voting on that for for our permanent records. In addition, if there are other matters during a board meeting in which there is a conflict of interest, those members abstain from voting, and we make a note in our minutes.

After the first year of employment, an annual evaluation will be conducted, unless the board agrees that executive director performance necessitates more frequent evaluations. Each evaluation will be conducted by members of the board. The members of the board will meet with the executive director at the established frequency to discuss performance in the following areas: revenues awarded; team management; increasing the organization's visibility; new initiatives establishment. All evaluations for the executive director will be placed in the employee file of the executive director.

Financial Statement Notes

PART X, LINE 2:

The organization is exempt from federal income taxes on related income under section 501(a) of the internal revenue code (irc), as an organization described in irc section 501(c)(3). Further, the organization has been classified as an organization that is not a private foundation under irc section 509(a) and, as such, contributions to the organization qualify for deduction as charitable contributions. However, income generated from activities unrelated to the organization's exempt purpose is subject to tax under irc section 511. The organization did not have any material unrelated business income tax liability for the years ended december 31, 2015 and 2014. Generally accepted accounting principles prescribe the accounting for uncertainty in income taxes and a recognition threshold and measurement attribute for the financial statement recognition and measurement of a tax position taken or expected to be taken in a tax return. There was no affect on the financial statements as a result of adopting this interpretation as the organization believes it does not have any material uncertain tax positions reflected in its financial statements. Tax years that remain subject to examination in the organization's major jurisdictions are for the years ended december 31, 2015, 2014, and 2013.
